[01] FOUR PEOPLE CARRYING DRUGS AND ILLEGAL WEAPONS DETAINEDTIRANE, DEC 26 (ATA) - Police found 53 kg of narcotics in in Benz with Durres number plate in the town of Kavaje on Thursday at 7 p.m. The owner of the car was Fatbardh Ruzhdi Hallulli. Besides the narcotics, police also found in the car an automatic rifle with 60 bullets and a pistol TT with 7 bullets.The spokesman of the Interior Ministry said that in addition to Hallulli, three other people who were in the car, all inhabitants of Kavaje, were also sent to the police commissariat. ake/pas/xh/sh/ Albanian Telegraphic Agency[02] HEALTH CENTRE IN LAZARAT VILLAGE EXPLODEDGJIROKASTER, DEC 26 (ATA) - By Hysni Cani: In the morning hours of Friday, the health centre in Lazarat village, 3 km from the city of Gjirokaster, was exploded.Eye witnesses from the village told ATA that the blast took place at about 3 a.m. in the health centre building owned by Nimet Skendi. The explosion destroyed the entire building and damaged the windows of the buildings round it. The owner of the health centre, Skendi, is the chairman of the Socialist Party branch in Lazarat village and secretary of the SP branch of the district of Gjirokaster. Cani,Permet Commissariat police forces in a "blitz" operation on Thursday evening detained the fourth member of the "Mogile" gang, Ferdinand Musai, from the Tepelene town. In their control the police found an amount of drachmas, which Musai had stolen from the Albanian emigrants returning from Greece. Three other members of this gang were detained Thursday at 04.00 morning near the Kosine village of Permet, after being informed by a group of Albanian emigrants returning home from Greece. The chief of the district police commissariat, colonel-lieutenant Fadajev Kerpaci, says that around 10 denunciations have been deposited so far from Lushnje inhabitants, who accuse the gang of robbing money, maltreatment and raping two girls. The gang is responsible for a series of thefts on the Tepelene-Ballsh road, at the Border Crossing point of Tri Urave and at the border area of �arcove. Simoni, The conflict between the parliament's presidency and the Constitutional Court will be resolved by the beginning of January, the chairman of the Parliament's Law Commission, Fehmi Abdiu, said on Friday."Following January 5 and 7 ways will be found to sign a bilateral agreement between the Parliament's presidency and the Constitutional Court, without violating the law and decision of the Court, with the aim to resolve the very serious conflicts emerging of late," socialist deputy Abdiu said. Pergega, Albanian President Rexhep Meidani told local government representatives of Lezhe, northwest of Albania, that people should wake up and overcome the situation created by heavy rains in this district."We ourselves are working at a minimum of our capabilities," Meidani said at a meeting with local government representatives on Friday. Meidani pointed to the indispensability of regenerating ideas to cope with the crisis and build the state on the basis of work and law observation. He offered opinions on engaging the inhabitants and school pupils, alongside humanitarian associations, in the work to overcome the situation created. He asked from the local authorities an efficient use of the funds provided by the government. "The situation after the floods, which damaged 8000 hectares of land and 1500 houses and flats, is getting back to normal," the water department director, Ndue Preka, said. Pergega, Albanian President on Friday attended an activity devoted to a disarmament initiative by the catholic mission in Blinisht of Lezhe, Northwest of Albania."Instead of the crackles of automatic gunfire I wish to hear the sounds of the bells of peace to nourish the love for the nation in the hearts of all the sons of the eagle, from the north to the south and from the east to the west. Dom Antonio Sharra presented President Meidani with the "Golden heart", on behalf of the church and 3 000 Zadrima children. He said that more than any Albanians it belongs to the man who is running the Albanian state today with wisdom and maturity. The bishop of the Rreshen diocese and apostolic administrator of Lezhe, Angelo Massafra, stressed that the collected shell casings and cartridges be turned into bells of sounding the voice of God, to put an end to the disaster of this year. Some 3000 children from 11 villages of Zadrime, under the direction of Dom Antonio Sharra, were engaged in the operation of cleansing the village of shell casings. They gathered some 50 000 casing shells, of which 20 big ones were turned into vases for distribution on the World day of Peace, January 1, 1998. Jashari, The President of the Republic of Kosova, Ibrahim Rugova, considered 1997 the year of the greatest international recognition of the Kosova issue."Prevention of conflict, under the grave situation created by Serb police repression, is a success of the peaceful policy of the Albanians, who, despite these conditions, are working and building the civil society and state in Kosova," Rugova told a news conference on Friday. He hailed the conditions imposed on Belgrade on the Kosova issue at the OSCE Parliamentary Assembly in Copenhagen and the reaction of the European Union presidency towards punishments of Albanians in the political trials organised by the Serb courts in Kosova. Rugova considered the visit of U.S. president Clinton to the region of Southeastern Europe significant for peace and security in this region, also including Kosova.
