[A] NEWS ITEMS[01] Denktash: Mistake to negotiate before equality securedAnatolia Agency (19:44 hours, 21.9.99) report that Turkish Cypriot leader Rauf Denktash said on Tuesday that sitting at the negotiation table before providing equality would be a mistake.Speaking to journalists Denktash said that several views which say ``the defense should be made at negotiation table'', made people uneasy. Denktash said that peace can not be gained by sacrificing sovereignty, adding that ``the compromise which is reached by sacrificing sovereignty will bring a calamity, not peace''. [02] Contacts of ``parliamentary delegation'' in StrasbourgKIBRIS (23.9.99) reports that the so-called parliamentary delegation, which is in Strasbourg for the Council of Europe Parliamentary Assembly meetings, had separate meetings yesterday with the Assembly President Lord Russel and the General Secretary of the Council, Watler Schwimmer.The ``delegation'' also met with the General Rapporteur of the Culture and Civilization Committee of the Council of Europe Parliamentary Assembly, Mrs. Stepova. They informed her in detail about the condition of the ancient tombs and sites in the occupied area of Cyprus. So-called deputy assembly speaker, Salih Cosar, claimed that they to their best to protect the ancient monuments. Mrs. Stepova said that she will come to Cyprus and conduct research related to the ancient monuments both in the free and in the occupied areas of Cyprus in order to help with the protection, preservation and restoration of the monuments. The ``delegation'' has also met with the Cyprus Rapporteur of the Political Affairs Committee Andras Barsony. During the meeting, the latest developments in the Cyprus problem were discussed as well as the representation of the Turkish Cypriots at the Council of Europe Parliamentary Assembly. Barsony said that they are waiting for the result of the developments on Cyprus before completing the report related to Cyprus and they are planning to submit this report to the General Assembly of the Council of Europe Parliamentary Assembly in January of 2000. Barsony added that he feels the necessity of coming to Cyprus for contacts with the interested parties before completing this report. The members of the ``delegation'' said to Barsony that in order to achieve progress in the Cyprus problem, the ``embargo'' against the pseudostate must be lifted and the Turkish Cypriots must have equal opportunities to the world. It is also reported that the ``delegation'' has asked from Lord Russel that a room at the premises of the Council of Europe Parliamentary Assembly be provided for the Turkish Cypriot ``delegations''. Lord Russel said that he will try and find a solution to this issue. (DP) [03] Cem on Cyprus; praises FM PapandreouTurkish Foreign Minister Ismail Cem in an exclusive statement to MILLIYET�s (23.9.99) correspondent in New York Yasemin Congar, said that ``both Ankara and Athens have to trust each other''.When asked to comment on people�s suspicions over the Greek side�s intentions and asked who are those people who are searching for ulterior motives Cem said: ``My approach is more practical. Until now our dialogue with Greece has helped reduce tension on our western side. It has helped us to be better understood at the international level. We are maintaining this process with goodwill. What if they really do have bad intentions? Bad intentions sooner or later become apparent. But I do not want to look for bad intentions. I have respect for Esteemed Mr. Papandreou. He too, in an interview given to you, has said the same thing about me. I do give importance to moral values. Just as I act morally, my counterpart too is acting in the same way. I hope that this will continue.'' When asked whether he favours direct dialogue, if flexibility is secured in the G-8 criteria, Cem answered: ``At this stage the indirect talks are the realistic thing. On this issue I do trust the UN Secretary General. I haven�t lose my faith that Mr. Kofi Annan with his enormous experience and realism will find a way out. I hope that steps could be taken on the island on the basis of indirect talks. But, we can in no way consider Cyprus as a precondition for EU membership.''
