    [02] Some ECU 150 000 for post graduate European studies

    TIRANE, Oct 30 (ATA)-By P.Shuterqi, University of Tirana (UT) has been included in the "Post graduate European studies" project, of which the main coordinator is the Belgium university of Louvain.

    Partners of this project, applicable until 2000, will be also the universities of Elbasan and Shkodra, as well as the institutions of Monpellier (France), Granada (Spain) and Thessaloniki (Greece), sources from the Ministry of Education told ATA on Saturday.

    The main aim of these post graduate studies is to receive the "master" degree. The fields in which this project will be applicable includes sociological and psychological studies of the justice history in UT.

    Some ECU 150 000 are foreseen to be spent on this project which will be used to train the new pedagogical university staff through short-term courses of the Albanian professoriate in universities of other participating countries. /led/so/

    [03] KFOR commander in southern Kosove demands cooperation with Kukes division

    KUKES, Oct. 30 (ATA) - By Riza Hoxha: The commander of multinational brigade of KFOR in southern Kosove, the German General Volfgang Sauer asked the leaders of the second infantry division of Kukes on Friday to offer cooperation of Kukes unit in controlling the border area.

    During a meeting Sauer held in Kukes with the commander of this division colonel Selim Spahiu, he asked cooperation for halting the uncontrolled movement of people in mined areas and arms traffic.

    Colonel Spahiu guaranteed the German General Sauer for cooperation of the structures of second infantry division to help the peace and liberty in Kosove.

    General Sauer, the forces which he commands are settled in front of the protection zone of Kukes division, expressed high considerations for this unit during the conflicts in Kosove. "We are two nations which resemble in several things", said the German General. /led/A.A/

    [04] German family provides $1 million for Elbasan children

    ELBASAN, Oct 30 (ATA)- By M. Lulja, German family Kolping has invested US$ 1 million to build the SOS children village in Elbasan.

    Sources from the district council told ATA on Saturday that this fond will go for the construction of four buildings, one of which will be dormitory, which will lodge children coming from various poor strata or with social problems, while the other three buildings will serve for teaching classes.

    The works for building this village, which have begun several months ago, are expected to be completed by the end of December.

    During the conflict period in Kosova, the Kolping family treated some 262 Kosovars established in the city of Elbasan. /led/lm/

    [05] American, Albanian specialists verify damages of monuments in Kosove

    TIRANE, Oct. 30 (ATA) - By K.Shehu: A group of American and Albanian specialists organized a several-day verifying joint expedition on the damages caused to the cultural monuments during the war in Kosove.

    Sources from the Institution of Cultural Monuments reported to ATA on Saturday that the expedition was held on the bases of signals on damages of cultural objects issued by UNHCR and other international organizations which operate in Kosove.

    According to the above mentioned sources the material which was filmed, documented and fixed in the camera results that this part of Albanian cultural inharitage is an a very poor state.

    The expedition was organized in different Kosove main cities, but it was mainly concentrated in Prizeren as it is the most important historical city from the cultural inharitance viewpoint.

    The American specialists were representatives of the American "Agrakan" Institution, while the Albanian group was leaded by the director of Tirane monuments Genc Samini.

    "Agrakan" institution is one of the most important institutions in America and it deals mainly with the studying and propagandation of oriental architecture. /led/A.A/

    [06] Paco protagonist in Israeli league - Soccer

    TIRANE, Oct 30 (ATA)- By Besnik Meta, Albanian soccer player from Vlora, Viktor Paco, who plays in the first Israeli league in Hapoel Hafia team since two years now, has attracted the attention of Israeli sports' press.

    Paco has been the main protagonist in the match against Betar team of Tel Aviv won 4-0 by Hapoel, where the talented soccer player from Vlora scored two times.

    In Albania, Paco has played with Flamurtari team before he went to Greece where he has played with Athene's renowned sports club, AEK.

    Although Paco has shown great sportive abilities in Israeli soccer, he has never been called to join Albanian National Team. /led/so/

    [07] Meta: "Government to continue with determination the reforms of market economy"

    Tirana, October 30 (ata) - Elton Metaj - "Our mutual engagements are in the proper direction to implement IMF program on macroeconomics stability, which remained untouched even by the consequences of Kosova crisis", said Albanian Prime Minister Ilir Meta in the meeting held on Saturday with the representatives of International Monetary Fund, that is going on with their visit in Tirana.

    "I want to ensure you for the continuity of our engagements with IMF, because this government of continuity did not came out as a result of any crises, but due to the democratic changes within the main force of majority", said Meta.

    IMF representative said that the current cooperation with the Albanian Government was very fruitful.Thus, IMF sees that important changes are done in inflation reduction, economic increase, which are good signs for sure steps of Albanian economy in the coming year. IMF informed about the agreement fulfilled with Albanian Government for state budget 2000 and the main targets to come true through this agreement.

    Prime Minister Meta stated that Albanian Government will continue with determination the reforms in market economy, structural reforms, increase of efficiency in collecting the taxes and combating the corruption and contraband.

    "In this point of public administration reform, the attempts aim at creating effective structures as possible in order to fulfill the objectives we have undertaken", said Prime Minister Ilir Meta.

    The representatives of International monetary Fund stressed out that the next year cooperation with Albanian Government will consist in reforms for quick and effective privatization of the banks and strategic sectors to give new inspiration to Albanian economy, especially in the new post Kosova crisis reality.

    "This is the moment when the foreign investors are looking at Albania more than ever, and we should be prepared for this", stated the representatives of International Monetary.

    At the end of the meeting Prime Minister Meta guaranteed once more the representatives of International Monetary Fund about the engagement of the Government he leads in fulfilling the common objectives aiming at quick economic development of the country. /a.gj/linda/

    [08] Wind orchestra of Albanian Army awarded Order "Great Master of Labour"

    TIRANE, Oct. 30 (ata) - By Enkelejda Koraqi: The wind orchestra of the Albanian Army, on occasion of its 55th anniversary, was awarded the Order "Great Master of Labour" by President of Albania Rexhep Meidani.

    President Meidani handed over the Order to the chiefs of the orchestra on the motivation "For outstanding activity in presidential, government ceremonies, during training of army units, joint exercises with NATO, for a qualitative organization of artistic concerts."

    The director of the Army Cultural Centre, Beshir Rrokaj presented to participants in the ceremony, a short history on the main activities of the Orchestra, as a worthy follower of the orchestra coming from the National Liberation War.

    On this anniversary, the wind orchestra of the Army had a greeting also by the Minister of Defence, Luan Hajdaraga.

    The wind orchestra of the army was formed in October 1944, close to the Staff of the First Army Corps, in Priske of Tirana. /lh/xh/

    [09] Drafting of AMC privatization procedures

    Tirana, October 30 (ATA) - By M.Pupa - Committee of Consults and Transparency prepared a clear and detailed draft on AMC privatization, on Saturday informed the Privatization Director Vaso Pano.

    The Committee agreed on offering 85% of the company capital to the strategic investor, from 51%-85% defined in the beginning. While 15% of the shares are reserved for AMC employees and to the expropriators of immovable estate, where the buildings of the company are set up.

    "This should be clarified in a decision to be required to the Government on fixing of the packet to 85% and about the structures of offers estimation", said Pano.

    While, the foreign adviser of World Bank IMI presented a draft, where the number and the transfer way of the shares to the investor by 85% and employees and exproriators by 15%, are given clearly. /linda/

    [10] Great Britain voices support for Albanian Army

    TIRANE, Oct. 30 (ata) - By A Haxhiu: The Prime Minister of Great Britain, Tony Blair, expressed on Saturday through a message of greeting addressed to Prime Minister Ilir Meta on occasion of the election of the latter to this post, the support of Great Britain for the Albanian Government.

    "As a result of our close and very efficacious cooperation, the relations between Albania and the Great Britain are now very warm and friendly. Actually, our two countries have now the security and commitment to expand and promote further this cooperation in the future," writes among others the message of greeting of PM Blair.

    Premier Blair also underlined the idea of a meeting between the premiers of the two countries. /lh/xh/

    [11] Interest level decreases again

    Tirana, October 30 (ata) - By Elton Metaj - Supervising Council of Albanian Bank will discuss in the next week meeting the project "On approving the minimal interest level for the time-limited deposits in lek", reported on Saturday official sources from the Central Bank of Albania.

    The expected intervention of Central Bank in minimal level of the interest for the deposits in lek will be the sixth of this kind within this year. Non-official sources from the Bank reports that the Supervising Council will drop again the current level of the minimal interest to be implemented in the time-limited deposits in lek.

    The last intervention done by Bank of Albania is registered in mid September, when a drop by 1% of the minimal interest levels for the deposits in leks of three, six and twelve months maturity for in the banks of state capital took place.

    The decisions of Albanian Central Bank on reducing of interest levels are based in several events, where the most important one is the low inflation level market last months.

    Since the beginning of the year Albanian Central Bank intervened five times to decrease the minimal interest levels for the deposits of twelve months maturity, starting from the level of 16,5% to the last one of 10%. /linda/

    [12] AMC: EBRD credit of 5 million dollars becomes effective

    Tirana, October 30 (ata) - By Dorian Koca - European Bank for Reconstruction and Development EBRD made effective the credit worth 5 million dollars for AMC, reported on Saturday sources from the Ministry of Public Economy and Privatization.

    Already, the strategic buyer of Albanian mobile company has to make the final estimation about the credit of 5 million dollars. The insurance of this credit before AMC privatization increases the trust of this company.

    The efficiency of this credit will affect in acceleration of the plan on AMC development, which has to do with immediate spread of mobile networks in the following zones, Korca, Gjirokastra and Saranda. /lh/linda/

    [13] Greece committed to consolidate relations with Albanian Government

    TIRANE, Oct. 30 (ata) - By A Haxhiu: The Greek Government expressed on Saturday its complete support for the Albanian Government led by new- designate Prime Minister Ilir Meta, writes a message of the Greek Prime Minister Kostas Simitis handed over the PM Meta by the Greek Ambassador in Tirane, Aleksandros Mallias in a meeting the latter had with Mr. Meta in the Council of Ministers headquarters.

    PM Simitis expressed in his message the complete support of the Greek Government for the new Albanian Government and his personal commitment to develop and promote further the cooperation between the two governments to the benefit of the two countries.

    "Our two governments are committed not only to bilateral relations but also to the consolidation of stability and the development of the region," writes Mr Simitis in his message.

    The President of Albania, Rexhep Meidani decreed on Friday the new Albanian Government, led by PM Ilir Meta, following the resignation of Premier Pandeli Meta, who led for one year the government of the coalition "Alliance for the State." /lh/xh/

    [14] Cooperation of opposition is important for political situation in Albania - RP

    TIRANE, Oct. 30 (ata) - By A Haxhiu: The National Assembly of the Republican Party confirmed in its meeting on Saturday the need of cooperation of the Albanian opposition parties in face of the political situation in Albania.

    RP chairman Fatmir Mediu, analyzing the domestic political developments, said that "the government coalition is not presenting any governing alternative, despite the change of the government coalition."

    Mediu said that in view of the present situation in the country, the Albanian opposition must present its objectives clearly. "Only in this way we may go towards the creation of a government with the participation of all political forces and to earlier elections," said Mediu.

    During the proceedings of the RP National Assembly, the participants reconfirmed the existence and cooperation of this party within the grouping "Albanian United Wing." /lh/xh/

    [15] Albanian Bankers Company increases support on development of market economy

    Tirana, October 30 (ata) - By M.Pupa - The main banks that perform their activities in Albania set up their association to protect their interests and to cooperate in strengthening of banking system, on Saturday reported sources from the Albanian Bankers Company (ABC).

    Referring to these sources, ABC acts upon Albanian banking legislation in implementation of its targets and is working on creating a contemporary bank system, as a main axis for the development of market economy by increasing more and more the independence, away from the governmental official effects.

    The members of Albanian Bankers Company are Italian-Albanian Bank, American Bank of Albania, FEFAD Bank, Saving Bank, Greek National Bank, National Commercial Bank, etc. /lh/linda/

    [16] Shkodra craftsmen present their products in Graz fair

    Shkoder, October 30 (ata) - By M.Malja - Shkodra well known craftsmen presented their products in Graz fair (Austria), which is hold last week and in the beginning of this one, on Saturday reported the Secretary of Trade Chamber of this town Arben Haveri.

    According to him, 15 productive companies from Shkodra participated this fair by presenting artistic works in cooper, silver, marble, wood, etc.

    The products were greatly liked by the foreign businessmen that visited the fair. During 10 days of the fair Shkodra businessmen signed sale contracts for their products with foreign businessmen from Germany, Italy, Austria, etc.

    During this year Shkodra craftsmen attended three international fairs, like Damask in Syria, Seloniki in Greece and Bari, Italy.

    Shkodra Trade Chamber is founded in 1991 and has some 450 members. /lh/linda/

    [17] Albanian DP 'expands" territory of rallies

    DURRES, Oct. 30 (ata) - By S Gjordeni: The Democratic Party had on Saturday in Durres a rally which lasted 20 minutes, with the participation of about 2000 DP sympathizers and militants.

    The rally was held in the square before the palace of culture "Aleksander Moisiu," did not bring forth any constructive alternative.

    The leader of the Democratic Party Sali Berisha and the people accompanying him in the rally, namely Jemin Gjana, Jozefina Topalli, Ridvan Bode, Teodor Laco reiterated their demand for new earlier parliamentary elections in Albania. /lh/xh/

    [18] Albania's Government Meta expects vote of confidence by Parliament

    TIRANE, Oct. 30 (ata) - By Eranda Nepravishta: The Albanian Government led by Prime Minister Ilir Meta, which was decreed on Friday afternoon by Albanian President, Rexhep Meidani, is expecting the vote of confidence by the Parliament of Albania.

    On Monday, Meta cabinet will present its program to the People's Assembly and will demand its vote of confidence. The program of the "Government of the Stability Pact" as President Meidani named this government, as well as its composition will not have any radical change as compared with the program of the previous government. Meta stated after he was decreed Premier of Albania, that "the new government will have as its objectives to consolidate law and order and to increase the security in the country, to fight corruption, to increase the faith of the people in the government, to integrate Albania in the Euro-Atlantic structures and to step up the economic growth of the country.

    The stand of the Albanian parliamentary right wing parties towards the new Albanian Government has been made clear. The Democratic Party and the Republican Party have made open statements against the Government of PM Meta.

    But will the parliamentary majority give its vote of confidence to this government?

    In addition to the deputies of the right wing parties, perhaps the dissatisfied people within the Socialist Party, considering that they are having only what they had before, that is, the mandate of the deputy of the 15th legislature of the People's Assembly of Albania (Parliament), will not be willing to give their vote of confidence to the new government. /lh/xh/

    [19] Albanian Army is a stable and solid structure - Minister

    TIRANE, Oct. 30 (ata) - By Enkelejda Koraqi: The Albanian Army, after overcoming the collapse of 1997, is now a very dynamic, stable and solid structure, said on Saturday the Defence Minister, Luan Hajdaraga.

    According to him, the Albanian Government is making an important contribution to the questions of stability not only in Albania but in the region as well.

    Speaking of the work made over the past two years in the lead of the Albanian defence, the Defence Minister said that "we have worked on the basis of very clear programs and the results are being concretely seen in the transformation of the Albanian Army. In this context," he added, "despite the shuffles in the Government cabinet, in the period ahead there will be no changes in the direction of the work."

    Luan Hajdaraga is maintaining the post of the minister of defence since the period of Nano government. By retaining this post also in the new government decreed last Friday, Hajdaraga is a member of the staff of the ministers of the previous Majko-led cabinet. /lh/xh/

    [20] Ecumenical Patriarch Vartholemeu I will visit Albania for first time

    TIRANE, Oct. 30 (ata) - The Ecumenical Patriarch, his His Holiness Vartholemeu I, will visit for the first time the Autochephalous Orthodox Church of Albania (AOCA) from November 2-9, sources from AOCA reported on Saturday.

    Considering the visit of the Ecumenical Patriarch to Albania as an historical visit, AOCA reports that "His Holiness is the first among the equals among the Orthodox Primates, who presides over all the meetings of the 14 autochephalous Orthodox churches, with AOCA being a full member, too. He coordinates the dialogue also with other Christian churches and with various religious beliefs.

    Over his stay in Albania, His Holiness, along with the meetings with Albanian state, political authorities and with leaders of other religious communities, will also visit centres of the metropoles of Berat, Gjirokaster and Korca.

    Also in the context of his visit, works of cult will be inaugurated, among which the Orthodox Church "The birth of Christ" in the city of Shkoder, the Orthodox Diagnosis Centre "Evangelization" in Tirane. /lh/xh/
