AUG. 19 1997 EVENING

NEWS REVIEW, REPUBLIKA SRPSKA

KOZARSKA DUBICA - The president in the B-H Presidency from Republika Srpska (RS), Momcilo Krajisnik stated at a mass rally in Kozarska Dubica that it is the most important to overcome the rift in RS and direct the state towards a peaceful harbour. "We could predict everything, but that our enemy would succeed to bring about a rift among the Serbian people", stated Krajsinik before over 20,000 residents assembled at the Mostanica Monastery regarding the Transfiguration of Lord Jesus Christ. The chairman in the House of Representatives in the B-H Parliamentarian Assembly, Slobodan Bijelic, addressed the residents that the present situation represented "a horrifying Serbs-against-Serbs screenplay of the world powers". In reminding at a maxim that a path to hell is usually paved with best intentions, Bijelic concluded that "it is paradoxical that president Plavsic, probably unintentionally, leads her own state into demise."

SARAJEVO - In accordance with the conclusions of the RS Government, the RS Ministry of Internal Affairs (MUP) opened forward police stations in the Brcko area purposed for the issuance of identity documents for citizens from the B-H Federation who did not show up there, stated RS prime minister, Gojko Klickovic in his letter to Brcko supervisor, Robert Farrand. By their that they deliberately obstructed the agreement between supervisor Farrand and the RS Government, Klickovic reminded in his letter, and added that "the RS Government decided on August 15, 1997 to charge the RS MUP with issuing identity cards to citizens of the Federation of B-H a day upon receiving their requests. "Residents in Brcko have been extremely patient, but now they seem not to tolerate some acts any longer", warned the RS prime minister in his letter to Farrand.

BANJALUKA - RS president Biljana Plavsic stated in Banjaluka that this city was "endangered by terror and evil existing in the building across", alluding to the Public Security Centre (CJB), and said that only a few men held the city economy in their hands". At he "meeting for freedom, democracy and against terror", she again spoke in front of Banski Dvori about tapping which, as she claimed, police did, and added that it associates to "evil and darkness from the 'Cominform' era". Plavsic called on the assembled residents to "break the centre (CJB building) and to keep assembling in front of Banski Dvori every evening at 19:30hrs until those responsible are replaced.

PRNJAVOR - The president of the RS National Assembly, Dragan Kalinic. appealed RS president Biljana Plavsic to, if she wanted to behave as a statesman, return to the RS National Assembly and continue her work with its support". He warned that president

Plavsic, if she continued her manoeuvre strictly within her own political party, would only prolong the political crisis which, according to him, would mean that the interests of the state would not be priority for her. The president of the RS National Assembly was confident that many foreign and some internal elements would support Biljana Plavsic in calling for a new parliamentarian elections, because they saw it as a chance to harm the Serbian Democratic Party (SDS) and to overthrow it and dip RS into unitary B-H".

SARAJEVO - The RS MUP informed the public that in the Banjaluka CJB as well as in the MUP base no staff changes happened and that the units are led by officers legally designated by the minister of interior. "The MUP members are particularly surprised by the fact that the decision of the RS president to replace some MUP officers was forwarded to SFOR troops and media, but not to the minister of interior. By this decision the RS president violated Article 80 of the Amendment 40 to the RS Constitution, to which she referred in her decision", says the Ministry.

TREBINJE - The Trebinje CJB cut off one more channel of illegal tobacco trade, this time in Divine, in the municipality of Bileca, when it forfeited DEM 2,000 worth "marlborough" cigarette pockets intended for Croats in Do, near Berkovici.

ZVORNIK - The president of the Zvornik SDS Board, Stevo Radic, believes that the "RS Constitutional Court, even though under tremendous enormous legal strain, made a final decision to relief of the people which is biding for both RS president and RS National Assembly". He talked in Zvornik with the chief of the EU observing mission team, Fridolin Gigaher, about relations between the RS president and the RS National Assembly following the ruling of the RS Constitutional Court dismissing president's decision to dissolve Assembly and schedule early parliamentarian elections.

SARAJEVO - Danilo Veselinovic, one of the SDS founders, was buried today at the Braja cemetery, near Ljubogosta. In a farewell speech, the director do the SDS Direction, Vlado Vrkes said that "the biggest monument for Veselinovic will be the Serbian state for which he fought".
