  • [01] La Commission a autoris� la prise de contr�le de Havas Interm�diation par le groupe CLT-UFA

    La Commission europ�enne a autoris� l'op�ration par laquelle le groupe CLT- UFA prendra le contr�le de la soci�t� Havas Interm�diation. CLT-UFA est un groupe luxembourgeois actif dans la t�l�vision et la radio, ainsi que la production, l'acquisition et la concession de licences de programmes audiovisuels. Havas-Interm�diation, filiale du groupe fran�ais Havas, a pour activit� la r�gie d'espaces publicitaires, sous l'enseigne IP, essentiellement pour le compte des supports (t�l�vision, radio et presse) du groupe CLT-UFA. CLT-UFA n'ayant pas d'activit� de r�gie publicitaire avant l'op�ration, celle-ci ne provoque pas d'addition de parts de march�. Cette concentration ne modifie pas de mani�re sensible la situation concurrentielle des march�s de r�gie d'espaces publicitaires sur lesquels sera pr�sent CLT-UFA. La Commission a donc consid�r� que l'op�ration ne conduisait pas au renforcement ou � la cr�ation d'une position dominante.

    [02] Gestion des d�chets : la Commission ferme le dossier Suez Lyonnaise des Eaux

    La Commission europ�enne ferme le dossier Suez Lyonnaise des Eaux suite au d�sinvestissement par l'entreprise commune de certains int�r�ts dans la gestion des d�chets en Belgique. Le projet de fusion, qui a abouti � la cr�ation du nouveau groupe fran�ais Suez Lyonnaise des Eaux, ne soulevait pas de probl�mes de concurrence pour la majeure partie des activit�s concern�es. Cependant, l'op�ration �tait susceptible de soulever des doutes s�rieux, notamment dans les activit�s de collecte des d�chets banals, du traitement des d�chets industriels sp�ciaux et du nettoyage industriel. A cet effet, la Commission avait exig�, lors de l'instruction du projet en avril 1997, la cession de certaines participations. Suez Lyonnaise des Eaux a, en d�finitive, s�lectionn� Shanks & McEwan qui s'implante en Belgique en acqu�rant les entreprises Page, Sobry, Fusiman et Vancoppenolle, actives dans la collecte et le traitement des ordures m�nag�res ou dans le traitement des d�chets industriels.

    [03] Commission condemns violence in Kosovo

    The European Commission condemns the incidents in Kosovo this week-end and regrets the loss of life. External Relations Commissioner Hans van den Broek stated : "We call again on all parties to abstain from the use of violence. We feel that more pressure is needed on Milosevic to enter into a dialogue to find a peaceful solution." The European Union's Political Committee (POCO) will be meeting tomorrow to discuss the matter in light of this week-end's developments and to decide on which steps the Member States should take. According to Mr van den Broek, "a concerted international effort is needed to decide what pressure can be brought to bear on Belgrade. We hope that the POCO meeting will result in clear recommendations on further steps to take." The Trade Minister of the Federal Republic of Yugoslavia will be meeting with Commissioner van den Broek tomorrow and the matter will also be raised. The point will also be discussed at the Informal meeting of the Foreign Ministers in Edinburgh.

    [04] Augmentation de 20,7% des exportations de l'UE vers les PECO au 1er semestre de 1997

    Les exportations de l'Union europ�enne (UE) vers les pays d'Europe centrale et orientale (PECO) ont augment� de 20,7% au cours du premier semestre de l'ann�e derni�re par rapport � la m�me correspondante de 1996, comme l'indique aujourd'hui Eurostat, l'Office statistique des Communaut�s europ�ennes � Luxembourg. Cette �volution fait suite � une progression de 18,8% entre 1995 et 1996. Les exportations de l'UE vers les 15 pays ont �t� estim�es � 69,5 milliards d'Ecus pour toute l'ann�e 1996 et � 39,7 milliards d'Ecus pour le premier semestre de 1997. La balance commerciale a �t� favorable � l'UE, avec 20,0 milliards d'Ecus en 1996 et 11,7 milliards d'Ecus au premier semestre de 1997

    [05] Marcelino Oreja : "How to strengthen the competitiveness of European audiovisual industry"

    European Commissioner Marcelino Oreja, responsible for Culture and audiovisual affairs, today told a group of leaders of the audiovisual industry participating in the American Film Market (Santa Monica - California) that the principle objectives of the European Union's (EU) audiovisual policy are to strenghten the competitiveness of the European audiovisual industry and to raise the profile of our culture and linguistic diversity. "While our relations with the US aim at the realisation of a transatlantic market place with trade flowing unhindered (and I welcome this perspective), I would fail my mission - and my vision - if this would mean, at the end of the day, uniformity of content or weakening of our productive capacities", said Mr Oreja. During his remarks at the roundtable with the industry leaders, Commissioner Oreja added : "I believe that we need a legal framework that takes into account of the specific nature, on one hand, the technological issues and, on the other, the content issues. The wide consultation on Commission's Green Paper will examine inter alia this question and how one of the basic characteristics of the EU, namely its linguistic and cultural diversity, be preserved and even turned into an advantage in tomorrow's audiovisual environment both off-line and on-line."
