    Small states such as Cyprus can seek justice and protection against the use of force only through the pre-eminence of international law, Cyprus President Tassos Papadopoulos has stressed, adding that government efforts to end the Turkish military occupation are driven by the need to restore justice.

    We need to secure a permanent, viable and functional solution in the framework of bi-zonal, bi-communal federation, which conforms to the values and principles underpinning the European Union, of which Cyprus has been a member since 2004, the President said, as he addressed an audience of distinguished academics at the New York University on the inauguration of the Cyprus Global Distinguished Professorship on History and Theory of Justice.

    Professor of Classics, Dean of the College of Arts and Science at New York University Matthew Santirocco said he was pleased that this academic establishment had strengthened its links with Cyprus, noting that the case of Cyprus had often raised questions of justice in the academia.

    He also said that the University established a professorship in Cypriot studies, having in mind the ancient philosopher of Cyprus Zenon of Citium, founder of the Stoic School of thought of the Hellenistic period, whose teachings have survived remarkably well into modern thought.

    President Papadopoulos welcomed warmly Dr Richard Sorabji, who is assuming this professorship, noting his voluminous and significant contribution which links Aristotelian philosophy with modern thought.

    The President also referred to Dr Phillip Mitsis, whom he credited for the birth of the idea for the establishment of this professorship and to Dr John Brademas, who contributed to forging strong links between the NYU and Cyprus.

    Papadopoulos said that Cyprus is cultivating links with US universities in various fields, such as public health, energy, the environment and education, in a bid to help meet European Union guidelines to spend by 2010 3 per cent of its Gross National Product to research and innovation.

    The establishment of the Cyprus Global Distinguished Professorship on History and Theory of Justice is an important development for Cyprus, as well as one having strong symbolic connotations. It reflects both our heritage and our contemporary quest, the President stressed.

    In his address, he talked about the illegal Turkish occupation of Cyprus northern part and stressed that efforts to end this military occupation are driven by the need to restore justice in conformity with the principles of international law and safeguarding the human rights and prosperity of all Cypriots.

    [02] US - GREECE - CYRPUS QUESTION

    US Undersecretary for Political Affairs Nicolas Burns has stated that now is the time to get the international process on Cyprus rolling again and get some momentum behind this process, adding that the US is really dedicated to that. Burns was speaking after a meeting with Greeces Foreign Minister Dora Bakoyianni on the sidelines of the UN General Assembly in New York. The US official is scheduled to meet, Wednesday evening, Cyprus President Tassos Papadopoulos, who is also in New York.

    The Cyprus problem was one of the issues discussed between Bakoyianni and Burns, former US ambassador to Athens, who plans to visit Cyprus.

    I am looking forward to my meeting with President Papadopoulos on Wednesday evening and Ive listened very careful to the advice of the Minister (Bakoyianni) - I always do on this issue. The United States hopes that there can be progress and the United Nations should re-initiate the process for peace in Cyprus as well, said Burns.

    Asked if the US was willing to do something to push forward a UN-brokered agreement on Cyprus, Burns said that was a positive development and we think that there should be progress on that agreement and if we can be helpful, we certainly will and we also hope that the Secretary-General of the United Nations will restart the momentum towards a UN inspired process for peace in Cyprus. I am looking forward to meeting President Papadopoulos and I am looking forward to visiting Cyprus so that the United States can put its weight behind a solution, he added.

    [03] EU COMMISSION - CYPRUS REPORT

    The Green Line Regulation continues to provide a stable legal framework for the free movement of Cypriots and other EU citizens who daily cross the Line at the crossing points, but the still high number of persons crossing the Green Line illegally gives reason for concern. This is stated in the annual Report of the European Commission on the Green Line Regulation which covers the period between 1 May 2006 30 April 2007.

    The Commission is of the opinion that the surveillance conducted by the Republic of Cyprus pursuant to Art 3 of the Green Line Regulation needs to be strengthened substantially. The Republic of Cyprus is reluctant to meet its surveillance obligation in full as any measure which possibly could lead to the Green Line taking on the appearance of an external border is politically unacceptable, the Report said.

    The European Commission recommended that the authorities of the Republic of Cyprus take concrete steps without delay in order to comply with their obligation under the Green Line Regulation, also with a view to the future participation of Cyprus in the Schengen area. As regards goods crossing the Green Line, the Report said that in comparison to the previous reporting period, reported figures show a large increase in total value.
