According to her Meta asked the committee and supervising group members to adopt all the necessary measures to distribute the money for those groups of people who have lost money in the fraudulent pyramidal schemes. The chairman of supervising group Farudin Arapi declared that all the necessary legal framework is ready aiming at beginning immediately the money distribution, but he highlighted the fact that the companies which should make the transparency are delayed several times in their time-limits leaving this problem still unsolved. Premier Meta asked all the commission members and the foreign members who represent the transparency companies to be more responsible and to return as soon as possible the money earned through the selling of assets to people. Riots engulfed Albania the end of 1997 due to the collapse of pyramidal investment schemes, where the majority part of Albanians lost the savings of their whole life./A.A/

    -"Meta 'switches off' KESH". Premier Ilir Meta dismissed on Monday four KESH directors. He accused them of mal-management of the situation. In the meantime the newly-appointed director of Albanian Power Generation and Distribution Firm (KESH), Prof. Dr. Farudin Hoxha was optimist regarding the improvement of energetic situation. -"Births due in darkness in the maternity hospital". Tirane maternity registered a birth in darkness on Monday, while the number of operations is reduced by 70%. The Minister of Health, Leonard Solis gathered his staff on Monday and demanded an unlimited supply with electric power for the hospitals.

    "ZERI I POPULLIT", daily of the Albanian Socialist Party

    -"Meta:I want the looters' names". Premier Meta gathered yesterday the Inter-ministerial Commission on the Fight against corruption. Meta asked maximum engagement in activating the experts groups and efficient coordination of their performance. -"Men of lights crisis dismissed". Prof. Dr. Farudin Hoxha from Monday will be the new head of KESH.

    -"Farudin Hoxha: This is how I will surmount darkness". Prof. Dr. Farudin Hoxha, newly appointed director of KESH, has explained at an interview the measures he will take to normalize the situation.     [03] Swiss officials visit Kosove

    TIRANE, Nov. 16 (ATA) - The federal aide for justice and police, Ruth Metzier is paying a visit to Kosove, sources from Kosove reported to ATA on Tuesday.

    Metzier is accompanied by Andrea Koellneuter, national aide of Bazeli canton and Chief of the National Department for police and military issues as well as the special charge d'affairs for Kosove close to the federal office for refugees, Urs Hadorn.

    Metzier will meet with Bernard Couchner and with Weber van Howeli, alternate chief of OSCE in Kosove. The talks will be focused on issues of Swiss policy on repatriation of Kosove refugees. Meitzier will be informed as well for the situation on the ground as the winter is approaching, and he will visit a Swiss point used for delivering aid for the return of Kosovars, and a school in northern Kosove which is being erected with a Swiss fund.

    Swiss experts will organize on Tuesday in Prishtine a round table with political parties in Kosove on OSCE role. /led/A.A/

    [04] Greece earmarks 12 million drachmas for education in Sarande

    SARANDE, Nov 16 (ATA)- By Sh.Hajno, The Greek Ministry of Education has recently earmarked a fund of 12 million drachmas for the education sector in Saranda, the attache on culture in the Greek Consulate in Gjirokaster, Panajot Jeorgiu, told ATA on Tuesday.

    This fund, expected to be accorded soon, will be used to rehabilitate school buildings and to equip them with school and laboratory materials. In this initiative have been included Greek minority schools and other region schools as well.

    The Greek Government, a month ago, provided a fund worth 120 million drachmas for the education needs in the districts of Gjirokastra and Vlora. /led/so/

    [06] Icons collection displayed in National Museum

    TIRANE, Nov 16 (ATA) - By K.Shehu, An unmatched collection of icons, collected and fanatically preserved by a collector from Korca, will be displayed for the first time in the premises of the Historic Museum in Tirana.

    "There are 30 icons which will be chosen from the rich 'fund' of the collector Gjergji Thimo, a fund which includes works from the XIV century to the beginning of the XX century", the head of the Museum Moikom Zeqo, supervisor of the opening of the exhibition, told ATA on Tuesday.

    The authors of works, included in the fund of the collector, are renowned names of this Albanian tradition, among which David Selenica, Kostandin Shpataraku,Kostandin Jeremonaku and other authors. /so/

    [07] Jordan national suspected of terrorism, dislodged from Tirane

    TIRANE, Nov. 16 (ATA) - A Jordan national Abdyl Latif Saleh, Albanian national since seven years, was halted by Albanian agents of SHIK (Albanian Informative Service), who asked him to leave together with his family.

    The event about the person doubted for cooperation with Islamic terrorists was made public on Sunday by the press.

    According to the article "Tirane, CIA arrested the man of Ben Laden", the information on the suspected Islamic has come from CIA. Immediately after this information SHIK agents have surveyed for some days the movements of the 42-years old man who lived together with his family in an apartment in Tirana e Re.

    "The newspaper ... ", reports that at about 6 o'clock on Friday, secret agents have told Saleh family to leave Albania. During the control exercised in his dwelling place was found no document which would render more difficult the situation of the Jordanian who was given the Albanian nationality by the former Albanian president. Yet, after an hour the Saleh family, which lived in Albania since '92, left for Rinas airport, where, after the Albanian daily, they have taken a special plane with a destination defined by CIA.

    According to "Gazeta Shqiptare", the fact that the Jordanian Saleh has managed four charity foundations in Albania, enabled him to face the campaign started a year ago, against all suspected individuals regarding the Islamic organization "Xhihad", mainly financed by Ben Laden.

    The latest case of the arrest of the suspected individuals declared unwanted by the Albanian authorities, occurred on February 15 of 1999 when the Irani Jashim and Syrian Mahem were expelled because they falsified the nationality cards. /so/A.A/

    [08] Decentralization is a process not a political action - Meidani

    TIRANE, Nov 16 (ATA)- By R.Xhuvani, Albanian President Rexhep Meidani on Tuesday defined decentralization as a process and not a political action.

    The document of the Decentralization Strategy will be a obligatory referring point for all structures engaged in the construction of Albania, as a modern legal state, said Meidani at the National Conference on Decentralization.

    According to Meidani this document has been prepared on time because Albania "is a state which belongs to the European family in all aspects and directions; in that of sovereignty, human dignity, social justice, constitutional order, pluralism, coexistence of religions and races, so of all that framework which has secured the prosperity of European citizenship".

    "I am totally convinced that the triptych; state, local and citizen collectivization, make up the most important part of the success in contemporary democratic societies", said Meidani. He stressed that "I would personally insist on realistically considering the strategy on the local government". /led/so/A.A/

    [09] Some 316 dead civilians and hundreds of crippled by mines in Kosove

    PRISHTINE, Nov. 16 (ATA) - By B.Jashari: Explosion of mines and matter explosives remained from the war in Kosove have claimed the lives of 316 civilians and have crippled 225 others, sources from Kosove report.

    The data refers to the announcements published in Prishtine by the International Red Cross, World Health Organization and the Coordination Center of Actions against Mines.

    Some 400 kilometers of Kosove territory are thought to be mined areas, while only a surface of five km2 has been demined within five months since the beginning of NATO forces deployment in Kosove. Experts say that at least five years are needed to clear the mines away from the territory. /led/A.A/so/

    [10] Handling of commercial ships in Durresi Harbor goes on

    Durres, November 16 (ata)- By G.Kabashi - Seven commercial ships carrying different items coming from several Mediterranean ports are handling at Durresi port, reported on Tuesday sources from this port.

    Referring to the sources, despite the heavy rain the handling process of the following commercial ships "Prometeu" and "San" loaded with 1 670 tons maize, "Flaviola" and "Sea River" carrying 3 300 tons cements, "A.Fatah" having some 1 000 tons sugar requested by the native merchants and "Eleni" and "Huten", goes on.

    Three other ships with 2 800 tons goods are ready to be unloaded. At the same time seven other ships with some 9 300 tons goods are coming to Durresi port from several foreign ports. /led/linda/

    [11] Decentralisation of local government does not benefit parties - Fino

    TIRANE, Nov 16 (ATA0-By G. Dilaveri, Minister of Local Government Bashkim Fino on Tuesday considered local government decentralisation a process which does not benefit parties but directly the citizens' interests.

    Decentralisation serves neither the Socialist Party (the party in power) nor the Democratic Party (the biggest opposition party), but the local government such as town-halls and communes, said Fino, at a session of the National Conference on Decentralisation of Local Government.

    He said decentralisation of local government is not carried out immediately, but it is a long process which goes through several stages.

    "A concrete example showing the interest of the political forces in the decentralisation process is the fact that the charter of local autonomy was signed by "The Alliance for State", in 1998 and ratified last week by parliament, which was also attended by DP deputies," said Fino.

    The reform on local government decentralisation in Albania is precisely based on the European Charter of Local Autonomy.

    The conference opened in Tirane on Tuesday morning and its objective is to determine the further steps to be taken towards the autonomy of this government. /led/lm/

    [12] Agreement on economic cooperation between Albania and Hungary is assigned

    Tirana, November 16 (ata) - By M.Pupa - An agreement on economic cooperation between the Trade Chamber of Tirana and its Hungarian counterpart is signed on Tuesday,on the first day of Albanian-Hungarian Business Forum, which is going on in Tirana.

    The agreement is assigned by the Head Trade and Industry Chamber of Tirana Luan Bregasi and the President of Hungarian Trade Chamber Lajash Tolnai.

    Albanian Minister of Economic Cooperation Ermelinda Meksi, present at the agreement assignment, talked about the situation of Albanian economy and the possibilities of extending the commercial exchange between Albania and Hungary.

    During the sessions of this forum, which will go on Wednesday, the extension of the contacts between the businessmen of the two countries concerning the better recognition of the laws, markets and productions in Albania and Hungary, aiming at further improving of the commercial exchanges, is foreseen.

    26 Hungarian companies presented their activities in this forum, by offering to Albanian businessmen the cooperation for commercial development between the two countries. /led/linda/

    [13] Austria accords a grant of 9 million shillings

    Tirana, November 16 (ata) - By M.Pupa - Austrian Government accorded a grant worth 9 million shillings (nearly 700 thousand dollars) on rehabilitation of Laci aqueduct, reported on Tuesday sources from the Ministry of Public Affairs.

    The agreement on this grant is signed on Tuesday by the Minister of Public Affairs Arben Demeti and representatives of Austrian Government.

    Referring to the above mentioned sources,there has been a long that no investments are performed in the aqueduct of this town. The final completion of the aqueduct rehabilitation is foreseen to take place in 2000.

    Laci is the second town, after Shkodra, where Austrian Government is according grants for rehabilitation of the aqueducts. At the moment an Austrian company is working on rehabilitation of aqueduct internal network in Tirana area, which is financed by EC marking nearly 1.9 million Euro. /dast/linda/
