[01] CYPRUS - SEYCHELLES - MEMORANDUMThe Ministries of Foreign Affairs of the Republic of Cyprus and the Republic of Seychelles have signed a Memorandum of Political Consultation, to further upgrade bilateral consultations on various fields.An official press release issued here today notes that the Memorandum, signed last week, is expected to further intensify and enhance bilateral cooperation between the Foreign Ministries of the two countries, provide for regular consultations to discuss bilateral, regional and international issues on a ministerial level as well as on senior officials level. The Memorandum was signed by Cyprus` High Commissioner to the Seychelles Vasos Chamberlen and Ambassador Barry Faure, General Secretary of the Foreign Ministry of the Seychelles. [02] SPOKESMAN - INTENSIFIED TALKSGovernment Spokesman Stephanos Stephanou has expressed the expectation and hope that the Turkish Cypriot side will submit constructive positions during intensified talks on the Cyprus problem in January 2010, to pave the way for a political settlement. In statements to London Greek Radio (LGR), Stephanou said that negotiations themselves cannot bring about a settlement by themselves, despite the fact that they are needed to reach a solution.He said the prerequisite to reach a settlement is to submit at the negotiating table constructive positions which are based on the agreed basis for a settlement, which is a bizonal bicommunal federation with political equality as defined in relevant UN resolutions. The Spokesman stressed that the goal is a state with a single sovereignty, a single citizenship, one international personality, noting that without constructive positions, there will be no solution. Asked about the possible impact on the talks of the result of next Aprils illegal elections in Cyprus northern Turkish occupied areas, Stephanou said the elections concern Turkish Cypriots, adding however that inevitably such procedures, either illegal or legal, affect at one level or another. ``We have indicated to the other side that the submission of constructive positions which will serve the agreed basis of a settlement is a prerequisite, if the will and the desire for a settlement really exists, he pointed out.
