TUESDAY 31 AUGUST 1999 [01] HEADLINES-- DIKO REAFFIRMED THAT THERE IS A CHANGE OF COURSE STRESSING THE NEED FOR DISCUSSION-- THE LYSSARIDES-CASOULIDES CONFRONTATION OVER EFSTATHIOU'S POSSIBLE APPOINTMENT CONTINUED --POLICE CONTINUED ITS OPROBE INTO THE TEKKE ATTEMPTED ARSON AS TURKEY CONDEMNED THE ACT --THE QUESTION OF PRESSURE ON ECEVIT DURING HIS WASHINGTON VISIT WAS RAISED BY THE NEW YORK TIMES --PALESTINIAN KLEADER ARAFAT ARRIVED IN ALEXANDRIA FOR TALKS WITH MUBARAK --AND...THREE UN STAFFERS WERE REPORTED KILLED IN AN EAST TIMOR TOWN SIEGE BY MILITIAMEN OPPOSED TO INDEPENDENCE [02] DIKODIKO has established a fundamental change of course by the Clerides Government on Cyprus, which must be discussed by all the political forces which want to return the national issue to its correct course.The matter was discussed yesterday in a marathon session of the party's executive bureau. DIKO Press Spokesman Andreas Constandinou said the party's general conclusion is that there is a move by President Clerides closer to the George Vasiliou philosophy on the Cyprus issue. [03] LYSSARIDESEDEK Chairman Vassos Lyssarides used hard language to reply to foreign minister Casoulides, who said that he and EDEK, did not allow ewfstathios efstathiou to become a minister.The chairman of EDEK told a news conference, yesterday, that Efstathiou would not have accepted any such appointment and described the Casoulides statement as unfounded. He added that Casoulides unjustifiably insulted both Efstathiou as well as the party chairman, himself, adding that since EDEK belongs to the opposition it is natural that it would rejected ministerial appointments. [04] CASOULIDESIn a new statement, foreign minister Ioannis Casoulides denies that a proposal was made to Efstathios Efstathiou to join the government.Casoulides pointed out that in no part of his statement last Wednesday on Troodos, as well as later at Larnaca Airport, had he said that a proposal was made to Efstathiou. [05] POLICE -TekkePolice have important evidence related to the attempted arson at the Hala Sultan tekke in Larnaca, and believes this will soon lead to arrests.Yesterday police continued questioning a number of persons, both Greek Cypriots and others, but found nothing against them. [06] TURKEY -TEKKEThe Turkish foreign minister in a statement, condemned the attempted torching opf the Hala Sultaan Tekke in Larnaca.It added that the so called authorities of the Denktash pseudo-state have taken the necessary steps with the United Nations. [07] ECEVITThe New York Times report's on pressures that will be exerted by the United States on Turkish prime Minister Bulent Ecevit during his visit to Washington.According to a report by the Turkish Cypriot Newspaper Kipris from new York, President Bill Clinton will ask Ecevit for an agreement on Cyprus. Meanwhile Turkish foreign minister Ismail Cemn stated that Ecevit will not accept any instructions from Washington. The Turkish prime minister will be in the United States on September 28 and the agenda for his talks includes Greco-Turkish relations as well as the issue of human rights in Turkey. [08] TURKEY SHOCKSThree aftershocks were felt in North Western Turkey last night, measuring between 3.1, and 3 on the Richter scale.The Constantinople Seismological centre announced that between August 17 and today, more than one thousand aftershocks were registered, with some of them sufficiently strong to cause the collapse of teetering buildings. These aftershocks increase the concern of area residents of the stricken areas and thousands of people prefer to spend the nights out of doors. [09] ARAFATPalestinian President Yasser Arafat flew to Alexandria today to consult President Hosni Mubarak of Egypt on negotiations with Israel and this week's regional tour by U.S. Secretary of State Madeleine Albright.Officials said he arrived from Morocco, where Albright will make her first stop on Wednesday. In Rabat, Arafat had discussed Middle East peace efforts with the new king, Mohammed VI. Israel and the Palestinians have been trying to resolve differences blocking an agreement on how to proceed with the stalled Wye River land-for-security accord. Officials on both sides have spoken of clinching a deal in time for Albright to witness a signing ceremony between Arafat and Israeli Prime Minister Ehud Barak when she visits Mubarak in Alexandria on Thursday. But agreement has proved elusive. [10] TIMOR- Three U.N. staff were reported killed today in an East Timor town under siege by militiamen opposed to independence for the territory.U.N. staff told Australian Broadcasting Corporation radio that more than 150 U.N. staff were under siege in the town of Gleno after 40 militiamen sealed the town with roadblocks. A U.N. spokesman in Dili said he had no information on the reports of deaths. He gave no details on how the three U.N. staff were killed, but said: "It's a fluid situation. The situation has stabilised by degrees, but continues to unfold." Dozens of black-shirted members of the pro-Indonesian Aitarak (Thorn) militia were on the streets of the capital Dili, and a handful were at the airport checking some East Timorese identities. A senior militia leader said they were there to prevent leaders of both sides from leaving. [11] DENNIS- Hurricane Dennis edged away from the mid-Atlantic coast of the United States today but could still make a new charge at the mainland, weather experts said.The National Hurricane Centre in Miami said that at 0600 GMT the hurricane, generating winds of 136 km/h, was about east of Cape Hatteras, North Carolina, and slowly moving north-northeast. Storm and gale warnings remained in effect this morning for coastal areas from Cape Lookout, N.C., to Cape Henlopen in Delaware. [12] MP LeaLea Georgiadou was today proclaimed MP for Kyrenia by the Nicosia District Officer.Mrs georgiadou takes over the seat vacated by DISY MP Socrates Hasikos after his appointment as Minister of defence. In her statement she declared she will struggle for the return to Kyrenia, and justification of the struggle of the people of Cyprus. Meanwhile Costas Constandinou was declared an MP for Paphos. taking over the seat vacated by Averof Neophitou who was appointed minister of communications and works. Zacharias koulias will also be taking over the House seat for Faamagusta, vacated by Alexis Galanos The new MP's will be sworn before the House at its first meeting which will be scheduled by a meeting of party leaders on September 2. [13] HASIKOSDefence Minister Socrates Hasikos said that checks have been completed within the National Guard, in respect of hand grenade thefts from guard post stores and a camp in Nicosia District, and it was established that no more hand grenades are missing.He added that after the thefts were discovered security was tightened in ammunition stores and a systematic and detailed check and counts are now in force. National Guard Chief, General Demetris Demou said that if measures in force were different, then the thefts would not have been discovered. He added that the Guard had immediately informed the police so that appropriate steps were taken. [14] WEATHERThe weather will be clear this afternoon with some local cloud.Winds will be Westerly to South Westerly moderate and the sea will be slight. Clear conditions will continue this evening with North Westerly light winds and a slight sea. Temperatures will drop to 21 C inland and on the West coast, to 23 C on the South coast and 15 C over the higher mountains. The fire hazard remains extremely high in all forest areas.
