  • [01] Albanian-Greek joint venture for ready-made clothes for children established

    LIBRAZHD, Feb.17 (ata) - By H Balliu: An Albanian-Greek joint venture, Alba-Grek, for the production ready-made garments for children started operation in the town of Prrenjas recently.

    Representatives of the Albanian party, Florenc Nasllavica and Abedin Agolli told ATA that there are 50 women from Prrenjas who are working in the firm.

    The main objective of the firm, with its headquarters in Athens, is the production of textile knot-wear for children, which will then be exported to Britain.

    The closure of the cigarettes factory, Albania-Tabak, in Prrenjas during March 1997 unrest in Albania, in which more than 80 people were employed, increased unemployment in the town with a population of about 8 000 inhabitants.

    The beginning of the work of the new firm for clothes and of the work for the construction of the highway for Corridor 8 by the Macedonian firm Mavrovo is expected to ease the problem of unemployment in Prrenjas, which numbers about 2300 unemployed people. /lh/xh/

    [02] We have ratified Convention for removal of double taxation between Albania and Bulgaria - Dokle

    TIRANE, Feb.17 (ata) - The deputy Parliament Speaker of Albania, Namik Dokle, met Wednesday with the Ambassador of the Republic of Bulgaria in Tirane, Bobi Bobev, with the request of the latter.

    As the press office of the Parliament reports, the Ambassador informed Mr Dokle of a visit that an Albanian economic delegation will pay to Bulgaria soon. He showed interest of the ratification of the Convention between Albania and Bulgaria to avoid double taxation, on the income tax and the capital. Mr Bobev said that the Bulgarian Parliament will examine the Convention in March while it had lately approved the removal of capital punishment.

    Expressing his thanks to the Ambassador, Mr Dokle informed him that the Albanian Parliament has ratified the Convention between the two countries for the removal of double taxation. /lh/xh/

    [03] Kosova people settled in Fier prefecture

    FIER, Feb 18 (ATA) - By Harilla Ko�i: Some 411 people from Kosova have been settled in the Fier prefecture, according to prefecture sources.

    Ilir Dano, Secretary General of the Fier prefecture, said to ATA that most of them had been accommodated in the city of Fier and a few of them in Dermenas, Qender and Topoje. They are sharing dormitories or hired apartments or even stay with their relatives.

    They were given aid in food and clothing and financial assistance.

    Special commissions have been set up in cooperation with the prefecture of Fier and Lushnje to monitor their living conditions and tackle whatever problem may arise, Dano said. /dast/ak/

    [04] Godo hails Great Britain stand on solution of Kosova issue

    TIRANE, Feb. 18 (ATA) - The chairman of Parliamentary Foreign Policy Commission, Sabri Godo, who is on a work-visit in London, hailed the stand of the government of Great Britain on solution of Kosova issue.

    The press office of Parliament reports that during his visit in London, Godo met representatives of British Conservatory Party, visited the Royal Institution of International Relations and has been invited in a meeting by the Minister of State for Foreign Policy Tony Lloyd. The meeting was held in the grounds of British Foreign Ministry.

    In these meetings Godo hailed the important role the Albanian personalities should play for solving Kosova issue.

    The announcement said that both parts agreed on intensification of relations between Great Britain and Albania.

    Godo met in special meetings the chairman of Parliamentary Commission for Foreign Policy, Donald Anderson, the chairman of Albanian-Britain Inter- parliamentary Commission, John Austin and he payed a visit in Albanian section of BBC. /dast/A.A/

    [05] Classics of Albanian cinematography in cards

    TIRANE, Feb.18 (ata) - By Enkelejda Riza: Better late than never...! That which great artists of world cinematography have experienced for years now, Albanian actors will have the chance to experience at the end of this century. The image of the most renowned actors of Albanian feature film will will be fixed soon in cards.

    "It is an initiative of the State Central Film Archives (AQSHF) which wants to present Albanian artists artistically in cards. There are some Albanian artists whose image will be stamped in cards, actors who "have a record number of roles in feature films." /dast/xh/

    [06] Health ministry works out a plan to resolve problems

    TIRANA, Feb 18 (ATA) - By R. Xhuvani: A detailed three-month plan is going to be worked out by the working group of the Ministry of Health to help them resolve some problems facing the "Mother Teresa" University Hospital Center (QSU) in Tirana.

    A spokesman of the ministry said that the working group will cooperate with the QSU representatives to make evident the problems and find a way out.

    The most delicate points of the medical service are related to the QSU infrastructure.

    Creating appropriate hygiene-sanitary conditions in wards and setting up a new kitchen as soon as possible are the priorities of the plan. It also included rehabilitation of parks within the territory of hospital and adoption of administrative and penal measures for those who violate the internal rules and try to carry out illegal constructions within the QSU territory.

    The plan expected to be signed soon will include the issue of QSU status demanded by the independent health trade union in a meeting with minister of Health Leonard Solis.

    To meet the real demands of the complex, which are actually covered by the state budget, the Ministry of Health has taken a decision on additional funds including payment for hotel service in the hospital.

    The QSU complex has a fund of US$5 million for its activity instead of US$50 million a year. Its budget is estimated at 20 percent of the Health Ministry and 45 percent of the budget for hospital services. The World Bank has invested a fund worth US$11.7 million for the QSU. /dast/ak/

    [07] Albanians of Eastern Kosova have a hope in Rambouillet conference

    PRISHTINE, Feb 18 (ATA) - Presidency of the Presheva-based party for Democratic Action greeted the unity and commitment of the Kosova delegation in Rambouillet, France, in support of aspirations of the Kosova people and hoped that this conference would be a positive turning point even for their issue.

    "In the unity and historic contribution of the Kosova delegation in Rambouillet for the national issue the political forces in the Eastern Kosova as every Albanian in Presheva, Byjanovc and Medvegje have a great hope that the conference would be a positive turning point even for the solution of their issue, putting an end to discrimination exerted by the present Serb regime," said a statement of the party presidency obtained by the Center for Information in Kosova.

    Using the same scenario applied ten years ago in Kosova, the Serb regime is dismissing Albanians from state bodies, particularly from police saying that they have refused to participate in bloody Serb operation in Kosova, the statement said. /dast/ak/

    [08] Greek embassy continues work normally

    TIRANA, Feb 18 (ATA) - The Embassy of the Republic of Greece in Tirana is continuing its work normally, according to a press communique obtained by ATA.

    It said: "the embassy is working normally and will not suspend its work in the coming days."

    The communique said that the Greek Embassy was put under tight security by the Albanian police and the presence of Greek troops there was not true.

    Part of the daily press reported on Thursday that the Greek Embassy in Tirana had closed its activity out of the fear of attacks from Kurd militants after the arrest of their leader Abdullah Ocalan by Turkish security forces and his extradition in Turkey. /dast/ak/

    [09] Great Britain and its relations with Albania in the focus of some scientific activities in Tirane

    TIRANE, Feb.18 (ata) - By P Shuteriqi: A number of study-scientific activities will be held in Tirane in the coming week on the history of the Great Britain and its relations with Albania in the past two centuries.

    "These activities will serve a closer acquaintance with the history and culture of Great Britain and the consolidation of the friendship between our two peoples," said to ATA Thursday the chief of the Department of History in the Tirane University, Valentina Duka.

    Along with two British lecturers, also scholars and historians of this faculty will read their papers on "The Albanian-British relations over the past two centuries," stressed Duka.

    In cooperation with the British Embassy and the British Council in Tirane also other activities will be held such as cultural events, scientific sessions devoted to the history of our two countries, the foreign policy, etc., with the aim of "putting on more real and scientific bases the relations which have been developed between our two countries for more than 200 years in succession." /dast/xh/

    [10] Prishtina daily says NATO be deployed in five commanding areas

    PRISHTINE, Feb 18 - ATA correspondent Behlul Jashari reported that the daily of Prishtina "Koha ditore" quoted Western sources as saying that "there are possibilities that warring sides fail to sign an agreement but only a statement according to which the negotiating parties concede that they accept the agreement offered by the Contact Group."

    The same sources said "the U.S. military letter" which was handed over to Milosevic (Yugoslav president Slobodan) late on Wednesday by the ambassador Christopher Hill foresaw that NATO had five commanding areas in Kosova. Albanians will receive it tomorrow.

    "Prishtina will be under the control of Britains, the border with Albania be controlled by Americans, North of Kosova by Italian forces while the South by French troops," it said.

    "The military paper" said that the commander of the forces would not be a British senior commander but French one at the framework of a so- called high-ranking command of NATO in Kosova," the daily Koha Ditore said. /dast/ak/

    [11] Humanitarian drama in Kosove costs lives of 4 Albanian children

    PRISHTINE, Feb.18 (ata) - ATA correspondent in Prishtine Behlul Jashari reports: The press of Prishtine reports today of the death of four Albanian children because of cold and the lack of medicaments.

    A family in village Dashinoc, in Decan, sheltered in mountains to escape Serb strikes, has lost two of their children and two others, and their mother are in a grave state in the hospital of Gjakove. Two other Albanian children of another family in village Perstenik of Drenice, have also died because of the cold weather and the lack of medical assistance and medicaments. /p.ta/dast/xh/

    [12] Tense situation continues in Podujeve

    PRISHTINA, Feb. 18 (ATA) - By Belul Jashari: A Serb military convoy, made up of two armoured vehicles, three big transport vehicles and four other vehicles with military troops on board entered on Thursday morning Kosova, while sources from Podujeva speak of a very grave situation also due to the intensive movements of the Serb forces there.

    Even during yesterday's shelling which lasted until late on Wednesday, the Serb artillery shelled several houses in the town of Podujeve, along with those in the villages of Obrance and Godishnjak, but there are no reported on killed or hurt until now. /dast/mt/

    Tirana, FEB. 18 (ATA) - By Lolita Thanasi - According to the fixed exchange rate of Tirana Bank on Thursday a dollar is exchange with 140.6 lek. DM against the Albanian currency is 81.2 lek, LIT (1000) marks the value of 81.5 lek, GRD(100) is exchange with 49.90 lek and EURO with 158.2 lek.

    [14] Meidani encourages foreign investors for investments in Albania

    TIRANA, Feb. 18 (ATA) - Albania President Rexhep Meidani met Thursday with the leaders of the Italian-Greek company "Hercules General Cement," which is part of the powerful group of the Italian companies "Montedison," President press and information office reported.

    The chairman of the company board, Massimo Gindio, familiarized President Meidani with the concrete objectives in many fields of production, by also appreciating the possibilities offered by the Albanian economy for foreign investments.

    President Meidani encouraged the investors, present in the meeting, for effective contacts with the specialized structures of the administration and stressed that Albania and the entire region offer absorbing possibilities for the foreign investments. He also encouraged the investors to follow and take part in the process for the privatization of economy. /dast/mt/

    [15] Starts second phase of project "Global Education in school"

    TIRANE, Feb. 18 (ATA) - By P.Shuteriqi: With the initiative of International Institution of Global Education in University of Toronto, Kanada, the project "Global Education in school" started to be applied in October 1997 in several schools of Tirane, Durres, Elbasan, and Shkoder, the scientific employee of the institution of pedagogical studies, Astrit Dauti, told ATA on Thursday.

    The philosophy of this project which is characterized by a wide dimension in time and space, considers the world as a system where events are closely connected with each-other.

    The first phase of this project aimed at deciding the subjects where the philosophy and methodology are to be applied. These subjects are thought to be the Albanian language, mathematics, and civil education, with the pupils of the 5th grade of 8the year school in the four above mentioned districts. A special attention was also payed to the professional training of teachers, organization of activities and their testing in the respective schools, as well as the analyses of the results achieved during this period.

    The project, second phase of which is being applied this year in the same institutions, according to the specialists of this field "helps the Albanian school in creation and consolidation of features of the new school, in accordance with the development of the society. /dast/A.A/

    [16] Last night Tirana without electricity

    Tirana, Feb. 18 (ATA) - By M.Pupa - "An object in its construction process, near the area of "Tirana e Re" (New Tirana) damaged on Wednesday the main cable of electric energy, as a result left this area without electricity at all", said for ATA the General Director of Abanian Energetic Cooperation (AEC) Alfred Paloka.

    This problem, according to Mr.Paloka, is recovered yesterday after seven hours.

    Anyway, Tirana "taste" again the lack of energy. This time it is not AEC fault but of the construction companies, which are so irresponsible./linda/

    [17] Albanian Youth Forums urge fair solution of Kosova issue

    TIRANA, Feb. 18 (ATA) - The Albanian Youth Forums (political and non political) convened Thursday in a round table to discuss on the current situation in Kosova.

    The representatives of the political youth groups urged the Albanian delegation in Rambouillet to stay consistent in its stand regarding the Kosova issue. Also, they asked from the Hague to start investigations for crime against humanity against Milosevic and his collaborators.

    The Youth Forums and the representatives of youth organizations urged the President of the Republic and the Albanian Government to strengthen the political action in support of the solution of the Kosova issue. /dast/mt/

    [18] Fall interst rate of banks of public capital

    Tirana, Feb.18 (ATA) - By Lolita Thanasi - The Superviser Council of Albanian Bank approved yesterday the decrease of the minimal rates of the interest for the deposits of the banks with public capital.

    The minimal rates of the interest fall from 16,5% for the three kinds of deposits of three, six, twelve months maturity to 15,5% for the deposits of three and six months maturity, while for the deposits of twelve months maturity fall to 15%.

    This decision, according to the Albanian Bank, is based on the fall of the inflacion level from 8,7% to 6% in the end of December, the stability of Albanian currency LEK against the foreign ones, and the fullfilment of many objectives of the program of year 1998.

    The Albanian Bank reckon that the fall of interest rate will affect positively the economy credit.

    [19] Rambouillet talks towards final stage, Foreign Minister

    TIRANA, Feb. 18 (ATA) - By I. Paco: Albania Foreign Minister Paskal Milo declared Thursday in the government meeting that "the Rambouillet talks are going towards the final stage and the annex of security has been given today to both parties."

    The chief of the Albanian diplomacy has closely followed and is following this process aiming at offering its contribution to find a quick and peaceful solution to the conflict in Kosova," the Ministry of Information reported to ATA.

    Milo said that "the government has respected the principle of self- determination and non change of border through violence."

    He further informed the government cabinet with the contacts he has had with his counterparts and other representatives of the Contact Group.

    Milo said that the government representatives in Paris are having constant contacts with the representatives of Kosova, Contact Group, as well as with diplomats who are in Paris. /dast/mt/

    [20] Parliament meeting on anti-smuggling law

    TIRANE, Feb. 18 (ATA) - By I.Luto: The Minister of Public Order, Petro Ko�i, the Minister of Defence, Luan Hajdaraga, as well as the Minister of Transport, Ingrid Shuli, reported on Wednesday before the Parliamentary Commission of Order on implementation of law "On registration and control of nevigation vessels".

    The chairman of the parliamentary commission of order, Neritan Ceka, told ATA that the aim of the meeting "was to affect collaboration of ministries to issue the bylaws and the creation of necessary spaces for operational cooperation".

    Vlora deputies Fejzo, Alushi and Brokaj pointed out the necessity of undertaking tough measures for controlling of illegal entrance of foreigners in our borders, because Vlora coast has become a supplying point of clandestine smuggling. For this aim the Order Minister, Petro Ko�i informed them for measures taken in Rinas airport as well as in the road axis Kakavije-Tirane. He said also that in the meeting he had with the Italian Interior Minister, Jervolino, he asked for a logistic and human presence from the European Union in the Albanian border points, because the illegal traffic causes victims and is a destabilizing factor in Albania.

    The law on registration and control of nevigation vessels was adopted a month ago by Albanian parliament to keep under control the phenomenon of clandestine smuggling. /lh/A.A/

    [21] Saving Bank: Considerable increase of deposits

    Tirana, Feb.18 (ATA) - By Lolita Thanasi - The end of year 1998 marks a considerable increase of the deposits of the Albanian Saving Bank.

    According to the Director of the Finance Administration Mr.Llazi Balliu only in December 1998 the deposits in LEK increase by 2 billion 734 million lek.

    In the total deposits great increase marks the long term ones and mainly the deposits of twelve months maturity that cover nearly 50% of the increase. They are followed by the deposits of three months maturity, which cover nearly 45% of the total increase.

    According to Mr. Balliu, beside the deposits in LEK, there is an increase in the currency ones. The deposits in USD increase respectively by $458 000, the deposits of one month maturity increase by $102 000 and the deposits of six months maturity increase by $105 000.

    Considering the other kind of currencies DM remains stable comparing with the values of the previous months. The deposits in Lirets increase by $300 million LIT and the deposits in GRD increase by 170 million GRD./linda/

    [22] Lakrori to start working visit in Lubjana

    TIRANA, Feb. 18 (ATA) - The State Secretary for the European Integration, Maqo Lakrori, will start Friday, on 19 February, a working visit in Lubjana, invited by his Sloven counterpart, press office close to the Foreign Ministry reported.

    During this visit, which aims at opening the way to the concrete cooperation between the two countries in the field of processes for the European and Euro-Atlantic Integration, Lakrori will hold a series of talks.

    He will meet with the Minister of European Issues of Slovenia, Igor Bacvar, the State Secretary in the Foreign Ministry, Franc Juri, the State Secretary in the Defence Ministry, Bogdan Koprivnikar, as well as with other senior parliamentarians and officials.

    The bilateral cooperation in the integrating issues, the exchange of information and others will be the issues to be discussed during the meetings that Lakrori will hold in Slovenia. /mt/

    [23] Sacrifice and blood give force to Albanian nation to survive, President

    TIRANE, Feb. 18 (ATA) - Albanian President, Rexhep Meidani, met Thursday midday representatives of families of Kosova martyrs, the press department close to the President reports.

    Addressing his speech to the family members of victims caused by the Serb violation, where are listed even the brother and son of the hero Adem Jashari, from Drenica, President Meidani said: "The sacrifice and blood of brothers, mothers and children from Kosova give force and pride to the Albanian nation to survive, give force to representatives of Kosova in Rambuillet to crown with success the right issue of Kosova people".

    "We hope to reach together positive results in the name of the future and national ideals", added President Meidani.

    The families of victims thanked President Meidani for the support he has given to Kosova issue.

    Afterwards the discussion was focused on the actual situation in Kosova, and especially in the situation of the families persecuted by Serb crimes and massacres, defused in different regions of Kosova. /lh/A.A/

    [24] Home production cover 42% of Albanian exports

    Tirana, Feb.18 (ATA) - By E.Mataj - Home production covers 42% of the total Albanian exports in 1998.

    According to the recent figures of the General Customs Directory the total value of the goods export in 1998 is 12,964 billion lek. From this value 12,964 billion lek are goods exported from the Albanian home production.

    August and November 1998 are the months in which the home production is exported considerably, respectevely by 1,685 billion lek and 1,477 billion lek. While the "poorest" month in which the level of home production export is low is January, during which are exported nearly 538 million lek.

    The other part of the exports realized last year is covered by the active eleboration or rexports. The value of the goods rexports last year is nearly 18,174 billion lek or 58% of the total Albanian exports. In this category are included the goods produced by the clients' materials, because this materials come from abroad and it is eleborated here and then it is rexported.

    Although the progress in the Albanian economy in 1998, again the home production is so poor compared with other products of active eleboration./linda/

    [25] Friends of Albania to hold third conference

    TIRANA, Feb. 18 (ATA) - By I. Luto: On 24 February 1999, the Friends of Albania (FoA) will meet in the international setting in Vienna. This follows a September 1998 meeting that took place in Brussels, which established the FoA Group, as well as the Ministerial Conference in Tirana on 30 October 1998. Since the Friends of Albania is co-chaired by the European Union and the OSCE, this third meeting has been scheduled at OSCE headquarters in Vienna.

    The Conference will not only assess the developments in Albania since the Tirana International Conference, but also review the cooperation between the Friends and Albania and its effectiveness, press office close to OSCE headquarters in Tirana, reported to ATA.

    According to this release, the Conference is taking place at the level of high officials and has invited an Albanian delegation. The Friends will hope to conclude the Conference with final conclusions concerning possible action for the future. A press statement will be issued immediately following the conference. /mt/

    [26] Chinese specialists start work for construction of hydro-power station of Bushat

    SHKODER, Feb. 18 (ATA) - By M. Malja: Some 25 Chinese specialists started work recently to closely study the grounds in which the hydro-power of Bushat will be constructed.

    The spokesman of the Shkoder prefecture reported to ATA that the Chinese specialists are actually carrying out the measures of the topographic picketing by also collecting geophysic data about the terrain. The construction of the yard in the village of Ashte, some 4 km far from Shkoder, is expected to start after 45 days.

    Some 140 million dollars will be spent for the construction of the Bushat hydro-power station. Some 80% of this amount will be invested by the Chinese government and the other part by the Albanian government.

    The construction of this hydro-power station is expected to finish within three years, and it will be constructed by the Chinese company "Hepin," the bid winner.

    Some 1200 persons will be employed in the works for its construction.

    The hydro-power station of Bushat is the fourth constructed over the Drin river, after those of Vau i Dejes, Fierza and Koman. /mt/

    [27] Two Albanians kidnapped in Ferizaj

    PRISHTINA, Feb. 16 (ATA) - Reports from Ferizaj said that two Albanians were kidnapped in mysterious circumstance on Saturday night (Feb. 13). The persons kidnapped are Halil Hashani from Gremje village of Ferizaj and another person, whose name has not been identified yet, the above sources said.

    Three Albanians were kidnapped last week and later they were reported to have been killed far from place of kidnapping. The authors of this act are supposed to be members of the Serb organization "Cerna Ruka," the Kosova press agency reports, adding that small Serb civil groups, organized in the communes of Peje, Istog and Kline, have increased recently their criminal activity."

    Kosova press also reports that the OSCE Verification Mission in Peje and Kline has been informed about these acts. /lh/mt/
