  • [01] Commission report shows a link between employee financial participation and productivity

    The European Commission has recently adopted a report on the Promotion of Participation by Employed Persons in Profits and Enterprise Results, including equity participation (PEPPER II). The report shows that profit sharing schemes lead to higher productivity, whatever method, model specification and data are used. The schemes also have positive effects on wage flexibility, employment and employee involvement. The report also gives an overview of the ways in which Member States have promoted the participation of employees in profits and enterprise results since the first report came out in 1991 and following the adoption of Council Recommendation of 27 July 1992. The 1992 Recommendation invited the Member States to acknowledge the benefits of a wider use of schemes to increase the participation of employees in profits and enterprise results by means of profit-sharing, employee share-ownership or a combination of both.

    [02] ESB: la Commission interdit formellement la mise sur le march� de produits cosm�tiques � risque

    Dans le cadre de la gestion des probl�mes li�s � l'Enc�phalopathie Spongiforme Bovine (ESB) et � ses cons�quences possibles pour la sant� humaine, la Commission europ�enne a adopt� une directive visant � interdire la mise sur le march� des produits cosm�tiques contenant des tissus et ingr�dients d�rivant de l'enc�phale, de la moelle �pini�re et des yeux de bovins, ovins et caprins. L'interdiction formalise en termes juridiques une situation qui existe d�j� dans l'industrie cosm�tique. En effet, cette industrie applique depuis plusieurs ann�es les recommandations des agences gouvernementales et internationales en mati�re d'ESB de ne pas utiliser de tissus bovins ni d'extraits de tissus bovins provenant de l'enc�phale, de la moelle �pini�re et des yeux.

    [03] D�claration de Emma Bonino apr�s la mort de trois volontaires espagnols au Rwanda

    Emma Bonino, en s'exprimant au nom de la Commission europ�enne, s'est associ�e aujourd'hui au deuil des familles des trois volontaires espagnols - Manuel Madrazo Osuna, Flores Sirera Fortuny et Luis Valtuena Gallego - assassin�s � Ruhengeri (Nord-Ouest Rwanda) samedi 18 janvier. Les trois victimes travaillaient pour l'Organisation non gouvernementale Medicos del Mundo dans le cadre d'un projet financ� par ECHO, l'Office humanitaire de la Communaut� europ�enne. "J'appuie la d�cision, tout � fait in�luctable, des ONG et des organisations humanitaires internationales d'�vacuer la zone de Ruhengeri et Gisenyi", a d�clar� Emma Bonino. Elle a ajout�: "Dans la r�gion des Grands Lacs, l'action humanitaire est d�j� devenue tr�s difficile, voire impossible, au Burundi et dans le Za�re oriental, o� aucune assistance aux populations en d�tresse n'est aujourd'hui envisageable sans une protection ad�quate. Cette d�gradation soudaine de la s�curit� aussi � l'int�rieur du Rwanda suscite la pr�occupation la plus vive et exige de la part de la communaut� internationale une r�flexion rapide sur les mesures � prendre".

    [04] Tadjiskistan: Commission approves aid package worth ECU 2.46 million

    The European Commission has approved a package of humanitarian aid worth ECU 2.46 million for victims of conflict in Tadjikistan. The aid, managed by the European Community Humanitarian Office (ECHO), will enable the International Committee of the Red Cross (ICRC) and the German non- governmental organisation Agro Action to carry out a six-month programme. This should help about 250,000 people that might otherwise have been cut off through the winter.

    [05] Franz Fischler on CAP and enlargement to the East at the East-West Agricultural Forum

    In his speech of 18 January at the East-West Agricultural Forum, part of the International Green Week 1997 in Berlin, Agriculture Commissioner Franz Fischler stressed that an extension of the Common Agricultural Policy (CAP) in its current form to the countries of Central and Eastern Europe would lead to increasing surpluses in all the most important production sectors by the end of the next decade and require additional annual market support measures of ca. ECU 12 billion. Mr Fischler insisted, however, that the CAP and enlargement to the East had to be treated as separate problems in the sense that even without accession of the associated countries there would be surplus production in beef, cereals, wine, olive oil and milk. 1999 would prove a key year for the CAP with the beginning of the next World Trade Organisation Round and the fixing of the CAP's financial framework for the following five or six years. "We need decisions before then", Mr Fischler stated, "we need them for our farmers and for our accession negotiations with the countries of Central and Eastern Europe."

    [06] Demandes d'asile en Europe en baisse

    Entre janvier et juin 1996, le nombre de demandes d'asile dans les pays de l'Europe des 15, la Norv�ge et la Suisse s'est �lev� � 107.144 contre 121.651 au cours du semestre correspondant de 1995, soit un recul de quelque 12%. Ainsi, la tendance g�n�rale � la diminution, entam�e en 1993, s'est poursuivie. Les diminutions les plus notables concernent l'Italie (- 63%), la Su�de (- 43%), la France (- 32%) et le Royaume-Uni (- 25%). L'Allemagne demeure le pays qui re�oit le plus de demandes d'asile. Ces chiffres ont �t� publi�s par l'Office statistique des Communaut�s europ�ennes: Eurostat - demandeurs d'asile.
