Decisions by the Council of MinistersThe Council of Ministers approved, on 5 February during its meeting under the chairmanship of the President of the Republic, two decrees lifting the arms embargo against Yugoslavia and Liberia. The decree, which concerns the arms embargo against Yugoslavia, complies fully with the Republic's obligations emanating from the United Nations Security Council resolution 1367(2001), regarding the lifting of sanctions on the transport by Cyprus-flagged ships of weapons and military equipment to Yugoslavia. The second decree approved concerns the lifting of sanctions against the transport of arms and military equipment to Liberia and it is in line with UN Security Council resolution 1343 (2001). Moreover, the Ministerial Council, fully conforming to the UN Security Council Resolutions 1388 (2002) and 1390 (2002) approved the lifting of prohibitory measures against the Afghan Airlines Ariana and changing the sanctions against Afghanistan. On 14 January 2002, the Security Council referring to resolutions 1267(1999) and 1333 (2000) and noting that Ariana Afghan Airlines is no longer owned, leased or operated by or on behalf of the Taliban, nor are its funds and other financial resources owned or controlled, directly or indirectly, by the Taliban, decided to adopt resolution 1388 which lifts all measures against Ariana. With the resolution 1390 (2002) the sanctions imposed on Afghanistan are amended but sanctions against Osaka Bin Laden, members of the Al-Qaida organisation and the Taliban and other individuals, groups, undertakings and entities associated with them will continue to exist. New Cyprus High Commissioner to KenyaThe new Cyprus High Commissioner to Kenya Mr Constantinos Eliades presented his credentials to the President of Kenya Mr Daniel T. Arap Moi, during a formal ceremony on 5 February 2002. Receiving the credentials of Mr Eliades, President Moi referred to the excellent relations between the two countries and made special reference to the friendship between ex Presidents Yiomo Kenyata and Archbishop Makarios. President Moi said there was scope for further improvement of bilateral relations especially in the trade sector. He also expressed his country's support for Cyprus's struggle to find a solution to its political problem.
