NEWS REVIEW, REPUBLIKA SRPSKA

BANJALUKA - The president of Republika Srpska (RS) Biljana Plavsic, concluded in Banjaluka, following a meeting with the World Bank Head of Mission for B-H, Rori O'Sullivan, that the World Bank is trying to compensate the funds which the RS did not receive in 1996. President Plavsic assessed the meeting as "a great encouragement", adding that this discrimination in relation to the economic aid in 1996 would not repeat in this year. Mt. Rori O'Sullivan said there is a huge potential in RS for the economic development, and added that the economic policy and investments would result in a quick economic growth in RS.

SARAJEVO - The B-H Budget for 1997 and its implementation will be discussed at the B-H Council of Ministers session to be held in the National Museum in Sarajevo. As announced from the cabinet of the co-president of the council, Boro Bosic, the ministers should also discuss the Law on Council of Ministers, and should take a stance regarding the World Bank's letter concerning the using of the loan for transition activities.

SARAJEVO - The RS Government will consider the Proposal of Rules of Procedure of the government of RS, at the session in Pale, agenda of which will also include a debate on the Law on external debt, Law on foreign trade policy, Law on B-H customs policy.

BIJELJINA - The head of the General Staff of the RS Army (VRS), general Pero Colic, talked in Banjaluka with the representative of the Russian Federation in B-H, Jakov Gerasimov, on the implementation of the military part of the Dayton agreement and on cooperation of the Serb Army with SFOR. While expressing his pleasure with the meeting with Gerasimov, general Colic said that the Serb Army's intentions are not aggressive ones, which was confirmed by the international community representatives who emphasised good cooperation with the Serbian people and its army.

BIJELJINA - The VRS members should develop their virtues and they should return to the faith of their ancestors, assessed the head of the VRS General Staff, general Pero Colic and His Eminence Bishop Zvornicko- Tuzlanski Vasilije. During the talks, in Bijeljina, general Colic and Bishop Vasilije, concluded that the Orthodoxy should be cherished among Serb soldiers "because men of faith are expected to be more humane and honourable."

SARAJEVO - The RS Government vice-premier for public works, Velibor Ostojic, and the charge d'affaires of the Chinese Embassy in Sarajevo, Ci Cao Lyn, talked in Pale of the future cooperation of the two states and the current situation in B-H. "We wanted to present the real economic possibilities of the RS to Mr Lyn, in order to see capital and technology of the Republic of China in our region. Mr Lyn promised to inform the Chinese Government and Chinese Chamber of Commerce on the possibilities for the investments into the reconstruction and development projects in RS".

SARAJEVO - The RS minister for refugees and displaced persons, Ljubisa Vladusic, talked with the UNHCR Head of Mission for B-H, Pierre Francis Pirol, on the return of refugees from their asylum countries and their repatriation in RS in accordance with the earlier agreed to principles. Vladusic informed Pirol on the activities of the RS state organisations pertaining to the changes of the Law on abandoned property , Law on refugees and displaced persons, and Law on amnesty.

DOBOJ - The SFOR Nordic-Polish Brigade announced that the check points of the multinational forces would be removed from the zones of separation between RS and Federation of B-H by mid April. SFOR spokesman in Doboj, major Arthur Bliski said at a press conference that Danish Battalion check points will remain on the Usorski Bridge, in the zone of separation between Doboj and Tesanj, while other check points, including the area of Mt. Ozren will be removed.

CLEVELAND - The most realistic solution for B-H is its political division, but one which would not allow larger autonomy to its entities, assesses Michael O'Herlon, professor at the Brockings University and expert for tactics in the US security system. He believes that Bosnia is far away from the reintegration, envisioned by the Dayton agreement, because it is in fact consisted of three states.

BERLIN - The Senator for foreigner's affairs for the city of Berlin, Barbara Jon, thinks that adult men, refugees should return to the former Yugoslavia first, in order to prepare necessary residential buildings for the rest of their families. At the 2nd international conference on return of refugees into the Daytona B-H, Barbara Jon mentioned the number of 330, 000 refugees from the former Yugoslavia present in Germany.

ZVORNIK - According to newest OSCE rules for the local elections, scheduled for September 13 and 14, 26 polling stations will be opened in the Zvornik municipality, out of which 12 mobile and 14 standing stations, in addition to five registration centres.
