  • [01] IMF Mission informed of course of privatization in Albania

    TIRANE, Oct. 21 (ata) - By E Metaj: IMF Mission was informed on Thursday by the Albanian deputy minister of Privatization, Pajtim Bello, of the course of privatization in Albania.

    Privatization of the small and medium enterprises in Albania is over, with the exception of four companies Birra Tirana, Spirits factory in Durres, Profarma and Ajka milk factory which are in the course of privatization, said Bello.

    He informed IMF Mission of the steps made in the privatization of small chrome mines, the contracts for Albkrom and the preparation of the legal frame for the privatization of Albkrom company. They in the meeting also discussed the course of privatization of AMC and the preparatory work for the privatization of Albtelekom.

    The IMF Mission gave assurances that this institution will continue to support Albania to accomplish the program of privatization as well.

    The mission started a visit to Albania last Wednesday, during which the steps and further goals on the priorities in the field of macroeconomy for 2000 are expected to the determined, in cooperation with the Albanian Government. /led/xh/

    [02] Albanian Government adopts some decisions of social-economic character

    TIRANE, Oct. 22 (ata) - The Council of Ministers of Albania adopted some important decisions of the social-economic character in its meeting on Thursday.

    It adopted the decision "On delivery of funds by Japanese Government, as a budgetary support to overcome the situation created as a result of the crisis in Kosova."

    The Government also passed the decision "On adoption in principle of the agreement between Albania and the International Development Association (IDA) for the preparation of emergent project for drinking water."

    Decision "On Protocol of 7th Albanian-Greek Inter-Governmenal Session for the economic, industrial, technical and scientific cooperation between the Albanian Government and the Greek Government."

    The Albanian Government approved in the meeting some other decisions such as that "On the creation of the Central Committee for control of final classification of the customs administration staff," "On the creation of the Central Commission of General Census and Registration of Homes," etc.

    The Government decided in the meeting to accord the Ministry of Culture, Youth and Sports a fund of 9 million lek for the preparations for the celebration of the 55th anniversary of the liberation of Albania. /led/xh/

    [05] Cooperation between Albanian and Italian police is yielding results

    DURRES, Oct 22 (ATA) By Gezim Kabashi: - Coordination of operations between the Italian and Albanian police at sea and on land is yielding good results, said the Italian Lieutenant Colonel Giovanni Arpante on Friday, Commander of Guardia Di Finanza centered in the Durres port.

    The Italian-Albanian marine component of the Interforze mission, in the two years of its activity, sequestered 47 various navigation means, including five ships, thirteen motorboats and 29 dinghies.

    Commander Arpante said that the economic damage the criminal organizations of the illegal traffic caused from these sequestrations and from the blocking of 71 tons of tobacco, amounts to 30 billion liras.

    Over 630 dinghies and motorboats with illegal emigrants on board have been backed towards the Albanian coasts the last two years, and a hundred persons were arrested for favoring illegal traffic, he said.

    The eight vessels of Guardia Di Finanza have been added with three others of the Albanian border police, making possible a greater efficiency against the illegal traffic and the protection of the coastal line up to Sarande.

    Also at the Sazan island, a group of ships of this mission has been operating for some months now, said Arpante. /lh/gs/xh/

    [06] The youth forget about books and "rushes" after discos

    TIRANE, Oct 22 9ATA) By P. Shuteriqi: - The beginning of the new academic year marked the "flourishing of the discos season" in the capital city, Tirana, thus taking most of the pupils' leisure time.

    A poll held recently by the non governmental association "Woman in development" shows that among 1000 pupils interviewed, 80% of them do not prefer libraries, whereas only 10% buys books and another 10% shows interest in the new artistic publications.

    In Tirane, mainly in the afternoon and specially during weekend over 10 discos function and are crowded with secondary school pupils, along with some from 8th form school.

    Asked where do pupils pass their leisure time, about 90 per cent of the interviewed responded "mainly in discos."

    Some 877 pupils responded they had bought no artistic books, but they said they had "a lot of cassettes with songs."

    Sources of the Ministry of Education and Science reported to ATA that "at the end of the school year 1998-1999 from 1 815 eight form schools of public education, 160 of them have libraries located separately."

    As for the secondary schools, the same source said that "out of 396 schools, 296 have libraries with a total fund of 819 672 artistic books and with an average of titles around 833 for each library."

    These are statistics, but the reality, especially that in the capital, Tirana, proves differently... /gs/xh/

    [07] Albanian scenic art to take part for first time in International Theater Festival of Sarajevo

    TIRANE, Oct. 22 (ata) - By K Shehu: Albanian scenic art will be presented in the International Theater Festival to be held in Sarajevo on October 28, 1999.

    "Fernando Krafi wrote a letter to me" is a drama which Albania will be represented in the Festival in which most outstanding theater casts of Europe will take part.

    Put on stage three years ago, the drama, authored by German dramaturg Tankred Dorst and translated skillfully by Robert Shvarc, has Gezim Kame as producer and Ndricim Xhepa and Yllka Mujo as its main actors. /lh/xh/

    [08] Construction in green locations of Tirana prohibited by Municipal Council

    TIRANA, Nov. 22 (ata) - By G Dilaveri: The Municipal Council of Tirana adopted in a meeting on Friday, the decision which prohibits illegal construction and sanctions their ruining if built in the Great National Park and in all parks of the city of Tirana.

    In order to maintain the Great National Park of Tirana, the working group "For a clean Tirana" has demanded at the beginning of the current year from the Ministry of Public Works and Transport and the city-hall of Tirana to prepare the estimate for a surrounding wall, according to the blueprint of 1990, and to ruin all illegal construction in that park, but so far nothing has been made.

    At the end of 90s, the green area in the park was 4.2 million square meters, while now it has been reduced to 2.9 million square meters or 30 per cent during a period of 7-8 years, as a result of the illegal constructions made in it. /lh/xh/

    [09] Final Session of Albanian SP Congress starts in Tirana

    TIRANE, Oct. 22 (ata) - The Third Congress of the Socialist Party started Friday morning its final session during which it will discuss article 15, point 7 of the SP statute, which has caused problems for 36 members of the General Leading Committee, who have not received more than 50 per cent of the votes of the participants in the congress.

    The session today started with the verification of the mandate for the participating delegates.

    The announcement for the reconvening of the Congress was made last Monday by the chairman of the SP, Fatos Nano in a meeting he had with local SP chairmen. Prime Minister Pandeli Majko, who had the post of the SP Secretary General until the congress was held, has considered this session of the congress as a precedent which would not have a positive impact on the developments in the country. /s.s./xh/

    [10] Some 2.5 million lek for dormitories in Tirana adopted

    TIRANA, Oct. 22 (ata) - By G Dilaveri: An amount of 2.5 million lek was adopted on Friday by the Municipal Council of Tirana to improve the conditions in the dormitories of secondary vocational schools in the capital.

    This fund meets the needs for 150-200 new beds and to improve the existing conditions in the dormitories.

    The department of dormitories in secondary schools, depending on the Tirana city-hall, administers six dormitories of the secondary vocational schools in Tirana city. /lh/xh/

    TIRANE, oct. 22 (ata) - By Elton Metaj: The Central Commission for the control and final classification of the staff in the customs administration was established recently, sources from the Ministry of Finances said.

    [12] Fifty Kosovar women to gain experience in a training course

    TIRANE, Oct 22 (ATA) By Eva Londo: - The Albanian women center in Tirane started the training of fifty Kosovar women on issues connected with the foundation of women's organizations in Kosovo.

    Edlira Muhedini, the center's coordinator, on Friday said that the training aims at providing with necessary knowledge on international conventions, human rights and the women's rights as part of human rights.

    According to Muhedini, giving experience to establish a non governmental organization, defining strategies and policies, short-term and long-term aims and objectives as well as the drafting of a project-proposal and its introduction to the donors, are an important part of this training. /lh/gs/

    [13] Japan supports Albanian state budget with 800 million yen

    TIRANA, Oct. 22 (ata0 - By E Metaj: The Japanese Government has financed 800 million yen (about 8 million dollars) for the Albanian state budget to pay the supplementary expenses made during the Kosova crisis.

    According to sources from the Ministry of Finances, the Japanese fund has been divided between the Albanian Energy Distribution, Albpetrol, the General Railways Department and the Ministry of Agriculture and Food.

    In order to pay the supplementary expenses of the state budget caused from the crisis in Kosova, Albania has received budgetary support from some international financial organizations and several states. The main weight in these funds is held by the World Bank and the European Union. /lh/xh/

    [14] The Italian Charitas to rehabilitate the electric network of Maliq

    KORCE, Oct 22 (ATA) By B. Fejzullai: - The electric network of the Maliq town is being rehabilitated with funds of the Italian Charitas centered in Pozano, the Mayor Arben Lumani said on Friday.

    The Pozano Charitas, besides this project of $25 000, will finance the rehabilitation of the sugar plant workshop, the establishing of a carpentry unit and garage, said Mr. Covalera, representative of this Charitas.

    Pozano's Charitas, operating for four years now in Maliq, has brought food aid for the families with low income, and has financed the treatment of four patients from the town in Italian clinics. /lh/gs/

    [15] REC plans opening of a new centre in Kosova too

    TIRANE, Oct. 22 (ata) - By Eva Londo: The Regional Environmental Center (REC) office in Albania has planned to open a similar office also in Kosova.

    The chief of the Tirana-centered REC, Mihallaq Qirjo, said on Friday that the centre in Kosova is expected to start functioning within a month and members of its staff will be Kosova Albanians, who will attend a training course in Budapest, where REC has its central office.

    The fund invested for the training course is part of a USD5 million package that Budapest-based REC has accorded for the development of civil society in the Balkans, and a special Japanese delivery. /lh/xh/

    [16] WB finances water provision project for four Albanian cities

    TIRANE, Oct. 22 (ATA) - By E.Metaj: World Bank (WB), accorded a fund of $ 8 million through the International Development Association on the rehabilitation of potable water supply system in four cities of Albania. The cities to profit from this project are Fier, Durres, Sarande and Lezhe.

    Albania and IDA have agreed to deliver immediately $ 500 000 from the total value of $ 8 million to accelerate the beginning of this project implementation.

    Albania became a member of WB and IDA in November of 1991. The main aim of loan-giving from the WB was the decrease of poverty, economic growth and development of private sector in Albania.

    The IDA loans given for Albania since 1992 reach 481,75 million and are delivered in support of 33 projects. /lh/A.A/

    [17] SP congress over, delegates change status

    TIRANE, Oct. 22 (ATA) - By I.Luto, E.Koraqi: Some 421 socialist delegates out of a total of 571 voted pro the changes in the party status proposed by the chairman Fatos Nano in the final session of 3d SP Congress.

    The leadership of the congress demanded the drafting of a project decision issued by Wednesday's meeting where was asked an amendment in article 15, point 7 of the status.

    This change legitimates even the 36 members of General Steering Committee (KPD) which did not win more than 50% of the votes of delegates in the congress.

    The congress decided as well that the status changes endorsed in the session of October 10 will be put in power after the local elections of 2000.

    SP chairman, Fatos Nano announced that the KPD, out of which will be elected the party leadership and the secretaries, will meet on Saturday.

    The socialist ministers of Majko-led cabinet as well as the dominant part of members of Euro-socialist Youth Forum were absent in the final session. /lh/A.A/

    [18] Anti-contraband arranges the clearances

    Korce, October 22 (ata) - By B.Fejzullai - Anti-contraband is arranging the clearances in four custom offices of southeastern region of the country, reported on Friday the head of Korca custom office Ridvan Avxhiu.

    According to him a control by two anti-contraband teams, sent by the Ministry of Finances in frame work of CAM-Albania project, financed by European Union, is going on since a week. They asked the clearances for all the commercial subjects to be performed in conformity with the goods destination and not in the border entering points as it is done till now.

    This thing facilitates the work in the border custom offices and combats the contraband, present there. 10 heavy vehicles are presented to pay the custom duties in Korca custom on Friday, while last month the averaged number of the vehicles to pay the custom duties per month is 20-25, stressed Avxhiu.

    The same thing has started to be implemented even in the other custom offices, such as Qafe-Thane and Gorrica. /lh/linda/

    [19] Albania takes part in tourism fair in Rumania

    Tirana, October 22 (ata) - By A.Lila - Albania is present as the tourism fair organized in Rumania.

    According to the sources from the Tourism Committee, some 170 countries participate this fair, which is opened on Friday and will be open till October 26. The number of the visitors is reckoned to reach some 200 thousand people.

    TIRANE, October 22 (ATA) - Secretary General of the International Organization of Francophonie (ONF) Butros Butros Gali congratulated the President of Albanian Republic, Rexhep Meidani on Albania's admission as associate member in this organization.

    The press office close to the presidency quoted to ATA on Friday a part of the letter Gali addressed to Meidani, which says:

    " ... I would like to express my congratulations on accession of your country in our organization with the status of associate member.

    [21] Nearly 236 thousand unemployed in Albania

    Tirana, October 22 (ata) - By Edlira Canga - Referring to the data taken from Statistics Institute INSTAT, the number of unemployed people in Albania reached to 236 thousand during 1999.

    The most problematic districts are Tirana with some 33 thousand, Shkodra with 22 thousand, Vlora and Berati with some 13 thousand. These figures belong only to the inscribed unemployed, while that number might be greater.

    The staff of Employment Office in Tirana stated that many unemployed people do not get registered and as a result they do not profit the social assistance. The value of the social assistance offered to the unemployed starts from 260 leks and varied according to the working years and the number of the children.

    The number of those to profit the social assistance in Albania is some 24 thousand people, meanwhile, this number increases by 30 people during the first three months of year 1999. The total number of the unemployed people reached nearly to 1 000. /led/linda/

    [22] New book on Albanian persecuted students

    Tirana, October 22 (ata) - By Eva Londo - Albanian students that pursued their studies in different schools in Austria till 1944, but after the establishing of communist regime are executed or persecuted will be included in a book.

    The book entitled "Albanian students that study in Austria" will be published soon by the Austrian Embassy in Tirana in cooperation with Politically Persecuted Association.

    Referring to the documents some 375 Albanian students pursued their studies in Austria, and 270 of them did not manage "to taste" Albanian Liberation, while 75% of them were put in prison.

    Based upon the information of Austrian Embassy and the Association of Politically Persecuted the number of the students in France (40% imprisoned), Italy (50% imprisoned) and England, is made evident. /led/linda/

    Tirana, October 22 (ata) - By Manjola Pupa - The Italian company for foreign enterprises SIMEST, present at the fair Fiera Del Levante, on Friday made known its new projects to be implemented in Albania in frame work of PHARE Program in environment, energy, transport and public services.

    [24] GTZ predicts offering of new credits for Albanian farmers

    Tirana, October 22 (ata) - By E.Xhajanka - German project for economic and technical cooperation GTZ and KFW is preparing for a new credit project for Albanian agriculture, which foresees the offering of the credits to the farmers in a considerable quantity and to be paid back within 10 years.

    GTZ has invested 25 million dollars for Albanian agriculture during the period 1994-1999, told ATA sources from GTZ.

    GTZ project, financed by the German Ministry for Economic and Technical Cooperation has supported during this time different sectors of agricultural mechanics, food control labs, Agricultural University, milk factory Ajka and the rural credit centers.

    The development of rural private sector covers a considerable part in the project of GTZ program. GTZ in collaboration with KFW financed during the period 1998-1999 some 7 million marks in support of Albanian farmers. /dast/linda/

    [25] IMF trained income tax control inspectors

    Tirana, October 22 (ata) - By Dorian Koca - The training seminar of income tax control inspectors in Albania, organized by the General Tax Directorates in collaboration with German foundation "Hans Seidel", IMF and World Bank, is over.

    Control inspectors of tax-tariffs offices in districts, responsible to control the income tax of all native, foreign subjects and joint ventures in Albania, took part in this seminar.

    [26] Greece earmarks 58 million drachmas for Gjirokaster police

    GJIROKASTER, Oct 22 (ATA)-By Sh. Hajno, The Greek government has earmarked 50 million drachmas to complete the operative hall of Gjirokaster prefecture police.

    This was confirmed by Greek Public Order Minister Hrisoidhis, after his meeting with Albanian Counterpart Spartak Poci in Sarande on Thursday.

    The Gjirokaster police operative hall, which will be completed in January 2 000, will serve for working out information in the joint fight of the two neighboring states against organised crime, contraband, illegal emigrants, drugs and weapons trafficking.

    Yesterday's meeting of the two Public Order Ministers has been the second in the three month period, after that of Ioannina on October 20, 1999. /led/so/lm/

    [27] Budget deficit amounts to 34,6 billion leks for 9 months

    TIRANE, Oct 22 (ATA)- By Dorian Koca, The budget deficit in Albania during the 9 month period of 1999 has increased to 34,6 billion leks as against 30,6 leks during the 8 month period, sources from the Finance Ministry told ATA on Thursday.

    During this period some 111,3 billion leks have been spent and 76,6 billion deposited. During the 9 month period the customs administration has cashed 26,1 billion leks in the state budget, with a deficit of 3,2 billion leks.

    Incomes from the tax administration amount to 20,5 billion leks with a realisation of 97,6%.

    As regards to expenses, during this period they have been realised by 111,3 billion leks. While 28 billion leks of debt interests have been paid in nine months. /dast/so/lm/
