    [02] Lecce University provides training for Albanian postgraduates

    TIRANE, Nov 10 (ATA)-By P. Shuteriqi, The Lecce University in Italy will provide training for Albanian postgraduates for master and doctorate's degrees, sources from the Ministry of Education and Science told ATA.

    Albanian postgraduates have the right to training in the university of Lecce to win the doctorate's or master degrees in the sciences of history as well as in the branches of economy, mathematics-statistics as well as in biology, literature, philosophy and other branches.

    The university also offers the master degree for the newly postgraduates. For each master will contest some 30 candidates, of whom six or 20% will be from Albania.

    Studies for this degree are conducted in three directions: development and the world; economy and management of public enterprises and companies as well as new management methodologies, run by lecturers of Lecce and other universities. /dast/lm/

    [03] Radio "Student" to broadcast in German

    TIRANE, Nov 10 (ATA) By P.Shuteriqi: - Radio "Student", in the service of 5 500 inhabitants of "Student" Town in Tirane, besides the daily programs will broadcast in German language.

    The broadcasting of this program by the radio of Albanian students was decided in a meeting held the previous day between the head of the German student center Zingen and head of Students center of Tirane.

    The program in German will broadcast twice a week and includes rich information on activities and life of students in the two respective centers.

    The German party promised to equip students in Tirane with necessary means to improve their living conditions.

    The two parties discussed on financing an Albanian students' center, on high education law, and the possibilities of further improving the hydro sanitary system, a project of the German party initiated in 1994. /gs/

    [04] Nexhat Daci - chairman of Academy of Sciences and Arts in Kosova

    PRISHTINE, Nov 10 (ATA)-By B. Jashari, Academician Nexhat Daci yesterday was elected chairman of the Academy of Sciences and Arts of Kosova.

    At the meeting of the academy assembly, Academician Jashar Rexhepagic was elected deputy chairman while Rexhep Ismali secretary General.

    [05] Premier Meta leaves for Rome

    TIRANE, Nov 10 (ATA)-Albanian Premier Ilir Meta on Wednesday paid a one-day working visit to Rome to discuss strengthening of bilateral relations with his Italian counterpart, the Premier's press office reports.

    Meta, invited by his Italian counterpart Massimo D' Alema, will also discuss Albania's progress of integration into the European structures.

    Following the meeting the two premiers will hold a news conference.

    This is the first formal visit abroad of Meta as Prime Minister.

    Meta became Europe's youngest prime minister at 30, following Pandeli Majko's resignation from this post around two weeks ago. /dast/lm/

    [07] Second Conference on Legal Reform due in Tirane soon

    TIRANE, Nov 10 (ATA)-The Second Conference on Legal Reform in Albania will be held in Tirane on November 18-19, the Council of Europe (CE) Information office told ATA on Wednesday.

    The conference is organised by CE in cooperation with the Albanian Ministry of Justice and the European Commission, as part of the Action Plan, signed by the Albanian authorities with the CE on January 12 1999. The conference aims at creating a juridical independent system in Albania.

    The Supreme and other level courts, the Justice Ministry power, organisation of the State Prosecutor's Office, police forces and cooperation among them will be the topic of the conference.

    The conference will gather representatives of Albanian Justice institutions and international organisations. /dast/lm/

    [08] KFOR Commander Reinhardt to visit Albania Thursday

    TIRANE, Nov 10 (ATA)-By E. Koraqi, General Klaus Reinhardt, KFOR Commander in Kosova, is visiting Albania on Thursday and Friday, Colonel Carmelo Abisso, chief of the press office close to the Communication Zone West (COMMZ(W) told ATA.

    On the second day of his visit Reinhardt will hold a news conference at the COMMZ(W) centre.

    Reinhardt, 58, took over the command of NATO force in Kosova (KFOR) on October 8, for a six-month period, replacing in this office General Mike Jackson. /dast/lm/

    [09] About 10% of 5 billion drachmas Greek credit to be used to buy homes for shelterless families

    TIRANE, Nov. 10 (ata) - By M Pupa: The Greek credit of 5 billion drachmas will be used first to buy homes for the families who lost the money from the selling of their homes in former pyramid investment schemes, said on Wednesday the director of the National Housing Enterprise, Roland Olli.

    These homes will be bought with 10 per cent of the credit in 29 cities in which the free market value of houses is lower than the construction cost, such as in Berat, Bulqize, Delvine, Peshkopi, Gramsh, Elbasan, etc. The purchase will continue until the end of the current year.

    The National Housing Enterprise is determining the sites for the new flats to be constructed the next year in big cities of Albania, with the Greek credit.

    The families who have lost their homes in pyramid investment schemes are as many as 6300. The credit will be paid back after 25 years with an annual interest rate of 5 per cent. /lh/xh/

    [10] About 57 publishing houses confirm participation in "Prishtina '99" Book Fair

    TIRANE, Nov 10 (ATA)- By Ornela Kadaifciu, Nearly 57 publishing houses have confirmed their participation in the first Book Fair "Prishtina '99, due on November 17 to 22, the organizers of the fair reported on Wednesday.

    According to the press release, 24 of the participants are from Albania, 23 from Kosova, 5 from Macedonia, 3 from Montenegro and 2 from Diaspora.

    Organizers say it is the first time that the book in Albanian takes part in a pan-national activity.

    Besides the publishing houses, many personalities of the Albanian culture, such as Dritero Agolli, Rexhep Qosja, Jorgo Bulo, Xhevahir Spahiu and others, have confirmed their participation in the fair.

    The scientific symposium "Lasgush Poradeci and his work" will also be organized during this activity, in the framework of the 100th birth anniversary of the great Albanian poet.

    Organizers say that "everything in this pan-national activity of the Albanian book is free, including books' stands, entrance in the fair, publishers' transport and the accommodation of the participants from Tirana invited in the fair. /lh/so/

    [11] Three other projects on Shkoder infrastructure

    SHKODER, Nov. 10 (ATA) - By M.Malja: Three other projects will be carried out within this year on further improvement of infrastructure in Shkoder, the mayor of this town told ATA on Wednesday.

    Borici said that these projects, drafted times ago, will be implemented when an additional fund worth 15 million Leks will be provided by Albanian government. This fund, according to him, will be used to rehabilitate the drainage network in two city's quarters and to asphalt one of the main roads of the city.

    Some five projects on infrastructure are implemented so far in Shkoder while seven others are in the implementation process. The asphalting of "M. Alimani" road, and Arra e Madhe road, rehabilitation of "Partizani", and "Zdrale" quarters as well as the rehabilitation of the sewage canal in "Kiras" quarter are concluded. Work is being carried out actually for rehabilitating the water canal in the entry of the city, the sewer in three quarters of Shkoder and the like. State budget and foreign donors have accorded for this aim a fund of 1.2 billion Leks. /lh/A.A/

    [12] Artists of Opera and Ballet Theater waiting for solution of their problems

    TIRANE, Nov. 10 (ATA) - By O.Kadaif�iu: The trade-union of the artists of Opera and Ballet Theater warned on Wednesday during a news conference that their protest will be escalated, and they will enter a hunger strike if their problems will not be solved.

    During this conference the syndicalists of this institution have issued a declaration addressed to senior state instances, signed by 164 artists and supported by members of the Writers and Artists League.

    "The drafting of this declaration results from the crisis our national culture is passing and from the gradual destruction of all the main national cultural-artistic institutions", is said in the declaration.

    After having used all ways to fulfill our requests, we warn that if these request are not fulfilled within a short period of time, we will enter a hunger strike", the declaration says.

    Through the protests initiated two months ago, the artists reject the Theater draft-law which is send to Parliament for approval, they demand the dismissal of the director of this institution Zana �ela under the motivation 'unable to lead this institution' and replacement of the Minister of Culture Edi Rama. /lh/A.A/

    [13] Sequestrated dinghies transported from Kavaje to Durres port

    KAVAJE, Nov. 10 (ATA) - By G. Kabashi: Five dinghies, sequestrated during actions of Kavaje district police in the last three months were transported to Durres port, the spokesperson of Kavaje comissariat reports.

    The spokesperson added that according to the order issued by Public Order Ministry on localization of dinghies in the same center and on placing them in service of coastal border police, the dinghies, which were situated in Kavaje commissariat some weeks ago, were transported to "O" queue of Durres port. The dinghies will be safeguarded by the forces of Albanian border and Guardia Di Finanza. /lh/A.A/

    [14] Socialists welcome status of consultative member in SI

    TIRANE, Nov 10 (ATA)- By Eva Londo, Albanian Socialists have welcomed the unanimous voting of the 21th Congress of the Socialist International (SI), held in Paris on November 8 to 9, on adherence of the Albanian Socialist Party in this body with the status of consultative member.

    One day after the decision of Socialist International, Luan Rama, SP Secretary on Public Relations, says that "the unanimous decision of the 21th Congress of the SI on adherence of Albanian SP as member of this International with the status of consultative member, is considered by SP members as an important estimation for all the SP activity. Now Albanian SP is a part of the great socialists and social-democrats family all over the world".

    The adherence of SP as consultative member, skipping over the observer status, is a special favor made to this party. According to them " following the statuses' steps, in the forthcoming Congress of the Socialist International, SP will have the possibility to be elected in its leading forums, a right which all the parties, members with full rights, share". /lh/so/

    [15] Budgetary deficit in 2000 expected to be 49, 074 billion Leks

    TIRANE, Nov. 10 (ATA) - By E.Metaj: The budgetary incomes in Albania during 2000 are expected to be 120,758 billion Leks, while the budgetary expenses will be 169,832 billion Leks, sources from the Finance Ministry reported on Wednesday.

    In this way the general budgetary deficit according to the preventions of the finance ministry is expected to be 49, 074 billion Lek. The deficit financed by inner sources is foreseen to be 27,052 billion Leks while the deficit financed by foreign sources is foreseen to be 22, 022 billion Leks.

    The budgetary incomes for 1999 are expected to be 106, 680 billion Leks while the budgetary expenses are expected to be 163, 637 billion Leks. /A.A/

    [16] Consultative center to assist women in Northern zone

    SHKODER, Nov 10 (ATA)- By S.Gera, Physical and emotional violence against women of the Albania's Northern zone is one of the problems touching our society and the women consultative center in Shkodra at the same time.

    Some 80 phone calls, of which 5 are rape denouncements of girls 12-15 years old, have been registered only in October. Denouncements are of different kinds : women physically, sexually and emotionally threatened by their husbands, children asking help for their mothers abused by their fathers, teen-agers who attempt to commit suicide and others.

    "The aim of this center is to show women that we are here to help her in taking the decisions if life confronts her with violence", the manager of this center is quoted as saying.

    The poor economic conditions and unemployment are the reasons leading many women to accept maltreatment.

    Cooperation of this center with other non governmental organizations has offered economic support to these women, helped them find a job and everything needed to make them conscious of their personality and their role in family. /so/

    [17] OSCE to present a project on public order in Albania

    TIRANE, Nov. 10 (ata) - By Eva Londo: OSCE will present a project related to public order in Albania, said on Wednesday the OSCE Ambassador in Tirane, Gert Hinrich Ahrens. According to him, the project "Law and Order" will determine the interest and postpolitics of the international community to help Albania and to bring it out of the situation it is facing.

    Mr. Ahrens will have a meeting on Thursday with the Albanian Public Order Minister, Spartak Poci, and with a group of "Friends of Albania" in which OSCE will present the above project in relation to the problems of public order in Albania.

    Ambassador Ahrens said that OSCE and the international community will continue to support the new government. "I cannot make forecasts for the future of the new government. We are in contact with it and will promise to work more energetically for the programs initiated since the period when P.Majko was prime minister, as is the case of the fight against corruption, " he said. /lh/xh/

    [18] World Bank accords funds for rehabilitation of Vlora hospital

    TIRANE, Nov. 10 (ata) - By Blerta Agalliu: The World Bank has accorded 600 thousand dollars for the rehabilitation of the hospital of the city of Vlore in the context of the project for "Rehabilitation of Albanian medical service," said on Wednesday Enik Shehu, specialist in Health Ministry.

    He said that World Bank will also invest 1.5 million dollars for basic equipment necessary for the pavilions of this medical centre.

    The project for the reconstruction of the building of this hospital was drafted by German specialists while the tender for its rehabilitation has been won by a Turkish firm, TEPE Konstruction.

    The work for the rehabilitation of the hospital building in Vlore has started. The necessary equipment will be provided to the hospital only after a tender is made. /lh/xh/

    [19] Minister Xhuveli reports in Parliament on damages of forest areas

    TIRANE, Nov 10 (ATA)- By R.Xhuvani, Albanian Minister of Agriculture, Lufter Xhuveli, on Wednesday, at the plenary session of the Parliament, answered the questions of the deputy Teodor Laco on the situation of forests in Albania.

    Xhuveli admitted that the damages on forest zones are many and fines have resulted to be worthless.

    He considered the concession of the forest areas to communes, a solution to this problem. Xhuveli also stressed several measures to be taken to protect forests, such as building police check-points to control roads for timber transport. Projects, to be applied on separate forest zones, are also included, said Xhuveli. /lh/so/

    [20] Albanian Minister of Justice presents plans of his ministry to Parliament

    TIRANE, Nov. 10 (ata) - By R Xhuvani: Albanian Minister of Justice Ilir Panda responded on Wednesday in a plenary session to the questions by deputy A. Kola, regarding the short and longterm plans of his ministry.

    According to Minister Panda, the Ministry of Justice considers the legal framework as complete, thus opening the way to employment of qualified jurists in Albanian courts. A task of the ministry he is leading is the completion of the legislation in the penal and civil fields, making the procedural changes, which will force the structures of procedures to respond better to the Albanian reality. Another goal fo the ministry, said Mr Panda, are the continuous training of jurists.

    "The Ministry of Justice remains one of the elements of the program anticorruption, which has been elaborated and will continue in close cooperation with the Friends of Albania Group," said Panda in conclusion. "Actually, this program is being improved and the Ministry of Justice will observe the orientations of the Penal Convention of the Council of Europe against corruption," said Mr Panda. /lh/xh/

    [21] Albanian Prime Minister Meta ends visit to Italy

    TIRANE, Nov. 10 (ata) - Albanian Premier Ilir Meta ended his one-day visit to Italy on Wednesday.

    PM Meta had a tete-a-tete meeting with Italian Premier Massimo D'Alema. After this meeting, the two premiers had a news conference.

    In the mean time, the Public Order Minister, Spartak Poci and the Minister of Economy and Privatization, Zef Preci, had meetings with their Italian counterparts on the bilateral cooperation and on the perspective of this cooperation.

    Members of the Albanian delegation were also the Foreign Minister, Paskal Milo and the Minister of State, Prec Zogaj.

    This is the first visit to a foreign country for Mr Ilir Meta after he was appointed to the post of the Prime Minister. /lh/xh/
