Biljana Plavsic's parapolice had forbidden all camera crews to take pictures twenty minutes before Krajisnik left the hotel.BANJALUKA - The separated Banjaluka Studio of the Serb Radio-TV (SRT) controlled by Biljana Plavsic's followers, reported from the "Bosna" hotel in Banjaluka that vice-premier of the RS Government Dragan Kijac also left the hotel. According to the Studio, the president in the B-H Presidency from RS Momcilo Krajisnik and RS interior minister Slavko Paleksic left the hotel. SARAJEVO - Upon his arrival from Banjaluka, RS minister of religion, Vojislav Topalovic, denied that he had been arrested yesterday in Banjaluka. In his statement to state media in Pale, Topalovic could not specify what had happened with the remaining two ministers Svetlana Siljegovic and Rajko Papovic who had been with him in a convoy. He called behaviour of SFOR troops arrogant. "They stopped us, and rooted all they could root only to keep us on the road as long as possible", stated the minister of religon. BIJELJINA - Democracy which arrived right from the SFOR tanks was ordered by the renegade president Biljana Plavsic; these were the words opening the SDS rally for the areas of Semberija, Majevica and Posavina, at the King Peter I Liberator Square in Bijeljina, aired by the president of the Bijeljina SDS Municipal Board, Cvijetin Nikic. "Since we do not want Serb blood to be shed, the patriots assembled under the SDS flag obeyed to His Holiness Patriarch of the Serbs, Pavle, and the president in the B-H Presidency from RS Momcilo Krajisnik's appeals, and peacefully returned from the assembly to Bijeljina", Nikic explained to gathered residents. He noted that the Serbian people of Semberija once again showed patriotism and awareness of the single and undivided RS. BIJELJINA - The president of the Srbinje Assembly, Milos Lazovic, stated that all Serbs from RS, from Trebinje to Novi Grad, must do everything to prevent conflicts among the Serbs. While commenting last night's clashes between Biljana Plavsic and the SDS supporters in Banjaluka, he expressed his regret for the Serbs from Srbinje arrived to banjaluka. RUDO - Residents of Rudo who should have joined the participants of the all- Serbian assembly "for Single and Undivided RS" returned to Rudo. The group leader, Zoran Bugarin, said Rudo residents could not join other participants of the assmelby because starting from Brcko, SFOR was stopping them every 15 minutes. ZVORNIK - Over 5,000 citizens of the Brcko area were desisted from participating at last night's rally in Banjaluka, because the parapolice forces loyal to the RS president moved trucks on the road as barricades, in addition to use of arms and electric nightsticks. SFOR troops assisted them blocking columns of buses by their tanks and carriers, claim witnesses quoted by domestic and international media. PALE - The fate of RS should be decided by a final solution to the Serb national issue, while the internal crisis should be dealt with only by democratic and political means within the framework of the Constitution and existing legislation, stated the president of the Pale SDS Board, Slavoljub Markovic. The Pale Municipal Board of the Serbian Radical Party (SRS) will hold its pre-election tribune in Pale tomorrow. LJUBINJE - The Ljubinje SDS Municipal Board gave its full support to the decisions of the Main Board of the SDS for Serbian Lands. At its session, the Ljubinje SDS Board said yesterday that it firmly remained in the course of perservance of unity of RS, and that it pledged a full support to its legitimate bodies, first of all the National Assembly and Government. PRIJEDOR - The Prijedor Board of the Socialist Party for RS (SPRS) held its pre-election rally "For Prijedor Without Divisions and Exoduses", with a participation of the SPRS president Zivko Radisic and the first candidate on the SPRS list of candidates Radomir Bursac, president of the SPRS Prijedor Municipal Board. All participants spoke of the survival of RS, underlining a difficult economic, social ad political situation, for which they blamed the SDS. They called residents to vote at the elections which, as they believe, "will bring about some qualitative changes". BANJALUKA - The members of the illegal Public Security Centre (CJB) in Banjaluka, loyal to Mrs Plavsic and led by Nedo Sevo, seized the MUP Training Centre and asked for support for Biljana Plavsic from pupils and teachers. Teachers in the Centre stated for SRNA that the parapolice forces from the Banjaluka CJB arrested director Mladjen Mandic, who is presently in home detention, and replaced him by Sevo, appointed by the self-styled minister of interior Marko Pavic. BANJALUKA - SFOR spokesman for Sector South-West, British colonel Mike Wright, confirmed that SFOR troops and local police in Banjaluka "had an extremely difficult day to control traffic and maintain order". During a regular press conference Wright stated that during controls in the East- Western part of Banjaluka, local police stopped and blocked 75 buses and 130 cars with passengers intending to attend yesterday's SDS rally in Banajluka. BANJALUKA - IPTF spokesman for Sector West, Alun Roberts, confirmed that "local police was authorised yesterday to stop all suspicious buses and cars at the approaches to Banjaluka". He stated at the regular press conference that the local police in Mesto Klasnice returned 55 to 70 buses, driving from Prijedor to Banjaluka. "The majority of actions yesterday was carried out by local police yesterday when some minor incidents occurred, in which one of three injured policemen got serious injuries", Roberts stated. PODGORICA - The president of the Assembly of Monte Negro, Svetozar Markovic, called all responsible and wise people in RS, regardless of their function, not to forget that to be the leader of the state and leader of people means to take care of the same people. "I feared from this tragic tightening of the situation and incidents which are unavoidable in the situations like this in RS", Mitrovic stated. "In years of war, passion, fulfilled and unfulfilled political and national goals, I have never expected that the situation in RS would move towards confrontation, and not towards closeness, and towards of 'radicalisation' of clashes, but not towards seeking solution between various groups among the Serbian people", Marovic stated. BEOGRAD - The Democratic Party of Serbia (DSS) follows events in RS with a great concern, which events "put the question mark on the very survival of the state", says the Party. "The events in Banjaluka announced a danger of civil war", assesses the DSS, and adds: "Responsibility for such developments is in the hands of the renegade president Biljana Plavsic who, announcing alleged fight against crime, resorted to the methods of police terror, and who forgot that democracy cannot be established by undemocratic means". BEOGAD - The SRS believes that the latest events in Banjaluka and all the more obvious occupation of RS serve as the best proof that the generators of the crisis in RS are Biljana Plavsic and NATO occupation forces, announced the SRS. "The ban on holding a rally of a political party, arrest of RS leaders and the followers of the ruling party, as well as support Plavsic receives from those whose only aim is occupation of RS, proved that her political compass has been completely lost", says the SRS. BEOGRAD - The president of the Congregational National Party (SNS) Slobodan Rakitic, concluded that nobody prevented meetings of support to RS president Biljana Plavsic, so this latest SDS rally should not have been prevented. "No matter of unconvincing reasons, we are astonished by the blockade of the "Bosna" Hotel and holding of top RS functionaries hostage", Rakitic stated. He assessed that "these moves should be condemned for they do not contribute to the curing of the situation, but in stead push those concerned away from the solution to the crisis". The Party believes that "the only politically correct solution must incorporate ways to overcome the current problems and create conditions for all-level elections". BANAJLUKA - Mrs Biljana Plavsic addressed a part of Banjaluka residents gathered in front of Banski Dvori to thank them and congratulate for a "big job they did, after which", as she said, "Banjaluka can sleep peaceful". "The leaders from Pale got their lesson, and now let them go from Banjaluka and think about the lessons", Plavsic stated. BEOGRAD - The president and vice-president of the SDS for Serbia, Dragoljub Kojcic and Mirko Zurovac, were stopped by armed persons dressed in police uniforms in the village of Dragojlic, near Banjaluka, and prevented them from going to Banjaluka for the SDS rally. "They checked our identification documents, checked our, and did not let us enter Banjaluka." He added a number of SFOR helicopters were flying over the column of buses and cars. SARAJEVO - RS vice-primers Aleksa Buha and Velibor Ostojic talked in Pale with EU ambassador Jacques Santer and deputy chief of Dutch Mission in OSCE Mark Hennis on conditions for the implementation of the local elections in RS. The vice-premiers presented their objections because the voters list was provided very late, many names were registered several times, ID numbers were evaded with many names of voters from the Federation and other omissions. SARAJEVO - Based upon behaviour and latest moves by OSCE, the conditions were met for the RS Government's proposal for postponement of the local elections, stated RS vice-premier Velibor Ostojic. At a press conference in Pale, RS vice-premier and foreign minister Aleksa Buha, stated that "if OSCE insists on forcible implementation of the local elections on September 13 and 14, it would prove how the international community wants to annul RS". BANJALUKA - Mrs Biljana Plavsic talked in Banjaluka with high representative Carlos Westendorp on the forth-coming local elections scheduled for September 13 and 14. President Plavsic reminded at yesterday's talks with His Holiness Patriarch of the Serbs, Pavle, and the president in the B-H Presidency from RS, Momcilo Krajisnik, which failed to bring about an agreement on the easing of the situation until parliamentarian elections take place. BRCKO - The president of the Executive Board of the Brcko Assembly, Radoslav Bogicevic, announced a demand for postponement of the elections in this city until a detailed check of voters lists is carried out. Several hundred voters from the federation were noted to have no right to vote in RS. Because of a need for evasion of manipulations and a detailed check of 40,900 names on the list we ask for additional time", stated Bogicevic. MOSTAR - The Croatian Democratic Union (HDZ), main political party of the B- H Croats, decided not to take place at the municipal elections scheduled for September 13 and 14, reports Croatian Radio-Herzeg-Bosnia. The HDZ Presidency announced after its session in Mostar that it would not take part at the elections in B-H because many objections by their electoral staff concerning the voters registration were not reviewed or were rejected, as was the HDZ proposal that the local elections be held when all required conditions are met. DOBOJ - The RS Ministry for Refugees and Displaced Persons Doboj Office warned that the Muslim, using the present political crisis in RS, illegally settled the zone of separation S of the city.
