[01] S0CIALISTS DECLARE THEIR GREAT VICTORY IN JUNE 29 ELECTIONSTIRANE, JUNE 30 (ATA) - By Eva Allushi: Socialists declared a great victory of their party in the Sunday elections during a news conference held one day after the considerable participation of the Albanians in polls.From 115 constituencies, according to protocols of the SP members in election commissions, the SP candidates for deputy have won in 63 and in 10 other constituencies the coalition SP-SDP-DAP has won. According to the leader of this party, Fatos Nano, there will be a runoff in 19 constituencies in 18 of which the competition will be between SP-DP and only in one constituency in Shkoder, SP is in race with the United Right Wing. The Socialist electorate has voted 55-92 per cent for the SP candidates and the greatest number of votes have been for the candidate Bashkim Fino, 92 percent in the constituency of Kucove. Hence according to the proportional system, this party will also win 22 seats of that list. Over a news conference today, Sp leader Nano, referring to the referendum on the form of the regime, said that the votes in favour of a constitutional monarcchy are only 20 per cent. With regard to a possible withdrawal of President Berisha as he himself had declared in case SP wins, Nano said that "the decision for this was now taken by the Albanian electorate." "We offered cooperation to DP, whereas the President threatened us he would freeze the smile on our lips," said Nano. Asked whether the president would have other competence, the socialist leader said that "we will work for a normal parliamentary republic where the President will be honorific and the government an 'arbiter' of the executive institutional relations. Regarding the coming government premier, Nano implied that the present premier Fino will be the one. Nano said after the meeting with the U.S. Assistant Secretary of State for democracy, rights and work, John Shatuck, that the U.S. official had estimated the polls were held in a normal and acceptable process. "Today, nobody must feel himself a loser, Berisha either," said Fatos Nano referring to his political opponent. Concerning the work that SP will make to restore order and tranquillity, Nano said that according to the will of the people, work will start with the disarmament of the people and elimination of the gangs. As for his promise before the electorate with regard to the pyramid investment schemes he said that "I am serious before the electorate and no body will feel himself deceived." jz/xh [02] MONARCHISTS CLAIM THEY HAVE WON 60 PER CENT OF THE VOTES IN REFERENDUM ON FORM OF REGIMETIRANE, JUNE 30 (ATA) - By Keida Kostreci: The Minister of the Court of the heir to the throne Leka I and the leader of the Legality Movement Party said Monday that the referendum on the form of the regime in Albania ended in favour of the monarchy."From all sources that have reached us, from reporters, commissions, individuals, it results that the 60 per cent of the votes in the referendum on the form of the regime are in favour of the monarchy," said in a news conference Monday Abedin Muklosmani, the Court Minister of Leka I. Mulosmani called on all political forces, especially the Socialist Party, not to make declarations which may bring about troubles that do not satisfy the spirit of Albanians. Last Sunday the Albanian people voted for the parliamentary elections and the form of the regime in Albania, Parliamentary Republic or Constitutional Monarchy. According to preliminary reports, the Socialist Party has won the majority of seats in the coming Parliament. jz/xh [03] PARTIAL RESULTS ON POLLS IN ALBANIA BY CENTRAL ELECTION COMMISSIONTIRANE, JUNE 30 (ATA) - By Dorian Doca: According to reports reaching the Central Election Commission until 5.30 p.m., the Socialist party has won a considerable number of votes in some of the constituencies in Tirane.Hence, according to these reports, the SP+SDP joint candidate Luftim Ahmetaj has received 4 548 votes of 9 024 in constituency 48, the SP-SDP joint candidate Pavli Zeri has taken 6447 votes of 11 861 possible votes in constituency 51, while in constituency 53 the SP candidate Lesko Gjata has received 5 505 votes from 9 123 possible ones. Still according to the reports in the CEC, it results that the SP candidate Agim Fagu has received 6 861 from 12 195 possible votes in constituency 50. The candidate for deputy of SP, Ermelinda Meksi has won in constituency 52, 5 582 votes from 9 592 possible votes. In constituency 44, the SP candidate Anastas Angjeli has received 5 311 votes compared with 2 761 votes of the DP candidate Albina Karamitro. CEC also reports that the number of the constituencies which will have a second runoff is great. Hence, in Tirane, in constituency 57, the second runoff will be between the SP candidate Enver Reci with 4 312 votes in the first round and DP candidate Aleksander Meksi who has received 3096 ballots. A second runoff will also be in constituency 45 between the SP candidate Spartak Poci and DP candidate Engjell Hysenbegasi. Also according to approximate polls outcome, a second round of polls will be conducted in constituencies 46, 56, 57 in Tirane between DP and SP. Constituency 1 in Malesi e Madhe will have a second runoff between SP and DP candidates, while in Shkoder constituencies 7,8,9, and 10 will have a second round of ballot, in two of them facing each other are SP-DP and in two others are SP-ARU. Constituencies 33, 35, 36 and 37 in Durres will held a second runoff the coming Sunday in which the Dp and Sp candidates will face again each other. In Kavaje, there will be a second round of polls in constituency 58, between DP-ARU, in Korce constituency 94 in which SP-HRUP candidates will compete, in constituency 104 in Vlore, there will be a second round of ballot between two independent candidates and in constituency 107 in Vlore, the second runoff will take place between SDP and DAP. xh [04] MONARCHY WINS IN SOME CITIES IN ALBANIA - Preliminary reportsTIRANE, JUNE 30 (ATA) - By Dorian Doca: Referring to the referendum on the form of the regime in Albania, the monarchy has won in some cities, say representatives of the Party Movement of Legality. The member of the Central Election Commission, representative of the Movement of Legality Party, Akil Basha, gave ATA the following results, which have been also confirmed by respective town halls and prefectures.In Lushnje, the monarchy has won 60 per cent of the votes, in Fier 53 per cent, Lezhe 51 per cent, Lac 54 per cent, Durres 60 per cent, Kavaje 53 per cent, Malesi e Madhe 55 per cent, Shkoder 72 per cent, Burrel 82 per cent, Kruje about 50 per cent, Peshkopi 50 per cent, Gjirokaster 51 per cent. According to Basha, the percentages in favour of the monarchy have been lower in some other districts such as in Tropoje 30 per cent, Berat 30 per cent, Kukes 45 per cent, Vlore 30 per cent, Puke 40 per cent, Sarande 30 per cent and Korce 40 per cent. Promising reports, according to the chairman of the MLP Guri Durollari, are those coming from some constituencies of Tirane. In the constituency 43 in favour of the monarchy have voted 47 per cent of the voters, in constituency 48, 58 per cent of the votes have been in favour of the monarchy, constituency 49 had 49 votes in favour of the monarchy, constituency 51 had 35 per cent of the votes for the monarchy, constituency 56 had 56 votes for the monarchy while constituency 57 had 47 votes for the monarchy. Still according to Durollari, there have been irregularities in the ballot counting process. There are remarks made in the protocol on the voting in the polling stations 12 and 13 because in the polling box are found more ballots than the registered voters' list. The protocol has been signed by the chairman, deputy chairman and the secretary of the constituency election commission.
