    TIRANA, SEPT. 4 (ATA) By Eva Allushi: Secretary of State for Albania's Euro Atlantic Integration told the personal representative of the present OSCE head for Kosova Max van den Stoel that the Albanian issue in general and that of Kosova in particular is one of the major directions of the Albanian foreign policy.

    "I wish to know your position on the situation and possibilities for a solution to the Kosova issue," Stoel said.

    Mr. Lakrori said: "We are determined to contribute largely to an appropriate and lasting solution, which observes the will of Albanians in Kosova."

    He said that the program of the Albanian government, which is intensively working to carry it out, "clearly includes the fulfilment of the Albanian aspiration for a full integration in the European family."

    He added: "Albania will be a factor of peace and stability in the region." ake/jz/ak/Z

    [02] TWENTY FIVE % OF SCHOOL BOOKS READY FOR NEW ACADEMIC YEAR

    TIRANA, SEPTEMBER 4 (ATA)-By Kledi Shegani, Twenty per cent of school books will be ready for the beginning of the new academic year on September 15 and some 60 per cent of the texts needed will be completed with the used texts of last year, sources of the School Book Publishing House told ATA.

    "The Italian government is expected to provide one billion and 600 000 000 lire for other books," Fisnik Sina, director of the School Book Distribution Enterprise in Tirana, told ATA.

    All the books are being printed in the "Tirana", "Gloria", "Mihal Duri" and other printing press. Foreign publishers have not taken part in the bid organised for printing the school books.

    Sina said that by September 15, one fourth of the books will be withdrawn by school representatives from the District Education Departments. The school texts will be sold only in schools.

    The School Book Distribution Enterprise does not have retail sale outlets, Sina says, explaining the retail sale of school texts at multiplied prices with the fact that book stores and book shops were looted in many districts of Albania over themonths of riots.

    Last year the Ministry of Education organised for the first time bids for pressing eight year and secondary school books.

    Some 60 text titles, ten of which pressed in Italy, according to the required copies, have been published for the academic year 1996-1997. lm/Z

    [03] SPECIAL FORCES ATTACKED, ONE INJURED

    ELBASAN, AUGUST 5 (ATA)-By P. Zekthi, An Interior Ministry police van was attacked by a private car in Elbasan city yesterday by midday. One of the special forces, Artan Verbofshi, was injured by three bullets.

    After the incident the special forces, in cooperation with the criminal police of Elbasan, detained three citizens suspected of carrying out the attack. a.ke/jz/lm/Z

    [04] ALBANIANS OF KOSOVA ARE NOT A MINORITY - Stoel

    TIRANA, SEPT. 5 (ATA) - By Eva Allushi: Personal envoy of the present OSCE head for Kosova Max van den Stoel told the Albanian Foreign Minister Paskal Milo on Friday afternoon that it is not correct to speak of the Albanians as a minority, because they represent 95 percent of the population in Kosova.

    Stoel makes evident the solutions offered by the international community saying that "it would be wrong to think that the issue of the Albanians in Kosova will be resolved by only one step and it will be carried out by stages."

    "Both sides will start dialogue and will keep their options opened," Stoel said.

    He reiterated the need for an international pressure on Belgrade to accept the beginning of a solution.

    Stoel said that "the Former Yugoslav Republic of Macedonia should do more to improve the situation of Albanians there."

    Mr. Milo said that "the Albanian issue is one of the major axises of Albania's foreign policy."

    "The fate and future of the Albanians in Kosova and FYROM will be decided by the Albanians himself," he said.

    Referring to the Albanians in Macedonia, Milo said that they should not be treated like second hand citizens.

    "We are trying to find an understanding with FYROM considering it a partner not inferior, Milo said. ake/ak/Z/

    [05] SPECIAL FORCES UNDER ATTACK, ONE WOUNDED

    ELBASAN, SEPT 5 (ATA) - By Pellumb Zekthi: A vehicle of the special forces of the Interior Ministry came under attack on Thursday afternoon by a private car in the city of Elbasan.

    Artan Verbofshi, a member of the special forces, was wounded in the attack.

    The special forces in collaboration with the criminal police of Elbasan detained three citizens suspected of the attack. ake/jz/ak/Z/

    [06] VILLAGES OF VLORA TO BE DISARMED WITHIN MID SEPTEMBER

    VLORA, SEPT. 5 (ATA) - By H. Koci: The villages of Vlora will be disarmed within September 15, local police sources said.

    21 machine guns of 2,7 mm, 20 heavy machine guns, 20 mortars, 112 rifles, 54 Kalashnikov automatic rifles and one hundred thousand rounds of ammunition have been collected in three villages in the last two days.

    The armaments were sent to the Division of Fier, a city near Vlora.

    Heavy weapons have already been collected in these areas. ake/jz/ak/Z/

    [07] SHENGJIN DECLARES SPANISH BATTALION "CITIZEN OF HONOUR"

    SHENGJIN, SEPT. 5 (ATA)-By Z. Pergega, The Council of Shengjin commune, Northwestern Albania, has declared "Citizen of Honour" the 350- strong Spanish Battalion "G.T.Serrania de Ronda", part of the multinational forces "Alba".

    This title is awarded to the commander of the battalion, Enrique Alonso Marcili, and the senior officer of the Spanish Defence Ministry, Adelardo Garcia Garzon.

    During their stay in Albania, the Spanish forces have also brought medicines for 50 000 inhabitants over a three month period. The doctors of the mission have carried out examinations and cured free of charge 4.500 inhabitants, as well as saved the lives of two inhabitants of the zone.

    Ten children were as well cured and operated at the Madrid Military Hospital. a.ke/jz/lm/Z

    [08] SCHOOL STARTS ON SEPTEMBER 15 - Minister

    TIRANA, SEPT. 5 (ATA)-By P. Shuteriqi, Minister of Education, Prof. Dr. Et'hem Ruka, declared today that the pre-university educational system will open its doors on September 15.

    Over the recent five to six months schools all over the country suffered damages estimated up to 10 million dollars.

    Some 229 school premises, making up 2 197 teaching environments, in the pre-university system were damaged. jz/lm/Z

    [09] TWO TRAFFICKERS OF YOUNG WOMEN DETAINED

    DELVINE, SEPT. 5 (ATA)- By Sh. Hajno, Two traffickers of young women were intercepted and detained yesterday by the blue uniforms of the Delvine town, Southern Albania.

    Both traffickers, Armand Shaqiri and Ardian Gushi, from Tirana, are accused of kidnaping citizens B.T. 14, and S. D. 15, from Tirana, to take them to Greece. jz/lm/Z

    [10] SWISS PROGRAMME FOR PUBLIC HEALTH IN ALBANIA

    TIRANA, SEPT. 5 (ATA)-By A. Milo, The programme of the Swiss Government for the Institute of Public Health, especially for the health care and environment in Albania, is considered among the most successful one.

    Two million dollars have been invested for the rehabilitation of the Institute and laboratories of the Health and Environment Department, sources of the Ministry of Health and Environment say.

    The said programme also includes training of sanitary inspectors and preparation in Switzerland of the sanitary manual, cooperation between Swiss and Albanian specialists.

    The Swiss representative, Nicholas Perits, is on a visit to Albania to discuss new fields of cooperation with Albanian specialists. jz/lm/Z

    [11] SOME 710 HECTARES OF FORESTS AND PASTURES DEVASTATED BY FIRE

    GJIROKASTER, SEPT. 5 (ATA)- By H. Cani, Fires breaking out for various reasons during summer have devastated an area of 710 hectares in the Gjirokaster district.

    According to the director of the district Forest Service, Ndricim Gjosha, out of 270 hectares completely devastated by fire, 49 hectares are forests while 230 pastures. The economic damage is estimated at around 1.5 million leks.

    During this year, 22 persons are tried for contravention and another 31 are being hunted down by police. jz/lm/Z

    [12] DP, ASSOCIATIONS HOLD PEACEFUL GATHERINGS IN SUPPORT OF ARBNORI

    SHKODER, SEPT. 5 (ATA) - By Myfit Malja - The Democratic party (DP) division in Shkodra, North of Albania, and anticommunist associations held a peaceful gathering early on Friday in front of the prefecture in support of the hunger strike of former Speaker Pjeter Arbnori.

    A member of the DP chairmanship, Ylli Vejsiu, said that Shkodra urges the President of the Republic not to sign a law passed by the parliament recently regarding a coverage of political forces' activities by the Albanian television. This is the second gathering organised by this division in support of Arbnori's.

    Arbnori resumes his protest today after being recovered from a coma caused by a two-week hunger strike. Arbnori, sentenced by the communist regime to 28 years in prison, is protesting against the TV, which has not given a full footage of the parliamentary sessions of August 19.

    "Parliamentary presidency and heads of commissions had decided the session would be fully broadcasted by TV but later the camera crew were not allowed to enter the hall," Arbnori said before he started the hunger strike. jz/ak/Z

    [13] ARMS COLLECTION ACTUALLY SUSPENDED IN DELVINE

    DELVINE, SEPT. 5 (ATA)-By Sh. Hajno, Actually the process of arms' surrender and collection has been suspended at the military unit in Delvine district, Southern Albania, for lack of security measures.

    Around 150 000 shells, over 400 grenades of various kinds, 15 machine guns, anti-tank mines and a considerable amount of explosives have so far been collected, Vait Sina, chief of commissariat told ATA. jz/lm/Z

    [14] PRESS REVIEW

    TIRANA, SEPT. 5 (ATA) - The newspaper Zeri i Popullit carries an article entitled "No money for the box-offices of fraudulent pyramid schemes". The paper devotes a special page to the interview with the Finance Minister Arben Malaj under the title "Fraud in maximum limits". Malaj says "we should sacrifice today to be happy tomorrow." It carries a greeting of the Albanian Helsinki Committee for the law on the press, which was passed two days ago by the parliament and opinions of journalists. It carries the interview with S. Braho, a judge, under the title "For a state not power prosecutors' office." The same paper carries the article "TV should be restructured." Another article asks when the DP deputy Azem Hajdari will testify for his crimes.

    Rilindja Demokratike says in its editorial that IMF annulled the signing of an agreement with Albania because the new officials are involved in contraband with neighbouring countries. "The West is concerned about the health of former Albanian Speaker Pjeter Arbnori. Grubmayr, the OSCE ambassador to Tirana, to visit the hunger striker," the paper says. It reports that Pavli Zeri, adviser to the Prime Minister, has lied the foreign diplomats on this issue. The same paper says that the German Foreign Minister Genscher has sent a letter to Nano saying "Be serious about the Arbnori's hunger strike." It carries an article "France is concerned about the Albanian former Speaker." The paper commemorates 75 anniversary of Albanian-American relationships.

    Republika carries the editorial "After freedom of press the Albanians want other freedoms". The paper carries the article "Interior Ministry staff under accusation, people armed in times of turmoil denounced." The same paper carries the article "Arbnori resumes the hunger strike."

    Rilindja reports on the visits of President Rugova in Germany and Luxembourg. The paper covers the meeting of Rugova and the German Foreign minister Kinkel in Hamburg.

    The editorial of Koha Jone is entitled "Opposition is out" and reports that the political activity of the DP has nothing to be mentioned. It carries an article saying that the prosecutors will declare the properties soon. Another article says that Socialists are changing attitudes; they do not accept a round table out of parliament on the constitutional issue. It carries the article "Greece decides to legalise the Albanian emigrants." The paper carries the article "Former police officials in the prosecutors' office."

    Albania carries the article "Communist revanche starts. To take over local government." It carries an interview with Arbnori under the title "I will continue strike." The paper carries the article "NATO warns government: Stop political purges in the army" and the article "Albania, like in dictatorship."

    Dita reports on a secret visit of former president Berisha in Shkodra ten days ago. It says that Berisha and the DP activists held secret talks on their stand towards Arbnori's strike.

    Gazeta Shqiptare carries an interview with the Albanian pilot who left for Italy in March under the title "I was ordered to bomb the South." The paper carries the article "Diplomacy dismisses old directors." jz/ak/Z

    [15] NGO-s COMPLETE AND REGULATE SOCIAL-POLITICAL LIFE OF A COUNTRY

    TIRANA, SEPT 5 (ATA) - In a meeting that Albania's President Rexhep Meidani held Friday with the governor of the Italian Rotary District, Mario Gianola, the contribution that the Tirana Rotary club has made and continues to make in Albania was discussed, the President's press office reports.

    Meidani stressed the great importance of Non Governmental Organizations (NGO's) in filling out and regulating the social and political life of a country.

    The President also expressed appreciation for the contribution of the Rotary Club in vaccinating newborns and underlined the importance of its continuation.

    Reporting on the activity of the Rotary Club in Albania, Governor Gianola focused on projects for further increasing partial scholarships for Tirana University students, as well as youth exchanges between both countries. /s.sh/kled/mt/ki

    [16] SOME 90 ILLEGAL ALBANIANS DEPORTED FROM ITALY

    DURRES, SEPT 5 (ATA) - By G Kabashi: Some 90 Albanians were deported from Italy to the port of Durres on Friday morning. Border authorities report that the people deported from Brindisi had gone to Italy illegally over the past week and were caught by the domestic carabinieri during searches at the seashore and in train stations.

    Some 278 other Albanians were returned during the first four days of September to Durres, 216 of whom were repatriated from Greece by the ferryboat "Aulona" of the Patra-Durres line. /s.sh/kled/mt/ki

    [17] SOME $ 20 MILLION TO BE APPROVED SOON BY WB FOR REHABILITATION OF ALBANIA

    TIRANA, SEPT 5 (ATA) - By Monika Spahivogli: The Credit of Rehabilitation for Albania (CRA), will be the first post-crisis aid that World Bank is to offer Albania, the permanent WB representative, Karlos Elbirt, told a consultation with the press on Friday.

    This credit, which is thought to reach the amount of 20 million dollars, is planed to be delivered in November-December and adopted within 1998.

    The project for the above credit was prepared by a two-week mission of World Bank in cooperation with the Albanian government and expects final approval from Washington.

    The support, to be provided by BB through CRA, will be used by the Albanian government to undertake a number of reforms on the economic aid and programs on reducing poverty and unemployment, improvement of infrastructure, and others. /kled/mt/sh/

    [18] UNDP ASSISTANCE IN ALBANIA'S ECONOMIC FIELD TO FOCUS ON CREATING JOBS - From meeting Nano-Wahlberg

    TIRANA, SEPT 5 (ATA) - The meeting that Albania's Prime Minister Fatos Nano held Friday with the new permanent representative of the United Nations Development Program (UNDP), Jean Wahlberg, expressed the support for a greater cooperation in the process of the social and economic restoration and reconstruction of Albania.

    The UNDP assistance in the economic field Albania will focus on creating new jobs. The projects where UNDP will focus will be those for the improvement of the process of governing, judiciary system, civic society and democracy in general.

    Wahlberg also spoke of the possibilities to increase funds and projects in the future, including the financing of the necessary expertise, mainly the domestic one. Premier Nano also held working meetings with the ambassadors of Italy, Hungary and Rumania. /s.sh/kled/mt/sh/

    TIRANA, SEPT 5 (ATA) - Albania's President Rexhep Meidani considered the visit of Max Van der Stoel in Albania, as well as his contacts with the new Albanian authorities as a good will of the international community so that the Kosova question, now of priority in the agenda of diplomacy and international policy, finds its solution in conformity with the known legal standards, President's spokesman reports.

    Van der Stoel, estimating the peaceful solution of the Kosova question, as a priority of OSCE, USA and EU, highly appreciated the new Albanian policy to eliminate tension and abandon practises of the past conflict in the interior plan, which he closely connected it "with the increasing of Albania's authority in the region and international arena."

    With regard to the situation of Albanians in Former Yugoslav Republic of Macedonia (FYROM), Van der Stoel said that "In this republic, the reforms should deepen and Albanians have to be integrated further on in the Macedonian administration and government."

    Stoel added that "the positive messages coming from Albania, the policy of co-governing and its climate of understanding and regional cooperation for peaceful solution of problems, contributes in all the aspects to avoid the beds of tension in the region, and demands positive reactions by all the neighbours and a serious engagement of the international community." /s.sh/kled/mt/sh/

    TIRANA, SEPT 5 (ATA) - The Albanians of Macedonia stressed the importance of engagement to move forward on the road of national reconciliation, representatives of the association of politically prosecuted persons from Former Yugoslav Republic of Macedonia told Albania's President Rexhep Meidani in a meeting they held with him on Friday, the President's spokesman reports.

    President Meidani emphasized that "The new policy in Albania requires putting an end to any kind of confrontation or division, and all the people greet any initiative and engagement to move forward on the road of national reconciliation." /s.sh/kled/mt/ki

    [23] MOTHER TERESA DIES

    TIRANA, SEPT 5 (ATA) - Mother Teresa, winner of Nobel Peace Prize in 1979, died on Friday afternoon at the age of 87.

    The Missionaries of Charity reported that she died in Calcutta from a heart attack. /mt/

    [24] NEW GAS WELL IN DIVJAKE

    TIRANA, SEPT 5 (ATA) - By S Sharrexhi: The sinking of gas well D-311 in Divjake, Southwestern Albania, ended successfully on Thursday. "From preliminary data, it appears that the well is producing at satisfactory pressure," the spokesman of Albpetrol, Thoma Goga, reported to ATA.

    The work for sinking this well started about a year ago.

    The gas-producing region of Divjake is the object of study of geologists of the Institute for Oil and Gas in Fier and of specialists of the branch for exploration research in Lushnje. /s.sh/kled/mt/sh/

    [25] WORK OF NERMIN VLORA OVER MANY YEARS - Activity organized by artistic-cultural associaiton "The Image of the Self"

    TIRANA, SEPT 5 (ATA) - By S Sharexhi: Recognition of the work of Mrs Nermin Vlora-Falaschi over the years was the aim of an activity organized Thursday afternoon by the artistic cultural association "The Image of the Self", in cooperation with the National Library and the publishing house "Toena", in the Palace of Culture in Tirana.

    The contribution of Nermin Vlora is clearly seen in her use of the Albanian language to decipher Etruscan writings. With these efforts, she threw light on the antiquity of the Albanian language and its derivation from Pelasgian-Illyrian, it was said during the activity.

    "Although she worked in the Italian language, the object of study and inspiration for Nermin Vlora has always been the Albanians, their culture and tradition, their antiquity and their language," speakers at the gathering stressed.

    Nermin Vlora has writen some 40 books of poetry, essays, novels, impressions from journeys in different countries of the world and linguistic studies and researches.

    Her book "Linguistic and Genetic Property" was also presented.

    [26] SOME 90 ILLEGAL ALBANIANS DEPORTED FROM ITALY

    DURRES, SEPT 5 (ATA) - By G Kabashi: Some 90 Albanians were deported from Italy to the port of Durres on Friday morning. Border authorities report that the people deported from Brindisi had gone to Italy illegally over the past week and were caught by the domestic carabinieri during searches at the seashore and in train stations.

    Some 278 other Albanians were returned during the first four days of September to Durres, 216 of whom were repatriated from Greece by the ferryboat "Aulona" of the Patra-Durres line. /s.sh/kled/mt/ki
