  • [01] Paraphe de l'accord UE-Etats-Unis sur les pr�curseurs de drogues

    Un accord sur les pr�curseurs de drogues entre l'Union europ�enne et les Etats-Unis d'Am�rique a �t� paraph� le 11 avril 1997 � Bruxelles. Il concerne les substances chimiques indispensables pour la fabrication des drogues. D�sormais, il sera possible pour les deux parties, conjointement responsables de la majorit� du commerce mondial des produits chimiques, de partager les informations sensibles dans ce domaine et de mettre en commun leurs ressources pour stopper le d�tournement des pr�curseurs chimiques utilis�s pour la fabrication illicite de stup�fiants et de substances psychotropes. Outre la supervision du commerce bilat�ral, l'accord pr�voit aussi une consultation mutuelle sur les envois � destination de r�gions sensibles dans d'autres parties du monde.

    [02] Hans van den Broek in Estonia: focus on enlargement preparations

    Commissioner Hans van den Broek will visit Estonia on 14-15 April 1997 to discuss Estonian preparations for membership of the European Union. He will explain the situation inside the Union and inform the Estonian government of areas in which increased efforts need to be made for the country to assume the obligations of membership. Subjects to be discussed include political and economic developments, regional co-operation and stability, as well as the reform process in Estonia. Mr van den Broek will have meetings with the President of Estonia, Mr Lennart Meri, the Prime Minister, Mr Mart Siiman, as well as a number of Members of Government and of Parliament. Since 1991 the EU has granted ECU 152 million to Estonia from Phare. The Phare programme for this year focuses on management of the eastern border and European integration including "third pillar" issues such as fighting organised crime. The railway between Tallinn and Narva will be improved to facilitate transport with support from the EU.

    [03] Le taux de ch�mage de l'UE s'est �tabli � 10,8% en f�vrier

    Le taux de ch�mage de l'Union europ�enne, corrig� des variations saisonni�res, s'est stabilis� � 10,8% en f�vrier, taux identique � ceux atteints durant les trois mois pr�c�dents. Ces chiffres sont publi�s aujourd'hui par Eurostat, l'Office statistique des Communaut�s europ�ennes � Luxembourg. En f�vrier de l'ann�e derni�re, il s'est �lev� � 10,9% et en f�vrier 1995 � 10,7%. Selon Eurostat, le ch�mage reste orient� � la baisse au Royaume-Uni (7,1%), en Irlande (11,6%) et aux Pays-Bas (6% en janvier), tout en augmentant en Su�de (10,9%) et au Portugal (7,3%). Il semble se stabiliser dans les autres Etats membres. Il est sup�rieur � la moyenne communautaire en Su�de (10,9%), en Irlande (11,6%), en Italie (12,2% en janvier), en France (12,5%), en Finlande (15%) et en Espagne (21,7%), l'Espagne gardant de loin le taux le plus �lev�. Les taux les plus bas ont �t� relev�s au Luxembourg (3,4%) et en Autriche (4,4%). Le taux de ch�mage aux Etats-Unis s'est �lev� � 5,3% en f�vrier et � 3,1% en janvier au Japon. Eurostat estime que 18,2 millions de personnes �taient au ch�mage dans l'UE au mois de f�vrier. Ce chiffre, corrig� des variations saisonni�res, a �t� �tabli en accord avec les crit�res du Bureau international du travail (BIT)

    [04] Yves-Thibault de Silguy sur le d�fi de l'�largissement et le r�le de la BERD

    A l'occasion de l'assembl�e annuelle de la Banque Europ�enne de Reconstruction et de D�veloppement � Londres, Yves-Thibault de Silguy, Commissaire europ�en charg� des Affaires �conomiques, financi�res et mon�taires a fait valoir trois messages: "L'�largissement est le prochain d�fi majeur pour l'Union europ�enne et pour la Banque." "L'�largissement ouvre de nouvelles perspectives � la coop�ration entre la Banque et la Communaut�." "Les activit�s de la BERD ne s'arr�tent pas aux fronti�res des pays associ�s � l'Union".

    [05] Ritt Bjerregaard: "Protecting the environment and strengthening Europe's industry possible through cooperation and shared responsibility"

During her visit to Finland, Environment Commissioner Ritt Bjerregaard gave the introductory speech to a seminar on "Development of EU Environmental Policies - New Possibilities for Industry". Mrs Bjerregaard described the evolvement of EU environmental policy, from the traditional command-and-control approach to the more flexible and integrated approach that includes voluntary measures and incentives. In particular the Commissioner highlighted new measures such as the integrated approach known from the IPPC directive, the eco- management and audit scheme (EMAS), the Eco-label scheme, and environmental agreements. The Commissioner said: "The challenge is to encourage industry to improve its environmental performance by itself and to develop a sense of shared responsibility. Respect for the environment must be seen not as a burden for industry, but as an opportunity to stimulate innovation and to reduce inefficiencies". "Environmental regulation of industry needs to move away from confrontation towards a new phase of co-operation and trust. This can be done in two ways: by adopting a more integrated, goal-setting approach, and by broadening the range of instruments available to include voluntary measures and financial incentives."
