[01] Dutch government drops State aid to Philips for R&D : Commission
closes its file
The European Commission has decided to close an investigation on the Dutch
government's proposal to give research and development aid to Philips
Semiconductors, an international semiconductor manufacturer. In March 1998,
the Dutch authorities withdrew the proposal and have undertaken not to
grant the aid. Funding of ECU 4 million was proposed for 1995, with
further financing foreseen from 1996 to 1998. The stated aim of the
research programme is to address the most important issues required to
build semiconductor integrated-circuits and system solutions that enable
personal digital assistants or personal intelligent communicators in their
various forms to become truly mass-market products. An investigation was
initiated into the aid proposal in July 1996 because it did not appear to
be in conformity with European Union state aid rules on research and
development. In March 1998, the Commission competition services proposed
to forbid the granting of aid to Philips Semiconductors because the project
was not eligible for funding as research and development within the meaning
of state aid rules. In addition, companies including Philips already have
on the market a new generation of hand-held consumer products which combine
personal computer, organiser and communication functionalities.

La Commission europ�enne a pris une d�cision n�gative � l'�gard des aides �
la restructuration d'un montant total de 11 millions de DM octroy�es par
les autorit�s allemandes � la soci�t� Stahl- und Hartgu�werke B�sdorf AG,
situ�e dans le Land de Sachsen. Cette soci�t�, qui en 1996 a demand�
l'ouverture d'une proc�dure de faillite, op�rait dans le secteur de la
fonte d'acier. La Commission avait autoris� des aides � la restructuration
en faveur de la soci�t� en juin 1996 pour un montant de 5 millions de DM.
Par la suite, une autre mesure d'aide pour un montant de 6 millions de DM a
�t� notifi�e. Il s'est pourtant av�r� que le plan de restructuration
pr�sent� n'a pas �t� mis en oeuvre d'une mani�re cons�quente, et la
viabilit� de la soci�t� � long terme n'a pas pu �tre r�tablie. La
Commission consid�re donc ces aides incompatibles avec les r�gles
europ�ennes pour les aides au sauvetage et � la restructuration des
entreprises en difficult�. Le gouvernement allemand a deux mois pour
proc�der � la r�cup�ration des aides octroy�es.
[03] Commission takes a final negative decision against Triptis Porzellan
GmbH
The European Commission has taken a final negative decision against the
state aid paid to German porcelain company Triptis Porzellan GmbH (in
Gesamtvollstreckung "under bankruptcy"), based in the Land of Th�ringen
(East Germany). The Commission also decided to order the recovery within
two months of a DM 8 million (ECU 4 million) loan waiver from the
Bundesanstalt f�r vereinigungsbedingte Sonderaufgaben (BvS) and guarantees
of the Land of Th�ringen worth DM 26.75 million (ECU 13 million), as it
considers the aid incompatible with the European state aid rules for
rescuing and restructuring firms in difficulty. The Commission concluded
that the aid would create an unduly distortion of competition on the market,
and the long-term viability of the company would not be secured by the aid.
[04] La Commission examine la cr�ation de deux nouveaux chantiers navals
italiens
La Commission europ�enne a d�cid� d'ouvrir la proc�dure envers une aide du
gouvernement italien pour la cr�ation de deux nouveaux chantiers navals de
petite dimension destin�s � construire des navires ferries rapides. Les
chantiers se situeraient respectivement en Sardaigne (Oristano) et en
Calabre (Belvedere Marittimo). Les deux investissements devraient s'�lever
� Lit 83,9 milliards (45 millions d'Ecus) chacun et les aides pr�vues
seraient respectivement de Lit 53,4 milliards (27,3 millions d'Ecus) et de
Lit 54,6 milliards (28 millions d'Ecus). Le gouvernement italien envisage
d'accorder l'aide sous la loi italienne num�ro 488/92 relative aux aides
r�gionales aux investissements. La Commission a des doutes sur la
justification de l'aide envisag�e �tant donn� qu'elle augmentera
probablement les capacit�s de construction navale dans l'Union europ�enne,
ce qui est incompatible avec la Directive sur les aides � la construction
navale.
[05] Aid for livestock producers in Italy approved
The European Commission has given authorisation to the Italian government
to grant state aid to certain livestock producers in Italy. The amount of
aid, which is totally funded by Italy is ECU 39 million (Lira 78,500
million) and is being granted to producers to compensate them for losses
arising from the impact of the BSE crisis on the market. Animals upon
which aid was granted under the EU funded assistance are excluded from this
scheme. The aid is paid in relation to animals slaughtered or sold during
the period 1 April 1996 and the 31 January 1997. The actual level of aid
per head foreseen varies between 60,000 Lira and 350,000 Lira, depending on
the type of animal and the region of production.

[06] La Commission cr�e 25 "P�les europ�ens" Jean Monnet en 1998
La Commission europ�enne a franchi un pas en faveur de la consolidation des
enseignements sur l'int�gration europ�enne avec la cr�ation de 25 "P�les
europ�ens" Jean Monnet dans les universit�s des Etats membres. Suivant
l'avis du "Conseil Universitaire Europ�en pour l'Action Jean Monnet",
organe acad�mique charg� de la s�lection, les "P�les europ�ens" Jean Monnet
sont appel�s � regrouper toutes les ressources en mati�re europ�enne
existant au sein de l'universit� ou au niveau r�gional, et visent � leur
donner une plus grande visibilit�. Ils constituent, en accord avec les
universit�s, la grande nouveaut� de l'Action Jean Monnet 1998. Ils font
partie des 202 projets retenus cette ann�e sur les 530 candidatures
pr�sent�es par les universit�s de l'Union europ�enne.
