    Le Pr�sident de la Commission europ�enne, Jacques Santer, s'est dit "tr�s heureux que la crise gouvernementale en Italie soit en bonne voie de r�solution". "Je f�licite M. Prodi et ses partenaires politiques d'avoir maintenu, avec tant de vigueur, le cap sur l'assainissement budg�taire et sur la participation de l'Italie � la monnaie unique. C'est la confirmation de la vocation europ�enne de l'Italie, digne d'un Etat membre fondateur, et une inspiration pour nous tous", a ajout� Jacques Santer.

    [02] Pr�visions �conomiques d'automne

    Les pr�visions �conomiques d'automne r�alis�es par les services de la Commission europ�enne sont publi�es aujourd'hui. L'image d'ensemble est positive: la reprise �conomique est maintenant bien �tablie en Europe et la croissance s'acc�l�re. Cette tendance est en ligne avec les pr�visions de printemps des services de la Commission. Cependant, la reprise appara�t plus forte qu'il y a six mois, ce qui conduit � une r�vision en hausse des pr�visions de croissance pour 1997 et 1998. Les Etats membres accomplissent des progr�s substantiels en ce qui concerne la convergence �conomique requise pour la participation � l'Union �conomique et mon�taire, et l'am�lioration de la situation �conomique va faciliter la poursuite de ce processus. Ceci confirme le sentiment de la Commission qu'une majorit� d'Etats membres devrait �tre en mesure de remplir les conditions de passage � l'euro d�s le 1er janvier 1999. Ces pr�visions font �galement �tat d'am�liorations bienvenues en ce qui concerne l'emploi en Europe. Les Etats membres doivent toutefois prendre des mesures structurelles suppl�mentaires afin d'obtenir une r�duction plus importante du niveau du ch�mage.

    [03] Jacques Santer : "Affirmer l'ambition culturelle pour l'Europe"

    A l'occasion de l'ouverture de la Foire du Livre de Francfort, le Pr�sident de la Commission europ�enne, Jacques Santer, a d�clar� que "la culture ne doit plus �tre consid�r�e comme une activit� secondaire" pour le projet europ�en. "L'affirmation d'une ambition culturelle pour l'Europe suppose toutefois qu'on l�ve certains malentendus", a dit Jacques Santer. (1) S'il existe un "mod�le culturel europ�en, qui conjugue diversit�, �changes et culture", la politique culturelle rel�ve avant tout des Etats membres. (2) "A l'�re de la soci�t� de l'information, il faut constamment repenser le monde qui nous entoure et utiliser l'�volution technique", en ayant en t�te que celle-ci est un moyen et non une fin en soi. (3) Quand la Commission se prononcera sur le syst�me du prix fixe du livre, elle "s'en tiendra aux r�gles du Trait� de Rome, tout en prenant aussi en consid�ration l'importance du livre en tant que bien �conomique et culturel". (4) La mondialisation ne doit pas conduire � l'uniformisation. "Nos efforts ont au contraire pour but de pr�server en Europe la multiplicit� des particularit�s culturelles et d'utiliser la mondialisation et les techniques nouvelles pour les renforcer et les diffuser".

    [04] New Swiss offer on transport

    The European Commissioner responsible for Transport policy, Neil Kinnock, and the President of the Council of Transport Ministers, Luxembourg Transport Minister Mady Delvaux-Stehres, last night met the Swiss Transport Minister, Moritz Leuenberger, to discuss the transport chapter of the new Swiss offer to negotiate an agreement with the European Union. Ms. Delvaux and Mr Kinnock will now examine the results of this initial exchange of views to determine whether the various elements of the Swiss offer can serve as a basis for future negotiations.

    [05] Breakthrough in talks on China's accession to the World Trade Organisation

    Sir Leon Brittan, Vice President of the European Commission, who is visiting China this week, today announced agreement on a set of principles governing the Chinese World Trade Organisation (WTO) accession negotiations. It is "a conceptual breakthrough which should reinvigorate the whole accession process", Sir Leon said. "I believe we can now enter the last lap of the negotiations for China's accession to the WTO", he added. The Vice President also underlined that "the policy of practical cooperation between the EU and China is on a new and firm footing by the signature of a comprehensive memorandum of understanding. In addition, the signing of agreements launching three specific projects amounts to a concrete embodiment of Europe's determination to play its part in assisting the modernization and reform process in China."

    [06] Afghanistan and Laos: Commission approves humanitarian aid worth ECU 2 million

    The European Commission has approved a package of humanitarian aid worth ECU 2 million for the people of Afghanistan and of Laos. In Afghanistan, the aid, managed by the European Community Humanitarian Office (ECHO), will enable the International Committee of the Red Cross to continue programmes over the next six months. In Laos, it will enable three French non- governmental organisations to carry out an emergency relief programme over the next six months.

    [07] Marcelino Oreja: "When defining audiovisual policy, it is important to distinguish between technological and market convergence on the one hand and convergence in relation to content on the other"

    In his speech at the annual Congress of MedienTage today in Munich, Marcelino Oreja, European Commissioner responsible i.a. for audiovisual policy, said: "Although the achievements of audiovisual policy to date have brought about obvious changes in the way the industry is structured and operates, which justifies continuing with and building on the measures taken, the challenges of the digital age highlight certain persistent shortcomings which needed to be tackled." Mr Oreja has decided to launch a new consultation and analysis process on our future audiovisual policy. A high-level seminar on digital broadcasting will be organised for Ministers next November under the aegis of the Luxembourg Presidency. The British Government will be holding a major European audiovisual conference in London in 1998 during the UK Presidency, with the support of the Commission. He is also setting up a high-level think tank to consider the issues in greater depth and come up with concrete recommendations.
