[01] Ecevit: General, local elections can be held in November

According to the TRT Television network (15:00 hours, 13.7.98) Deputy Prime Minister Bulent Ecevit, addressing the Parliament, said that the uncertainty regarding the election date and the future of the government should be eliminated as soon as possible. He said that parliamentary and local elections can be held in November in a bid to put an end to all the negative developments.

Noting that his preference is for the 55th government to complete its constitutional term, Ecevit added that, however, the difficulties being experienced in the Assembly and the agreement reached between Prime Minister Mesut Yilmaz and CHP (Republican Peoples Party) leader Deniz Baykal constitute an obstacle. Stressing that this atmosphere of uncertainty disturbs him, Ecevit added that, if necessary, parliamentary and local elections may be held in November.

I believe, he pointed out, that the uncertainty regarding the election date and the future of the government should be eliminated as soon as possible. Meanwhile, I hope that Mr. Yilmaz and Mr. Baykal will once again review the low-profile government model that will waste at least six months. I also wish that the next few months, which are most crucial from the viewpoint of implementing policies, not be wasted, he concluded.

Anatolia Agency reports that FP (Virtue Party) leader Recai Kutan has welcome Mr. Ecevits proposal.

[02] Turkey is a paradise for money laundering

Turkish daily HURRIYET reports that according to the police ``Report on Money Laundering'', Turkey is a paradise for money laundering in the fullest sense of the word. The money launderers, who use unimaginable methods, have unique opportunities before them. The banking ``secrecy'' and the principle of not disclosing information about the customers are making the launderers work even easier.

The ``Report on Money Laundering'' was prepared by the Department for Combating Smuggling and Organized Crime at the General Directorate of Security.

Noting that most of the black money is obtained from drug trafficking, the report says that between 1983-87 the method of fictitious exports was used in Turkey to launder money.

Noting that unparalleled opportunities exist for the money launderers, the report stresses that difficulties are being encountered in conducting investigations because of the banking secrecy and the refusal of the banks in Turkey to disclose information about their clients. The work of the inspectors are further hampered by the fact that the lawyers, notaries, and doctors too have to keep secrets.

The report goes on to describe the history of money laundering and lists the most used methods for money laundering.

[03] Turkish Television on F-16 training in Israel

Regarding press reports, according to which Turkish military planes participated in an exercise in Israel against S-300, the BRTK Television (16:30 hours, 14.7.98) reports the following:

``With the Greek Cypriot side insisting on the issue of the S-300s, it has been announced that the Turkish F-16 planes have successfully completed the necessary arming and training for detecting and destroying the S-300 missiles.

Turkish ATV television reported, citing Israeli military officials, that the Turkish F-16s have successfully completed the necessary training and exercises in the Israeli airspace for the detection and destruction of the surface-to-air missiles.

In the meantime, the necessary counter-tactical arms against the S-300 missiles have been fitted on the planes. According to Israeli military sources, Israeli F-15 military planes will soon start training in the Turkish airspace.

Israeli Air Force Commander Eytan Ben-Eliyahu said in an exclusive interview on ATV that he finds it difficult to understand why the Greek Cypriot sector felt the need for the S-300 missiles. The Israeli Air Force Commander said: `We do not favour any military initiative that would change the balances in the region. Stressing that they favour the preservation of the existing balance of forces in the region, the Israeli commander said that if need be they can take action to preserve that balance.
