  • [01] President: EU Court addresses Cyprus on basis of principles

The President and members of the EU Court ``address Cyprus on the basis of principles, that is respect of human rights, respect of the territorial integrity of the states and respect of the Treaty of the EU,`` President of the Republic of Cyprus Demetris Christofias said on Thursday.

The President noted that Cyprus wants support in talks for the implementation of Protocol 10, which is part of the Republics accession treaty to the EU and stipulates that the entire island of Cyprus including the northern Turkish occupied areas have joined the EU but implementation of the acquis communautaire has been suspended due to the continuing Turkish occupation and the fact that the legal government of Cyprus is prevented from exercising its jurisdiction on these areas.

Speaking on the sidelines of his first visit to the EU Court in Luxembourg, President Christofias said that in view of Cyprus` EU presidency during the second half of 2012 ``we want to strengthen our ties with the various EU institutions and one important institution is the EU Court.``

``This Court is the guardian of depositary of principles on which the EU is based and functions. I am happy to say that the President and members of the EU Court address Cyprus on the basis of these principles, that is respect of human rights, respect of the territorial integrity of the states and respect of the Treaty of the EU,`` he said.

He added that ``we address this Court for its principles`` and that ``we want to support our efforts and talks for the implementation of Protocol 10, instead of the creation of conditions for primary legislation, as the Turkish Cypriot side says.``

``I believe that the Court is not in favour of permanent derogations from the acquis communautaire and certainly supports the application of Protocol 10 for the implementation of the acquis`` in the areas of Cyprus under Turkish occupation, he said.

President Christofias noted that ``we also support the connection of this Court with the European Court of Human Rights.``

[02] Pissarides: Care of foreign investment

If Cyprus loses foreign investments, it will need help to the same degree as Greece, Cypriot Nobel Prize winning economist Christopher Pissarides said on Thursday, noting that reforms and urgent measures were necessary in the financial sector.

Speaking at an event at the Pancyprian Gymnasium in Nicosia, in the framework of celebrations for the 200 years of the school, Pissarides, a graduate of the school, referred to the difficulties Greece and Cyprus, and other European countries, are facing.

Pissarides said that in Cyprus the national debt was not such as to require assistance similar to that given to Greece, however reforms were necessary, especially in the public sector, the labour market and services provided to foreign companies.

He noted that Cyprus has managed to attract foreign companies that bring in more foreign currency than tourism, however they may be lost due to competition with other European countries, such as Malta. ``If we loose foreign investment, we will also need help to the degree Greece is, with the same consequences,`` Pissarides warned. In order to avert such an eventuality, Pissarides said it was necessary to take urgent measures.

[03] Integration of immigrants a priority for Cyprus

Minister of the Interior Neoclis Sylikiotis said Thursday that the integration of immigrants in their host societies constitutes one of the key priorities of the Cypriot presidency of the EU Council of Ministers, which begins in July.

``The importance that Cyprus and the EU as a whole attach to integrating immigrants into their host societies is reflected in the Cypriot EU Presidency, since this is one of our main priorities,`` Sylikiotis said addressing a meeting of the Mediterranean Network for Migration, here today. In this context, he continued, an EU Ministerial Conference will take place in Nicosia to discuss the integration of immigrants.

The Interior Minister said that the main objective is ``to have a policy framework that would incorporate measurable, and qualitative evaluation criteria in the field of employment, education, social inclusion and active citizenship.``

The Minister said that Cyprus, due to its geopolitical position and especially after its accession to the EU, in May 2004, is faced with mass migratory pressures.

    [04] Eurostat: Unemployment marginal growth

Unemployment in Cyprus increased marginally to 9,6% of the active population, in January, compared with 9.5 in December 2011, according to figures released by Eurostat, which also show a historic high in the Euro area unemployment which reached 10.7%.

The EU-wide unemployment rose marginally to 10.1% compared with 10% in December.

January unemployment in men reached 8.5%, up by 0.5% compared with December, whereas unemployment in women climbed to 9.9% compared with 9.6%.

According to Eurostat figures for December 2012, unemployment in youth (below 25 years) stood at 27%.
