[A] NEWS ITEMS[01] Denktash assess the current situation in the Cyprus problem referring mainly to the pastThe Turkish Cypriot leader, Mr. Rauf Denktash, in an article published in the Turkish Cypriot press today, claims that he is making an assessment of the latest developments in the Cyprus problem, but in fact he is referring to the past and repeats his old arguments about the Cyprus problem. According to ``KIBRIS'' (11.04.01), Rauf Denktash is explaining again what the Cyprus problem is.In more than half of his article, Mr. Denktash refers to the period prior to 1963 and claims that the first to propose partition was the late Greek Foreign Minister Averof. He adds that England too supported that the principle of self-determination had to be applied separately for each of the ``peoples'' of Cyprus. According to Mr. Denktash the establishment of the Republic of Cyprus had been the result of Turkey`s and the Turkish Cypriots` saying ``no'' to Enosis. The Turkish Cypriot leader claims that now the Turkish Cypriots have two alternatives: Either accepting ``to become a minority in the Greek Cypriot Republic and allow to the Greek Cypriots to come and settle in the North'' or resist. ``Our national decision is to resist and to protect our state'', he adds claiming that Cyprus` application to become a member of the EU aims at forcing the Turkish Cypriots to become a minority in a Greek Cypriot state. Mr. Denktash said that the EU member states ``are making a mistake'', by accepting Cyprus's application, and by accepting the existence of the Republic of Cyprus. Denktash says the following: ``... What do the Greek Cypriots want to gain with the accession? Clerides issued the following statement: `The EU accession means the return of the Greek Cypriot refugees back to their homes and the victory of Hellinism, as a result of the fact that the guarantees of Turkey will become ineffective and the three freedoms will be applied without restrictions. ...The statement of DYSI`s president Nikos Anastsiades is very clear . He says that EU accession means Enosis. We also think that. They are on the way to make Cyprus the second Greek state in the EU. ...Now they are taking resolutions from the European Parliament saying that the Turkish troops have to withdraw from Cyprus. Then (after the accession) they (the resolutions) will call on Turkey to withdraw form Cyprus which is a member of the EU. ... On 12 September when the UN Secretary - General referred to `the creation of a new partnership` and to `two equal sides`, telling them that they have the right to represent only themselves, the Greek Cypriot side said that this cannot be done.... [02] Forged 10 million TL bank notes in the occupied areas KIBRIS (11.4.01) under banner headlines ``Beware of the forged money'' reportsin its front page that 260 forged bank notes of 10 million TL were found in occupied Nicosia.It is reported that the forged money were brought to the occupied areas on 2, April from Turkey. The so-called police arrested two persons who had forged money in their possession and it is believed that this incident is related to an international network. [03] ``Pakistan Day'' at so-called Near East University BIRLIK newspaper (11.4.01) reports that about 200 Pakistani students of theso-called Near East University in the occupied areas of Cyprus will organize a Pakistan Day'' at 2 p.m today.The event will be attended by the Consul of Pakistan at the Pakistani Embassy in Ankara, Mr. Jauhar Sallem, and the Turkish Cypriot leader, Mr. Rauf Denktash, who will address the participants. [04] Turkish Cypriot Unions and NGO's condemn the Economic Situation in the occupied areasAccording to HALKIN SESI (11.4.01) some labour unions and non-governmental organizations [NGO's] held a news conference yesterday in order to summarize the current atmosphere in the community, announce some of their conclusions, and propose solutions. The news conference was held at the Turkish Cypriot Public Sector Workers Union building.Basin-Sen [Turkish Cypriot Journalists and Press Workers Union] Kemal Darbas, speaking on behalf of the unions and the NGO's, pointed out that the chain of devaluations started in February is still continuing, and added that the Turkish Cypriots/ assets have been halved. Noting that the livestock breeders, the tradesmen, and the artisans have been wiped out, Darbas said that the salaried persons are also in the same boat and the minimum wage, which stood at 200 British pounds at the end of January, is now worth merely 110 British pounds. He declared that there is a crisis in the country, and expressed the belief that the problems can be surmounted by eliminating their reasons. Darbas suggested proposals to solve these problems. Pointing out that the losses incurred as a result of the devaluation of the Turkish lira must be offset immediately, Darbas underlined the importance of reorganizing the funds and channelling them into production. Darbas also asked that the import of goods produced in the occupied areas be restricted, the problem of illegal workers be resolved and farmers be given assistance on their payments, the exchange rates that were valid before the devaluation be rendered effective, and all debts be indexed to the previous currency exchange rates. Further remarking that the new currency rates are obstructing the future of the students, Darbas demanded that the youths' future be assured. Calling on the National Unity Party-Communal Liberation Party coalition government to heed these proposals, Darbas said that otherwise it must resign. In conclusion, Darbas announced that today the group will submit a text incorporating their proposals to Rauf Denktash and to Dervis Eroglu. [05] Ancient tomb excavated at occupied Lapithos According to HALKIN SESI (11.4.01) an ancient tomb belonging to Bronze erawas found at the occupied village of Lapithos.An archaeologist of the so-called Antiquities and Museums Department, Rasime Omer, said that after excavations they found various archaeological artefacts like two pitchers, one bowl and others which are estimated to be 400D years old. [B] COMMENTS AND EDITORIALS[06] Turkish columnist sees Ismail Cem as Turkey`s next Prime MinisterAccording to Sabahattin Ozkibar of ``Turkiye'' (11.04.01), Turkey`s Foreign Minister Ismail Cem is every day coming closer to being the country's next Prime Minister. In his column ``The agenda of politics'' and under the title ``Rumours for Ismail Cem in the place of Ecevit'', Mr. Ozkibar refers to Mr. Ecevit`s health and the discussions about it in Ankara. Noting that he knows Mr. Ecevit for 13 years and that he follows him everyday, Mr. Ozkibar says that the Prime Minister is in good health. He adds, however, that the problem is that it is difficult to keep in step with the working tempo of a Prime Minister, not only for a man of Mr. Ecevit`s age but even for a man at the age of 40. This is why the Prime Minister cannot travel very often abroad, he continues.``Turkiye`s'' columnist supports that according to a formula worked out in Ankara, it would be better for Mr. Ecevit to withdraw from the post of the Prime Minister, but to remain in the leadership of the Democratic Left Party (DLP). In this way the image of Mr. Ecevit can be saved. Then Mr. Ozkibar says, among other things, the following: ``Let us come to who the Prime Minister will be after Ecevit. Some people think that Kemal Dervish will be the next Prime Minister, but the indisputable name is Ismail Cem. Kemal Dervish will be the captain of the economy in Ismail Cem`s government. Very well, what will America and the Western world, which is known to support Dervish, say about this? The answer to this question was given two weeks ago in Washington. Ismail Cem was treated with a protocol which is not applied even for the English and German Foreign Ministers. The United States have openly made clear their preference. ...Very well, for the internal public opinion who is the best? Again Ismail Cem. Without discussion, Ismail Cem. In DLP he cannot be compared not only to Dervish but to noone else. He is not only successful in the Ministry of Foreign Affairs, but he is the person who knows Turkey, with all her dimensions, better than anyone else in DLP. His honesty and free personality are an additional chance for Turkey`s accession to the EU and becoming integrated to the world. ... As it is known Cem has been elected in Kayseri which is a typical nationalist - conservative city. Some will find it interesting, but contrary to Ismail Cem`s image, he is a man of the people and with this characteristic he gained the approval of the people of Kayseri. ...Another advantage of Mr. Ismail is the fact that he is known in all the world. Mr. Cem is one of our Ministers who stayed in the Foreign Ministry for the longest period. ...Another plus for him is that he represented the country very well during this long period. ... Yesterday's visit of TUSIAD (Turkish Chamber of Commerce and Industry) to Ismail Cem is sending a message. It is even a demand. The conclusion: Ismail Cem is every day coming a little bit closer to the Prime Ministry. With Cem, the Turkish left will obtain the European left's identity. Furthermore, the door for the unification of the left will be opened. ..I have asked for the results of four different opinion polls conducted regarding the new leaders. In all of these polls Ismail Cem is among the first three leaders...''
