[01] EUROPEAN COURT TURKEY VIOLATIONS CYPRUSThe Fourth Section of the European Court of Human Rights has issued its decisions on 18 cases Greek Cypriots brought against Turkey, condemning Ankara of human rights violation due to the continuing occupation of Cyprus northern part, which deprives them of their home and properties.All the cases rely in particular on Article 1 of Protocol No. 1 (protection of property) and most also on Article 8 (right to respect for private and family life). In four of the cases (Andreou Papi, Christodoulidou, Strati and Vrahimi) the applicants further complained that they were subjected to ill-treatment during an anti-Turkish demonstration on 19 July 1989 in the Ayios Kassianos area in Nicosia, in breach in particular of Articles 3 (prohibition of inhuman or degrading treatment), 11 (freedom of assembly and association) and 14 (prohibition of discrimination). The Court decided that it is not disputed that the applicants, who were arrested and remanded in custody by the so-called Nicosia district court in the Turkish occupied areas, were deprived of their liberty or that there was an ill-treatment by the so-called Turkish Cypriot authorities. Lawyer Achilleas Demetriades, who represented 7 of the 18 cases relating to property, said that the Court judgment will become final in three months, unless one of the parties involved submits an appeal to the Grand Chamber. He expects that Turkey, as in previous cases, will apply close to the end of the three-month period in a bid to delay the whole procedure. He anticipates also that the Court will reject the application, so the applicants and Turkey will present their observations on the compensation to be claimed. Most of the applications against Turkey were submitted before the ECHR in 1990. Cyprus has been divided since 1974, when Turkey invaded and occupied 37% of its territory. Ankara does not recognise the Republic of Cyprus. [02] PRESIDENT - NEW YORK - CYPRUS QUESTIONPresident Demetris Christofias, in New York to attend the UN General Assembly, has expressed hope that Turkey will shift its policy on Cyprus to help find a political settlement.``We are obliged, yet again at a UN General Assembly, to present our case once again, the problem unfortunately has not been solved,`` President Christofias said in statements to the press. He said he would note the relative progress achieved so far at the current UN-led peace talks, but he would also point out clearly that this progress does not provide the potential to be especially optimistic for a solution soon. [03] LARNACA PORT PROJECTCommunications and Works Minister Nicos Nicolaides has said that the Larnaca port project will begin soon. Speaking at the House Communications Committee, the Minister said that the total expenditure will reach one billion euro and the project will include expanding the port, creating a marina that will have the capacity for one thousand boats, constructing hotels and luxury homes as well as other infrastructure projects.He also told members of the House Committee that the ministry will begin final negotiations with the consortium which has been selected by the government and the aim of the negotiations is to finalise the funding and deadlines to complete the project. According to the Minister, all port development is expected to be completed in three years and all land infrastructure in six years. Larnaca port will be able to accept large modern third generation cruise ships once the project is completed. [04] PRESIDENT - UN SUMMIT - CLIMATE CHANGEClimate change will be the focus of the UN Summit taking place in New York, with the participation of more than 100 UN member-states leaders, including Cyprus President Demetris Christofias.United Nations Secretary-General Ban Ki-moon has convened the Summit on Climate Change to focus Heads of State and Government on the need for urgent action, and to mobilize the highest-level political will needed to reach a fair, effective, and scientifically ambitious global climate deal at the United Nations Climate Change Conference in Copenhagen this December.
