    [01] EU - Cyprus reference

    Helsinki, Dec 10 (CNA) -- The European Union agreed today to upgrade Turkey to a candidate country, giving assurances to Greece over Cyprus and the Aegean and adopting British positions that a solution to the Cyprus problem is not a precondition for the island's accession.

    According to diplomatic sources, the reference on Cyprus to be included in the final document of the European Council to be released tomorrow says that "the European Council welcomes the launch of the talks aiming at a comprehensive settlement of the Cyprus problem on 3 December in New York and expresses its strong support for the UN Secretary-General's efforts to bring the process to a successful conclusion".

    It says "the European Council underlines that a political settlement will facilitate the accession of Cyprus to the EU", adding that "if no settlement has been reached by the completion of accession negotiations, the Council's decisions on accession will be made without the above being a precondition. In this, the Council will take account of all relevant factors", it says.

    The EU adopted the position of British Foreign Secretary Robin Cook that a solution to the Cyprus problem is not a precondition for the island's accession, although it would be an advantage.

    Sources said that the other two conditions, namely the peaceful resolution of Greco-Turkish differences and Turkey's partnership relation based on the Copenhagen and other EU criteria, set by Greece were met, thus leading to the country lifting its veto on Turkey's bid.

    Diplomatic sources also said that Greece is satisfied, but added that it remains to be seen how Turkey will accept the decisions.

    [02] Kyprianou - Euro-Mediterranean left-wing parties

    Nicosia, Dec 10 (CNA) -- Cyprus Acting President Spyros Kyprianou expressed here today the opinion that the UN Secretariat is "going slowly and gradually" to adopt the position of the "acknowledgment" of two entities in Cyprus.

    The President of the House of Representatives, who was speaking during a meeting he had with delegates at the second Euro-Mediterranean Meeting of Left-Wing Parties, which opened today in the coastal town of Limassol, also expressed the belief that "we can find an agreement with the Turkish Cypriots" if they are allowed to elect the representatives they want.

    [03] Clerides - EN envoy

    New York, Dec 10 (CNA) -- Proximity talks on the Cyprus problem continued today in New York with a one-and-a-half-hour meeting between President Glafcos Clerides and the UN chief's Special Adviser for Cyprus Alvaro de Soto.

    Asked after the meeting if the talks will continue tomorrow, President Clerides said: "Tomorrow we will continue here at 9:30 (local time) the work we are doing".

    [04] AEROFLOT - "Day of a Smile"

    Larnaca, Dec 10 (CNA) -- Russian Aeroflot airlines have proclaimed December 10 as "Day of a Smile", in an effort to improve the passengers' image of the company's crew.

    Cyprus Communications and Works Minister, Averof Neophytou, told a press conference today at Larnaca airport, that Aeroflot chose Cyprus among 120 destinations to launch the campaign.

    [05] Cyprus - Jordan - Estonia - Agreements

    Nicosia, Dec, 10 (CNA) -- Cyprus and Jordan have signed an agreement on road transport. A similar agreement will be signed between Cyprus and Estonia on Monday.

    The agreement between Cyprus and Jordan was signed by Cyprus' Ministry of Communications and Works Permanent Undersecretary Vassos Pyrgos and his Jordan counterpart Issa Ayyoub.

    [06] Euro-Mediterranean Meeting - Opens

    Limassol, Dec 10 (CNA) -- The 2nd Euro-Mediterranean Meeting, chaired by AKEL opened here today with the participation of 46 left-wing parties from 27 countries.

    During their three day meeting delegates will discuss the Cyprus problem, the crisis in Yugoslavia, security and defence in the Mediterranean, Europe, the Balkans and the Middle East along with the role of the UN, NATO and the OSCE in the modern world.

    [07] Greek Premier - EU leaders - Cyprus

    Helsinki, Dec 10 (CNA) -- Greek Prime Minister Costas Simitis confirmed here this evening a reference to Cyprus, which was approved by the European Union leaders, earlier today, to be included in the European Council conclusions.

    Asked during a press conference to explain the meaning of the phrase "the Council will take account of all relevant factors", included in the reference to Cyprus, Simitis said "the issue of Cyprus' accession will be discussed, considering all social and economic elements, considering all those factors, the parametres that are discussed for each country".

    New York, Dec 10 (CNA) -- Turkish Cypriot leader Rauf Denktash refrained today from commenting on the European Union decision to grant Turkey candidate status, saying that "we haven't seen the official text".

    Denktash was speaking before a meeting with the UN chief's Special Adviser for Cyprus Alvaro de Soto, in the context of proximity talks aimed at promoting progress towards direct talks on the Cyprus problem, which he said would continue tomorrow and on Monday.

    [09] Cyprus - Israel - Syria

    Nicosia, Dec 10 (CNA) -- The Cyprus government today welcomed the decision to resume talks between Syria and Israel and offered to host the negotiations between its two neighbours.

    An official statement issued tonight in Nicosia says that "Cyprus supports the efforts for a comprehensive solution to the Middle East problem", because such a settlement "in our region will also have a beneficial effect on efforts to solve the Cyprus problem".

    New York, Dec 10 (CNA) -- UN Secretary-General Kofi Annan announced today the appointment of Major-General Victory Rana of Nepal as Force Commander of the United Nations Peacekeeping Force in Cyprus (UNFICYP).

    He succeeds Major-General Evergisto Arturo de Vergara of Argentina, who relinquishes his post on 15 December, 1999.

    Helsinki, Dec 10 (CNA) -- Cyprus' chief negotiator for European Union (EU) accession George Vassiliou described today as "the best day we could have hoped for", in relation to a reference to Cyprus agreed today by the EU leaders at the Helsinki Summit.

    Vassiliou told CNA that the reference of the Council "should satisfy every Cypriot, because what we have been asking for so long, i.e. the dissociation of the accession course from the Cyprus settlement course at last is clearly on the table".

    [12] Eckhard - Cyprus

    New York, Dec 10 (CNA) -- The UN Secretary-General's Spokesman Fred Eckhard said today that nothing is certain when it comes to Cyprus talks, adding that the United Nations expect the proximity talks on the Cyprus problem to continue into next week.

    Eckhard told a press briefing that he was "not aware that the Secretary-General has any intention of reporting on progress" to the European Union Summit in Helsinki, adding that "these talks (the proximity talks) are still underway, they are going to continue tomorrow, we expect they'll go into next week".
