  • [01] Yugoslav soldiers open fire on Albanian border unit

    TIRANA, Oct. 7 (ATA) - The Yugoslav soldiers have opened fire on an Albanian border unit in the district of Kukes on Tuesday.

    The spokesman of the Ministry of Public Order reported to ATA that on Tuesday at 12:10, in vicinity of the border post D 16/9 in the village of Borje, the Albanian border unit was shot by fire weapons from a Yugoslav unit while patrolling.

    The Albanian border soldiers have taken up defensive positions but without responding to the fire. The bullets of the Yugoslav soldiers have hit the observation post of the Albanian unit and its fire sites.

    The Yugoslav party has been called to a meeting regarding this incident, said the spokesman of this ministry. /s.s/mt/

    [02] We are conscious Milosevic is not serious and reliable partner for negotiations - Chrismant

    TIRANA, Oct 6 (ATA)-President of the Republic Rexhep Meidani on Tuesday met, at their request, with the ambassadors of the Contact Croup nations accredited to Tirana.

    The ambassadors, by order of the French and British Foreign Ministers set forward to Meidani the stand of the Contact Group in its latest meeting for the implementation of the 1199 Resolution of the U.N. Security Council.

    The president's press and information office told ATA that on behalf of ministers Hubert Vedrine and Robin Cook, French ambassador Patrick Chrismant explained the determination of the Contact Group and mounting pressure of the western chancelleries on Belgrade for a full implementation of the latest Security Council Resolution.

    "Now we are conscious that Milosevic is not a serious and reliable partner for negotiations, therefore our demands and pressure will be increasing," said the ambassador.

    Further on, he called on the warring parties in Kosova to "try to halt the violence and withdraw the troops, to prevent a humanitarian catastrophe."

    Meidani, after praising the resolution said that there is no sign that Milosevic is withdrawing military troops besides some of his maneuvers to gain time.

    Meidani repeated his constant stand that without a wider international presence throughout the region, there cannot be a calm down of the situation.

    He added that the monstrous crimes have now created a negative memory which discourages any speedy solution to the Kosova issue. Leaving open any option, also the military, Meidani said that there is no moment to lose.

    "Avoiding humanitarian crisis is an imperative for the whole international community and a significant factor to calm and stabilise the situation which has now affected the whole region in one way or another," he said.

    Meidani asked the Contact Group to take urgent measures to end the Serb military violence, as an indispensability for the refugees to return home and creation of the possibility for and trust in the solution of the Kosova crisis.

    Also taking part in the meeting was Albanian Foreign Minister Paskal Milo. /pas/lm/

    [03] Gjirokaster public prosecutor resigns

    GJIROKASTER, Oct 6 (ATA) By H.Cani Gjirokaster public prosecutor handed in his resignation at the High Council of Justice.

    Sources from the district prosecutor's office told ATA that Gjirokaster public prosecutor, Arben Pasho handed in on Monday his resignation from the post he has been holding since last year.

    Pasho has been the Prosecutor of this district immediately after March 1997, when the then Prosecutor, Flamur Kapllani abandoned his duty.

    Prosecutor Pasha said that he refused to pronounce himself on the motives pushing him to resign, in order not to distort the image of the Justice Institutions while some very important cases are under investigation.

    "To some extend I have made public the motives of my resignation through my interviews and articles published now and then by the press," Pasho said.

    The period when Pasho was at the head of the attorney's office, Gjirokaster district had many problems dealing with crimes and grave penal offenses, which especially affected local Justice Institutions. /dast/lola/

    [04] Kosova is right to be fully sovereign

    PRISHTINE, Oct 7/ ATA correspondent Behlul Jashari reports that "Kosova and Vojvodina are right to demand from the United Nations to be fully sovereign, " head of the parliamentary group of the Liberal League Vucinic said at an emergency session of Montenegrin parliament yesterday.

    In the debate on the conclusions about the current situation in Kosova, Vucinic, referring to history, said that "Kosova with the aid of the internationals powers was annexed to Serbia in 1912, while Vojvodina in 1918."

    Considering this fact, he added, they "deserve to have legitimacy beyond the Serbian state borders, that is, as a sovereign state," newspaper Bujku of Prishtine quotes him as saying. /p.ta/lm/

    [05] Jail for 115 Albanians in Prizren

    PRISHTINE, Oct 7/ATA correspondent Behlul Jashari reports: The Prizren Serb Tribunal yesterday ruled prison arrest for the 115 Albanians arrested in the commune of Suharreke.

    The lawyers of the 115 Albanians accused of "terrorism" say that torture is being used against their clients as a means to accept the charge and as a result many of them have been hospitalised in Prizren.

    According to the Political Prisoners Association, the number of the Kosova Albanians arrested and penally prosecuted for "terrorist activity", is estimated to be 2000 so far. /p.ta/lm/

    [06] "League of Albanian Journalists on Economy" set up

    TIRANA, Oct. 7 (ATA) - By D. Koca: An initiating group of the Albanian journalists on economy set up the association "The League of the Albanian Journalists on Economy," (LEGA.)

    The program of the association aims at defending the professional interests and rights of the member journalists, the support of experience and organization of international training by influencing on the progress and improvement of the economic journalism.

    Members of this association are economic journalists from the Albanian Telegraphic Agency, the Albanian Radio and Television, other private electronic media, as well as journalists from newspapers and magazines published in Albania.

    The chairman of the Association was elected the journalist of Radio Tirana, Aferdita Selimi. /mt/

    [07] New projects on public works in infrastructure

    POGRADEC, Oct. 7 (ATA) By B.Fejzullai Some 7 new projects of public works are being applied in Pogradeci district to improve the infrastructure.

    "Two of these projects, with a fund worth 4,2 million leks provided by the state budget, aim at cleaning the solid remains and the rehabilitation of the sweage system. Some 114 people, who live on well-fare, are already employed in these projects," Defrim Manzelli, head of local employment office said to ATA.

    "The other 5 projects aim at rehabilitating the rural roads in the communes of Velcan, Trebine, Dardhas and Proptisht. In these projects, with a fund worth 21,6 million leks, some other 500 people are employed," Manzelli said.

    In the previous months, seven projects on public works of infrastructure, with a fund of 11,2 million leks, ended in the communes of Cerrave, Hudenisht and Bucimas. In these projects, which aimed to rehabilitate the rural roads, the number of the employed persons reached 343.

    Mazelli also said that the Ministry of Public Works and Social Affairs has already approved 6 other projects on public works, with a fund worth 20,1 million leks, which will begin to be applied in January 1999. /s.sh./lola/mt/

    [08] Dragobil village pounded in Malisheve, houses keep burning

    PRISHTINE, Oct 7 (ATA)-Serbian forces yesterday afternoon shelled the Dragobil village and kept burning many Albanian houses of the Malisheve commune, making impossible the return home of the Albanian inhabitants, according to the Kosova Information Centre (CIK).

    CIK says that in the villages of Lladrovc, Senik, Terpeze, Berishe, Fshat i Ri, the number of the inhabitants leaving for Prishtine and other centers to escape danger keeps increasing. /pas/lm/

    [09] Volleyball - "Erzeni" to play Cup Championship matches in Israel

    SHIJAK, Oct 7 (ATA) By G.Kabashi Albania's men volleyball champion, "Erzeni" from Shijak, will play the two matches, of the first faze of Europe's Cup Championship in Israel, with the local champions.

    "Shijak team prefers to play both matches in Israel. Being conscious of our club's financial situation, we would not like to make expenses which would affect it," said Lulezim Alite, "Erzeni" coach, adding that the expenses of Israeli team would pass to "Erzeni" account.

    Albania-Israel matches for the first faze of Volleyball Cup Championship will be played in Israel on October 16 and 18. /pas/lola/

    [10] Ministry of Order rejects accusations of opposition

    TIRANA, Oct. 7 (ATA) - The Albanian Ministry of Order has turned down the accusations of the opposition against the police for unfair arrest and maltreatment of a citizen.

    The spokesman of the Ministry of Public Order, in a report to ATA, confuted the statements made an opposition leader during a news conference, according to which the police have arrested simply for political motives the sister of the bodyguard of deputy Azem Hajdari, killed on September 12 in Tirana by still unidentified persons.

    It is the prosecutor's office which take the decisions, the police only execute them, added the spokesman.

    Lazime Cerja (Daci), referring to the report of the police commissariat no. 3 has been detained by the police forces upon the request of the district prosecutor's office because on August 5 she wounded by a TT pistol the citizen Arta Bajram Duka for weak motives, who is now in the hospital and her condition is not life threatening.

    The Ministry of Public Order rejects the statements made by any opposition leader, who is trying to accuse the police of irresponsible acts. The police will only observe the law. /s.s/mt/

    [11] Bodies of five killed Albanians recovered in village Pllocice

    PRISHTINE, Oct.7 (ata) - The bodies of five killed Albanians and the half body of another killed whose identity was unknown were recovered in the village Pllocice of Malisheve, Kosove Information Centre reports.

    The same source said that the five Albanians were killed during the latest offensive of the Serb forces in the villages of Cicavice, at a time when there are many others killed in the mountains of Pllocice.

    In the mean time, numerous Serb forces have been gathered in Sverke of the commune of Kline and are waiting in the Zabel of Hoxha, near the mine in Volljake and in Ujevara of Mirusha up to Mrasorc, along Kline- Gjakove road, KIC reports. /dast/xh/

    [12] International Book Fair opens in Frankfurt

    TIRANE, Oct.7 (ata) - By Ornela Kadaifciu: The International Book Fair, the biggest fair displaying the book and electronic Mediae in the world, opens on Wednesday in Frankfurt of Germany.

    There are about 900 exhibitors from 107 countries of the world who will display their publications in the Fair.

    The fair organizers envisage that about 250 000 people will visit the exhibition covering an area of 14 km.

    Switzerland is the guest of honour of the fair, which means that it will display its publications free of charge.

    The main prize of the fair, the Peace prize, will be warded to the German writer Martin Walser on the coming Sunday.

    The Albanian State and Private Publishing houses take part in the fair for the fifth consecutive year but this is the first year that their publications will be presented in a single stand.

    The colossi of literature Ismail Kadare, Dritero Agolli and Rexhep Qosja are expected to be the guests of Honour of Albania in the biggest book fair. /dast/xh/

    [13] Majko Cabinet to be led by December '91 ideals - NUP

    TIRANE, Oct.7 (ata) - By P Shuteriqi: The cabinet of PM Pandeli Majko is being led by the pure ideals of the student movement of December '91, stressed the National Unity Party in its news conference on Wednesday.

    It is more than a year since Albanian policy is being emancipated, creating a "civic mentality, modern viewpoint, with liberal concepts and rationalism," the chairman of the National Unity Party, Idajet Beqiri told reporters today.

    According to Beqiri, the Alliance for the State has the historical merit that it "agreed to sacrifice high posts in order to make a state."

    He briefed the reporters present of the positions of his party regarding the Constitution of Albania, its approval in the Parliament and in a people's referendum, of the options for the solution of the question of Kosove and the indispensable need for the consolidation of the fight by the new government against crime, contraband and corruption.

    In a press release distributed today, the National Unity Party also hailed the decision of the Albanian Parliament for the creation of an "ad hoc" commission for the displaced people from Kosove and the naming of the deputy of this party, Jonuz Begaj, to chair this commission, considering this fact as "an appreciation for NUP for the solution of the question of Kosove." /dast/xh/

    [14] 27 million lek for 21 projects in public works in Elbasan

    TIRANE, Oct.7 (ata) - By P Zekthi: Since the beginning of June, 1998, 21 projects of public works have started in Elbasan (central Albania) with an investment of 27 million lek.

    According to the finance chief in the Elbasan district council, Kujtim Bumci, the projects also including rehabilitation of roads linking villages and communes, have helped employ so far 900 people.

    Other projects are underway for the rehabilitation of parks and other premises in the schools, the library and the archives in the city. /xh/

    [15] About 99 % of economic enterprises in Albania are in private sector

    TIRANE, Oct.7 (ata) - By D Koca: The number of the economic enterprises in Albania, according to latest publications by INSTAT (Institute of Statistics) amounts to nearly 60 000, of which 99 per cent are the enterprises of the private sector and only 1 per cent are the enterprises of the state sector.

    The number of state-run enterprises has been reduced as a result of their transition to the process of privatization, bankruptcy and liquidation. About 52 economic enterprises have a trade activity. The trade enterprises are prevailing in all prefectures. About 32 per cent of the big enterprises are in the prefecture of Tirane.

    In the prefectures in Northern Albania, about 50 per cent of the needs for employment is covered by the state sector, except the prefecture of Shkoder, where the state sector covers about 24 per cent of the needs for employment.

    In the group of the enterprises with the status of a juridicial subject, the structure of the enterprises has the following levels: local firms 75 per cent, joint ventures 15 per cent and foreign firms about 10 per cent. They meet respectively 63 per cent, 25 per cent and 12 per cent of the needs for employment in these enterprises.

    According to the geographic distribution, about 65 per cent of the joint ventures and 84 per cent of the foreign firms are in the prefecture of Tirane. These firms are almost lacking in northern Albania, consisting only 2.5. per cent of the total number of the foreign firms in Albania. These firms are concentrated mainly in the prefecture of Shkoder, while in the prefectures of Kukes and Diber they are almost nonexistent. /xh/

    [16] We appreciate EU contribution to help refugees from Kosove - Defence Minister

    TIRANE, Oct.7 (ata) - By Enkelejda Koraqi: The chief of the Monitoring Mission of the European Union in Albania, Hans Ewe had a separate meeting with Albanian Defence Minister Luan Hajdaraga on occasion of the termination of his mandate and the appointment to this post of Mr Jacob Kramb, the spokesman of the Albanian Defence Ministry, A Mullai reports.

    The main aim of the meeting was the situation on the border, said Mr Ewe. "On the basis of the border monitoring, we judge the situation is problematic," said Ewe.

    Minister Hajdaraga said that "we appreciate the contribution of the European Union during these months, fraught with tensions and numerous problems stemming from the wave of refugees from Kosova."

    Voicing the stand of the Albanian Government for the situation created in Kosove, Mr Hajdaraga said that "we are for a peaceful and political solution of the problem, but the Serbs, on their part, seem to know only the language of strength. "This option has remained in force for the fact that so far the Serbs have ignored the messages from the International Community and its organizations."

    "The situation of the refugees and of all the displaced people from Kosove is going towards a humanitarian catastrophe thus it demands emergent measures," stressed Hajdaraga.

    At the end of the meeting, Mr Hand Ewe introduced his colleague Jochen Kramb, who will lead the EU monitoring mission in Albania. /dast/xh/

    [17] U.S. Department of Justice to hold meetings with judiciary heads in Budapest

    TIRANE, Oct.7 (ata) - The U.S Department of Justice and the U.S. Jurists' Organization is organizing meetings with heads of judiciaries of various countries in Budapest (Hungary) in the coming days.

    On this occasion, Albanian Minister of Justice Thimio Kondi and the Attorney General Arben Rakipi left on a working visit to Budapest on Wednesday, the spokesman of the Ministry of Justice told ATA.

    Mr Kondi and Mr Rakipi will take part in a meeting organized by the U.S. Department of Justice to discuss continuity of the programs of development in the system of judiciary in Albania along with the training of judges, prosecutors, police employees and defence attorneys.

    Although a number of U.S. experts in the field of judiciary have left left Albania for reasons which are already known, the programmes of the U.S. assistance for development have not been interrupted but on the contrary they are expanded and made more perfect, the spokesman said. /dast/xh/
