    BRUSSELS - The group of foreign ministers' representatives on the inter- governmental conference were to meet again on Tuesday to begin preparations for the special European Council in Dublin on October 5.

    KILLARNEY, Ireland - European Union Farm Ministers held intensive informal discussions to try head off a new crisis with Britain over its suspension of a cattle cull agreed under a plan to wipe out mad cow disease.
