BRUSSELS - The European Commission must implement measures by the end of the
year to correct serious mistakes made in the mad cow crisis, or face a censure
motion, the head of a European Parliament inquiry said on Thursday.

BRUSSELS - The European Commission adopted a European Union ban on the drug
avoparcin on Thursday after the two British Commissioners withdrew their
objections, a senior official said.

BRUSSELS - The European Commission said on Thursday it had opened an
in-depth probe into the $20 billion merger between British
Telecommunications Plc and MCI Communications Corp.

BRUSSELS - The European Commission has opened an investigation into the
Internet-related activities of phone companies in Britain, France, Germany
and Belgium, Commission sources said on Thursday.

BRUSSELS - Bulgarian President Petar Stoyanov was left in no doubt on Thursday
that Sofia must put its political house in order before there could be any
chance of EU-led assistance to pull it out of its dire economic crisis.

THE HAGUE - The European Union on Thursday officially designated 1997 the
European Year against Racism, saying racial discrimination, xenophobia and
anti-semitism posed a major challenge for Europe's societies.

BRUSSELS - Karl von Wogau, the newly re-elected head of the European
Parliament's economic and monetary affairs committee, expects to be working on
the EU single currency for the rest of this parliament's life.

ROME - Turkey is working on its human rights record but Europe should
acknowledge it also has a problem, Foreign Minister Tansu Ciller said on
Thursday.
[09] Chirac/Yeltsin meet on NATO
PARIS - French President Jacques Chirac will be the first Western leader to
gauge Russian President Boris Yeltsin's recovery from pneumonia, as well as
his views on relations with NATO, when he visits Moscow on Sunday.
[10] Clinton/Chirac discuss NATO
PARIS - U.S. President Bill Clinton called French President Jacques Chirac on
Thursday to discuss NATO's relations with Russia and a dispute over the
alliance's future command structure, the French leader's office said.
[11] NATO-Russia set new round of talks
BRUSSELS - NATO Secretary-General Javier Solana will meet Russian Foreign
Minister Yevgeny Primakov in Brussels on February 23 for a second round of
talks aimed at trying to clinch a deal over the alliance's planned
enlargement.
[12] Arafat to visit Netherlands
AMSTERDAM - Palestinian President Yasser Arafat will visit the Netherlands
on Monday and will hold talks with Prime Minister Wim Kok and Foreign
Minister Hans van Mierlo, a Dutch government spokesman said on Thursday.
