  • [01] POLICE KILL A WANTED PERSON IN KAVAJE

    KAVAJE, AUG 22 (ATA) - By G Kabashi: The police killed on Friday morning a wanted person, who opened fire on Thursday afternoon against the police forces in Kavaje, by injuring a policeman in the boulevard of Kavaje.

    The wanted person, Fatmir Kaziu, was sentenced before for murders and robbery.

    The police found Kaziu on Friday in a house in the village of Domen, 20 km far from Kavaje, and called on him to surrender, but he responded with volley of shots.

    During the fire exchange, Kaziu, 35, was shot dead. /kei/mt/Z/

    [02] PRESS REVIEW

    TIRANA, AUG 22 (ATA) - Under the title "Klosi, the new chief of SHIK", Zeri i Popullit reports on the decree of President Meidani on the replacement of the head of this institution. The paper publishes today the letter that Premier Nano has sent to his Italian counterpart, Prodi, under the title "Help our compatriots," as well as the response of Romano Prodi under the title "I confirm the Italian cooperation for the reconstruction of Albania."

    Under the title "For a fruitful cooperation of European Union with Albania," the paper covers the yesterday meeting of President Meidani with Germano, representative of the European Commission in Albania. The paper carries on the fifth page the article "SHIK can not be self-restructured," and "Gazidede (former head of SHIK) has found shelter in Turkey." Also, ZP carries the article "The wounds of DP government still dissolve in blood." On the economic page, the paper carries the article "To precede the energetic crisis."

    Rilindja Demokratike, under the title "Police vehicle shoots the journalist," reports that there has been a blue vehicle of police from where was shot on the RD journalist, Bucpapaj. With regard to the hunger strike of former Albanian Speaker, Arbnori, the paper carries the article "Arbnori, inexorable example for democracy." RD covers the news conference of the DP Secretary General, Genc Pollo and carries the article "Nano has signed the deportation of refugees." On the third page the paper publishes the article "SHIK put under the control of the clique," while on the fourth page the paper carries the article "The capital does not hand in the weapons to Interior Minister Ceka."

    Republika publishes the article "Italy: Embargo for Albania." In the editorial, the paper reports that DP has never treated seriously the problem of the Albanian emigrants in the political-bilateral relations with the neighbouring countries. The paper reports that the Republican chairman, Godo, payed a visit yesterday to the former Speaker, Arbnori, who is in hunger strike since two days. "The presidency should set up dialogue with Pjeter," the paper quotes Godo. Under the title "What happened in the sea on the night of the tragedy," Republika publishes a pronouncement of one of the persons who saved from the tragedy of Otranto.

    Rilindja paper carries the article "Kosova-European problem with great potential of destabilization." The paper publishes the articles "The visit of President Rugova in Washington - importance of first hand," and "USA support the policy of non violence of Dr Rugova."

    Under the title "Prodi postpones the battle of refugees," Koha Jone reports that the deportation of 10 000 Albanian refugees who left in March is postponed. The paper reports on a possible strike of 9 newspapers against the very high tariffs. The Albanian press asks public pronunciation to Premier Nano, reports the paper on this occasion. The paper publishes a pronouncement of the Foreign Minister, Paskal Milo, under the title "The hemorrhage of passports, ready the preventing measures", and the article "DP - the armed militants", as well as an interview with the deputy President of Bulgaria, Kavallxhiev, under the title "Albania will be renovated and will be a free democratic state." In one of the economic pages the paper carries an article with regard to the smuggling of cigarettes, which says that this smuggling is carried out in the corridor Igumenice-Velipoje, the state losses 10 million dollars.

    Albania carries the editorial "Fatos Nano breaks the faith with Vlore." Under the title "The commissar who will 'tear up' the firms, the paper reports that Farudin Arapi, the man who stole 800 000 dollars of the Fund of Solidarity and who conceived the pyramidal obligations of SP, has been appointed the owner of companies which has applied wide usuries. The paper carries an interview with the former Speaker, Pjeter Arbnori, who is in hunger strike for the second day. "Tirana with water pails on hands", regarding the lack of tab water in the capital.

    Gazeta Shqiptare carries the editorial "The emigrants: Prodi withdraws." It also carries the article "The state appoints today the administrator in chief for the issue of pyramids", as well as an article with regard to the investigations into the gang of Zani.

    Dita reports that the communists will be soon regrouped in a party. The paper publishes the article "The opposition members warn a motion for the Interior Minister, Ceka." The paper also publishes the article "Protest in Korce, the issue of suspected adoptions of infants," and "All the judges have started their rebellion." /jz/mt/Z/

    [03] SOME 160 WEAPONS HANDED OVER, OUT OF 700 ARMED PERSONS

    DURRES, AUG 22 (ATA) - By S Gjordeni: Only 160 citizens, armed during the riots in March, have voluntarily responded to the order of the Interior Minister and Police commissariat of Durres to hand in weapons.

    Until Thursday night, which was the deadline defined by the Durres police commissariat to surrender the weapons, were handed over only 160 machine guns and some pistols, sources from this commissariat report.

    The chief of this commissariat, Arben Hasanbelliu, told ATA that after this the police will start to control in the houses of the persons who have not surrendered the weapons yet.

    Some 700 persons were armed by lists in the district of Durres at the beginning of riots in March. /jz/mt/Z/

    [04] JAIL OF BURREL, FROM MUSEUM TO PRISON OF HIGH SECURITY

    BURREL, AUG 22 (ATA) - By Hysen Ruspi: The former famous jail of Burrel, constructed since the time of King Zog (years '30) will be returned into its previous function. Planed to be a museum, the famous prison will be turned into its previous destination, but this time into a prison of high security.

    Confirmed sources report on an investment worth 25 million leks from the Council of Europe for its reconstruction. The constructions are expected to finish within September next year. /a.ke/jz/mt/Z/

    [05] PRESIDENT MEIDANI HONORS ALBANIAN COMPOSER CESK ZADEJA

    TIRANA, AUG 22 (ATA) - By Flora Nikolla: The Albanian President, Rexhep Meidani, honoured on Friday midday with his participation in the homages organized for the outstanding Albanian composer, Cesk Zadeja.

    Bowing with respect before the body of the Dean of the national music, Meidani wrote in the book of memory for Cesk Zadeja: "The magnificence of the man is the respect itself." /jz/mt/Z/

    [06] ALBANIANS WARNED TO BE DISCHARGED FROM WORK IN CASE THEY BOYCOTT POLLS OF SERBIA - Kosova

    PRISHTINE, AUG 22 (ATA) - The Kosova Albanians risk to be discharged from work if they boycott the elections of Serbia on September 21.

    This was made known on Thursday by the chairman of the league of the Union of the Independent Trade Unions of Kosova, Agim Hajrizi, during a news conference in Prishtine. Quoted by the Kosova Center for Information (QIK), Hajrizi said that the leaders and administrators will discharge from job all the Albanian workers who will not participate in the elections of Serbia. /p.ta/pas/mt/Z/

    [07] COMPOSER CESK ZADEJA ATTENDED TO HIS LAST RESTING PLACE

    TIRANA, AUG 22 (ATA) - By Flora Nikolla: The well-known Albanian composer, Cesk Zadeja, was buried today in the cemetery of Sharre in Tirana.

    Attending the burying ceremony were senior personalities of the Albanian art and culture.

    The composer Limoz Disdari gave the last farewell to the great master, pointing out the originality of his work.

    While the composer from Kosova, Rauf Dhomi, talking on behalf of the Kosova artists, considered Zadeja "father of the national music."

    Composer Cesk Zadeja is one of the founders of the Albanian modern music. He is known as the composer of the first Albanian professional symphony. Zadeja has successfully mastered almost all musical genres, beginning with symphonies and operas down to songs of light music.

    Author of the Number 1 symphony, cantata "The Homeland", music of the first Albanian film "Tana" and other films, Ballet "Delina", a concert for piano and violin, Zadeja has laid the basis of the Albanian cultivated music and is one of the founders of the State Ensemble of Folk Songs and Dances, in 1967. /jz/mt/Z/

    [08] PER CAPITA INCOME KEEPS DECREASING IN ALBANIA

    TIRANE, AUGUST 22 (ATA) - By A Gjata: The income per capital in Albania, which in 1996 were about 800 dollars a year, have significantly decreased over the seven months of the current year (the annual level of 800 dollars was also influenced by the income from the pyramid investment schemes which were functioning during 1996.)

    Adding to the destabilization in the country, the income per capita have greatly fallen also due to the failure, closure or ruining of many small and medium production enterprises. The number of the families which receive unemployment assistance to meet a minimum life demand is over 150 thousand.

    The present exchange rate of the Lek with foreign currencies has reduced the salaries for budgetary employees to about 55 USD per month, whereas for the families without incomes to 18 USD.

    The income situation of pensioners is worse. At the end of the 1996 they had pensions which averaged about 3880 lek in the city, and 1075 lek in countryside, or respectively 38 and 10 USD per month, whereas with the present level of the exchange of the Lek with the dollar, the limit is lower, 25 and 8 USD per month.

    A project which the Ministry of labour is preparing for the increase by 25-30 per cent of the salaries of employees in budgetary institutions in the coming year may elevate somewhat the low level of the income per capita of the population in Albania, but specialists say that the incomes can meet the living needs of the people only when new private local and foreign investments start, thus opening the way to higher salaries for the labour force. jz/xh/sh/

    [09] POLICE COLLECT AMMUNITION IN KORCE

    KORCE, AUGUST 22 (ATA) - By Behar Fejzullai: Commissariat police in Southeastern Albania, gathered yesterday a considerable amount of ammunition in some villages of the communes of Pojan and Vreshtas.

    In the operation for the collection of weapons, during which population did not made any resistance, police have accumulated 8 heavy machine guns, 7 light machines guns, a mortar 60 mm, a cannon 75 mm, 244 defensive grenades, 365 offensive grenades and a considerable amount of automatic rifles, and other munition. ake/kled/xh/sh/

    [10] TWO SOCIALIST DEPUTIES ASK INTERPELLATION WITH MINISTER OF EDUCATION AND SCIENCE

    TIRANA, AUGUST 22 (ATA)- By Aurel Simoni, Two socialist deputies asked today for interpellation with Minister of Education and Science Ethem Ruka.

    The subject of the interpellation requested by the two parliamentarians is the situation of education in Albania on the eve of the new school year.

    The Minister of Education and Science is the second minister to go to Parliament to respond to deputies' questions and remarks, after the interpellation with Minister of Defence Brokaj. kled/lm/sh/

    [11] PRODI TO PRESENT TO HIS GOVERNMENT A NEW DEADLINE FOR REPATRIATION OF ALBANIAN REFUGEES

    TIRANE, AUGUST 22 (ATA) - By A Pasko, K Kostreci: Italian Prime Minister Romano Prodi will soon present to the Italian Council of Ministers a new deadline for the repatriation of the Albanian refugees who went to Italy during the chaos in Albania this year.

    "Within this deadline, efforts will continue to make possible the increase of voluntary repatriations," wrote Mr Romano Prodi to Albanian Prime Minister Fatos Nano in reply to a letter of Mr Nano appealing to the Italian Government to take into account the problems of Albania and not return the Albanian refugees immediately after August 31.

    Italian PM stressed that the decision for a new deadline leads to an unreserved and continuous cooperation by Albanian authorities with Italian authorities to value the situation of the Albanian nationals in the camps or other Albanians living in Italy and to faciliate their gradual repatriation.

    "Creation of proper ways within set limits for Albanian workers to be employed in Italy must be the main objective of our two governments, avoiding the increase of refugee camps and opposing any illegal effort," writes Mr Prodi.

    Italian PM reiterated the fact that Italy's solidarity with Albania would continue in this difficult and important stage of its history and in cooperation with the Albanian government in many fields.

    He also confirmed the commitment of the Italian Government to contribute to the civil and economic recovery of Albania.

    Prodi said that he would take into consideration the request of Albanian Prime Minister Fatos Nano that the Italian government stop repatriating Albanian refugees after August 31, in view of the problems the Albanian Government is facing.

    In his letter Albanian Prime Minister Nano highlighted the moral commitment of Prodi to assist Albanians in this period which is more problematic.

    He also voiced the opinion that the study on the status of the refugees who went to Italy in groups after March, be trusted to a joint commission. xh/sh/

    [12] ALBANIAN GOVERNMENT NAMES NEW PREFECTS AND SECRETARIES OF PREFECTURES

    TIRANE, AUGUST 22 (ATA) - Arban Hasani: Albanian government had a meeting today presided over by Prime Minister Fatos Nano, to appoint the new prefects and secretaries of the prefectures.

    The 12 newly-appointed prefects and their secretaries will start working in their offices immediately after the decision was taken.

    [13] WEAPONS SURRENDERED BY PEOPLE ARMED BY DP IN ELBASAN

    ELBASAN, AUGUST 22 (ATA) - By P Zekthi: The people armed by the Democratic Party of Albania after the unrest this year, Thursday started to hand in their weapons in the Commissariat 1 of the police department of Elbasan.

    Until today at noon, 50 per cent of the arms distributed by DP was handed in."

    Also various nationals are surrendering their weapons in the commissariat 1, according to the spokesman, some other weapons have been collected by police road-checks in the city. ssh/kled/xh/sh/

    TIRANA, AUGUST 22 (ATA)-By Arban Hasani, At today's meeting the Council of Ministers, presided over by Prime Minister Nano, discussed and named the new deputy prime ministers. The deputy ministers of the Albanian government are:
    1. Adriana Berberi, deputy Finance Minister
    2. Artan Hajdari, deputy Justice Minister (renamed)
    3. Viktor Doda and Pajtim Bello, deputy ministers of Public economy and Privatisation.

    The report Prime Minister Nano presented to his cabinet says that "this change in our conditions is legalised also by the fact that the deputy ministers proposed to be released from office, as co-runners of the previous state administration, bear their own responsibility in the collapse of this administration and the chaotic situation created in Albania."

    Nano says further on that "a part of the deputy ministers released from duty do not meet the professional criteria of the high duty they exercise and some others are responsible for abuse of office".

    A part of the deputy ministers have been proposed for re-nomination, only proceeding from the moral and professional point of view of the candidates, Prime Minister Nano said.s.sh/kled/lm/sh/

    [15] WE CONTINUE TO BE FOR KOSOVA AN INDEPENDENT REPUBLIC - LDK deputy chairman

    TIRANE, AUGUST 22 (ATA) - By Aurel Simoni: Representatives of the Democratic League of Kosova (LDK) in their meetings with the President of Albania Rexhep Meidani and Parliament Speaker Skender Gjinushi have voiced their opinion for Kosova to be an independent republic.

    "We did not speak for the idea of Kosova, a third republic in the Yugoslav federation or for its expanded autonomy," said after the meeting the LDK deputy chairman, Fehmi Agani. "We continue to support the idea of Kosova, an independent republic, but do not block individual talks, their procedure remains open."

    "Kosova, an independent republic, said the other deputy chairman of LDK Idajet Hyseni, "is a solution of compromise between the only natural alternative Kosova-Albania and the imposed alternative Kosove-Serbia."

    "Situation in Kosova is deadlocked" said President Meidani to Mr Agani.

    "Education is in a deplorable state, nevertheless 350 thousand pupils will start school this school year but they will not learn in the Serbian system."

    "Kosova is facing an institutional crisis as well," added the other LDK deputy chairman Hyseni, adding that "the parliament of Kosova does not function and perhaps we, deputies, too, are to blame for this."

    "Albania's president maintained the position that "the Kosovars themselves should decide on the form of the Kosova state," not mentioning the latest declarations of European governments, or of the U.S./kled/xh/sh/

    [16] JAIL OF BURREL, A PRISON OF HIGH SECURITY

    BURREL, AUG 22 (ATA) - By Hysen Ruspi: The former infamous jail of Burrel, constructed in the time of King Zog (1930's), will keep its previous function. First planned to be a museum, the prison will remain such, but as a high security prison.

    Confirmed sources report an investment of 25 million leks from the Council of Europe for its reconstruction. The construction is expected to finish by September of next year. /a.ke/jz/mt/Z/

    [17] TEACHERS CARRY OUT ILLEGAL ARCHAEOLOGICAL EXCAVATIONS IN KAVAJA

    TIRANA, AUGUST 22 (ATA)- By Keida Kostreci, A group of teachers from Kavaja have carried out illegal excavations near Rrogozhina, causing damages to a dwelling place belonging to the 6th-7th century of our era.

    "No archaeological research and excavation should be done without being authorised by the Institute of Archaeology, as amateurs do not carry out scientific criteria," the director of the Archaeological Institute in Tirana, Namik Bodinaku, told ATA on Friday.

    A basilica church, ruins of walls, and pillars belonging to the late antiquity whose stones have begun to be stolen by the nearby inhabitants, are found in the dwelling place.

    After a request by Bodinaku addressed to the Kavaja town hall, the Kavaja mayor, Fatos Deda, has ordered that works be suspended.

    According to Bodinaku, the SOROS foundation is also reponsible for these excavations for sponsoring them without verifying their legitimacy.

    The archaeological institute has the right to suspend important constructions if archaeological values are discovered. For this reason, this exclusive authority has often suspended important military works for this reason.

    The archaeological Institute, which depends on the Academy of Sciences, was founded in 1976.

    Its main aim is to carry out archaeological excavations all over the Albanian territory, to study archaeology and antiquity, the culture of colonies of the Adriatic coast, problems of medieval cultures and the ancient history of the Albanian people. lm/sh/

    [18] THREE WILL BE AUDITORS TO CONTROL ACTIVITY OF EVERY LOAN-TAKING FIRM

    TIRANA, AUGUST 22 (ATA)- By Arben Hasani, The council of Ministers decided at its meeting today that three will be the administrators to control the activity of every loan-taking firm.

    According to Prime Minister Nano, this is one of the main steps to control the loan-taking firms.

    The issue of the auditors has been at the centre of the politics, after the revolts started at the beginning of 1997.

    The 26 May parliament had adopted a law, which defined only one administrator on these firms.

    At its meeting today, the government also approved the draft-law on several changes to the law "On transforming state enterprises to trade companies" as well as a decision "On several changes to the decision of the Council of Ministers for the approval in principle of the World Bank project,"On alleviating poverty in rural areas". s.sh/kled/lm
