    [01] Triplets - Pre-foetal diagnosis of thalassaemia

Nicosia, Oct 9 (CNA) -- The first triplets ever born with the method of pre- foetal diagnosis of thalassaemia were delivered at the Makarios Hospital in Nicosia on Thursday.

The 33-year-old mother gave birth to two girls and a boy by cesarian section.

According to a hospital press release, the woman had an early birth, the babies were only 33 and a half weeks, and all three are in good health.

The method of diagnosing thalassaemia before a foetus is conceived was first used in Cyprus about two years ago by the Gynaecological and Maternity Department of the Makarios Hospital and the Thalassaemia Centre, in cooperation with American experts of the Institute of Reproduction and Genetics of Chicago.

Pre-foetal diagnosis is based on artificial insemination, whereby diagnosis comes before fertilisation and pregnancy in order to avoid abortion.

One in seven Cypriots has the thalassaemia stigma, while one in four couples face the possibility of conceiving a child with thalassaemia.

In the past the earliest diagnosis could only be made in the third month of pregnancy forcing women to take the traumatic decision of whether or not to have an abortion in the third or fourth month.

According to the hospital announcement pre-foetal diagnosis is expected to become "routine procedure" in the future, not only for thalassaemia but other genetic illnesses for which it was first used.

The first time this method was used successfully for thalassaemia was in Cyprus, in April 1998, with the birth of a boy. A baby girl was born in July the same year.

All babies were born at the Makarios Hospital, in Nicosia.

[02] British Bases - Illegal entry of foreigners

Nicosia, Oct 9 (CNA) -- British Bases in Cyprus have detained 75 people, who illegally tried to enter Cyprus Thursday afternoon.

All 75, including 10 women, 19 children and five infants, one of whom had been born at sea, had boarded the unnamed vessel in Lebanon and it is said they each paid two thousand US dollars to be transported to Italy.

According to a Bases press release, the group were observed coming ashore near Akrotiri in the western coast and were rescued.

Bases head of media operations, Rob Need, told CNA that the detainees are from the Middle East and said they are working closely with the Cyprus authorities in their investigation.

The vessel crew had apparently left it on an inflatable boat when it broke down and six other persons on board managed to restart the engine in order to land their fellow passengers.

"The conditions that these poor souls were transported in were terrible, " Bases Chief Customs Officer Andy Livingstone said.

He added that "it is no exaggeration to call this vessel a floating coffin, it leaks badly, is mechanically unsound and would have foundered if the weather had been any worse."

All detainees are now being held in Akrotiri, one of the two military bases Britain has retained under the 1960 Treaty of Establishment of the Republic of Cyprus.

The Bases press release said the detainees are reputed to have each paid 2000 US dollars "to an unscrupulous organiser abroad for him to transport them to Italy for better life."

"Instead they found themselves putting their lives, and the lives of their children at risk and have lost all their money and dignity," said Richard Chidley, the SBA Divisional Police Officer, in charge of the operation.

He added "they were left to their own devices in the middle of the Mediterranean."

[03] Cyprus - Council of Europe

Nicosia, Oct 9 (CNA) -- The Cyprus Republic will sign and ratify the European Agreement Relating to Persons Participating in Proceedings of the European Court of Human Rights.

The decision was taken during Wednesday's meeting of the Council of Ministers, chaired by President Glafcos Clerides.

The new agreement replaces the European Agreement relating to Persons Participating in Proceedings of the European Commission and Court of Human Rights.

It follows the decision to establish a permanent European Court of Human Rights to replace the European Commission and Court of Human Rights.

The agreement accords certain immunities and facilities to persons taking part in proceedings before the Court.

The Council of Ministers also decided that the Cyprus Republic will sign and ratify the sixth Protocol of General Agreement on Privileges and Immunities of the Council of Europe.

[04] National Council - Cyprus issue

Nicosia, Oct 9 (CNA) -- Foreign Minister, Ioannis Kasoulides, today briefed political party leaders on his recent meetings at the UN headquarters, which focused on the possibility of the government asking for a discussion on the protracted Cyprus problem at the Security Council.

The National Council (top advisory body to the President on the Cyprus question) convened today for about three hours for the first time after the President and political leaders returned from New York.

"The discussion will continue on Tuesday morning," Government Spokesman Christos Stylianides said after the meeting.

He said that today political party leaders also briefed the body on the outcome of recent meetings they had abroad.

Asked if a decision will be taken Tuesday with regard to a recourse to the General Assembly, Stylianides said it was possible, if no new issues were put forward for discussion.

He clarified however that the discussion on the issue had not yet begun as today the leaders were updated on meetings and they in turn must brief their parties before any decision is taken.

President Glafcos Clerides was in New York in the last week of September, where he addressed the 53rd General Assembly and had meetings with foreign envoys involved in efforts for a settlement in Cyprus.

Political party leaders or representatives had accompanied him for meetings at the UN with foreign government delegations.

Asked if the President will meet UN resident representative before the National Council reconvenes Tuesday, the spokesman said an appointment has not yet been arranged.
