  • [01] PRIME MINISTER FINO TALKS WITH KRANIDHIOTIS

    TIRANA, MARCH 21 (ATA)- The deputy Foreign Minister of Greece, Janos Kranidhiotis, had a telephone talk with Prime Minister Fino, today.

    Kranidhiotis familiarised Fino with the visit he paid several days ago to Gjirokaster. He stressed that during all the meetings with the local government in Gjirokaster he had stressed his support and that of the Greek government for the National Reconciliation Government and had transmitted everywhere the message of support by the Greek party.

    The two expressed their predisposition to continue friendly relations between the two countries.

    Kranidhiotis reconfirmed the readiness of the Greek government to send humanitarian aid, and aid for the macro-economic stabilisation. He also reconfirmed cooperation in the military field in the EU context. a.ke/jz/lm/Z

    [02] SECRETARY GENERAL OF TURKISH FOREIGN MINISTRY TO VISIT ALBANIA

    TIRANA, MARCH 21 (ATA)- By A. Frasheri, The Secretary General of the Turkish Foreign Ministry, Onur Omen, is visit ing Albania on Monday, the spokesman of the Foreign Ministry Press and Informati on Office reports.

    The spokesman says that Omen will meet senior state officials and chairmen of political parties in Albania. a.ke/jz/lm/Z/

    [03] REPORT OF ALBANIAN FOREIGN MINISTRY SPOKESMAN

    TIRANE, MARCH 21 (ATA) - The Foreign Minister of Albania, Arjan Starova, paid an official visit to Italy from March 19-20, 1997 upon an invitation of the Itali an Foreign Minister. Mr Starova and Mr Dini, says a report of the Albanian Foreign Ministry spokesman, discussed a possible assistance for Albania in the context of the EU.

    The spokesman confirms that during the official meetings of Minister Starova with Italian authorities, they have not discussed any kind of bilateral military agreement and the less so to have signed any of such agreement. Reports or comments of some segment of Italian medias about the above question are completely a fabrication.

    In the meetings with the Italian party, Minister Starova stressed the need of an international stabilizing police force, a request which has also been presented to the EU, WEU and OSCE by the President and Prime Minister of Albania with the consensus of all Albanian political forces. If the European partners, in the framework of the EU and OSCE, agree to send an international police force, it will be only the Albanian Parliament to approve the presence of this force in the territory of the Republic of Albania. ake.jz/xh

    [04] EUROPEAN UNION MUST NOT OFFER "MINIMAL SOLUTIONS" FOR ALBANIA - Alois Mock

    TIRANE, MARCH 21 (ATA) - Dr Alois Mock, chairman of the European Democratic Union, deputy to the Austrian Parliament and ex-Foreign Minister of Austria today said in Vienna in a declaration for foreign medias that "European Union should not offer 'minimal solutions' for the current difficult sitation in Albania.

    "Unfortunately, the echo of the conference of the EU Foreign ministers was not to the proper level," said Mock in his declaration.

    "The efforts of the new Government in Tirana are threatened by the chaotic activity of the gangs of rebels, Mafia members and communists," he added. Dr Alois Mock hailed the efforts of his successor, deputy chancellor and Foreign Minister of Austria, Dr Wolfgang Schussel to organize, in the context of the European Union and broader, an allround assistance aiming the restoration of stability and security in Albania.

    The OSCE delegation led by former Austrian Chancellor Vranitzsky, after knowing the difficult situation in Albania, proposed that a great number of policemen from the European Union countries and an economic aid be sent to Albania.

    "The economic damage, the toll of the killed people will increase if the measures for stability which must be taken immediately on the part of the European Union are delayed. The aid by the European Union must be quick and efficient for entire Albania." The discussion according to which the WEU would function as a military wing of the European Union and the debate on a joint foreign policy and security would lead to a lack of confidence if the situation in Albania is not given a quick solution," said Mr Alois Mock at the end of his declaration. jz/xh/

    [05] AUSTRIAN PARLAMENTARIAN DR WOLFGANG GROSSRUK REITERATES LEGITIMACY OF PRESIDENT SALI BERISHA

    TIRANE, MARCH 21 (ATA) - Deputy of Austrian Parliament and member of five commissions in the Parliament, Dr Wolfgang Grossruk reiterated through a statement in Vienna on March 21, 1997 the legitimacy of Albanian President Sali Berisha.

    He said among others in his statement that "We must have understanding for a part of the population who lost their savings in pyramid invesmtnet schemes, which had promised them big returns.

    There are also in Albania groups of rebels, mafia members, drug-traffickers, criminals, communists and former leaders of the defunct communist dictatorship, who are working against the legitimacy of the constitutional and democratic order in that country. These groups of criminals and rebels have not even the minimal democratic legitimacy.

    The acts of anarchy by the rebels in Albania must never be considered as "an expression of the will of the people," but as destructive and criminal acts," says the statement of Mr Grossruk. ake/jz/xh

    [06] ALBANIAN FOREIGN MINISTER MEETS CHAIRMAN OF THE DELEGATION OF THE INTERNATIONAL RED CROSS COMMITTEE

    TIRANE, MARCH 21 (ATA) - By Atlant Frasheri: Albanian Foreign Minister Arjan Starova today at noon met with the leader of the delegation of the International Red Cross Committee Allen Lenard and the chairman of the Albanian Red Cross, Shyqyri Subashi, spokesman of the Foreign Ministry reported today.

    Mr Starova briefed Mr Lenard of the situation in Albania and the efforts of the National Reconciliation Government to stabilize the situation in all the fields in the country. He expressed the Albania's gratitude for the readiness of the International Red Cross to help in these difficult moments.

    He assures Mr Lenard of the assistance that the Foreign Affairs Ministry will give to the International Red Cross in Albania.

    Mr Lenard thanked Mr Starova for the radiness of the Albanian Government to help the International Red Cross and pointed out that the operation of the immediate assistance undertaken by the International Red Cross forecasts in its first stage an amount of 10 million dollars accorded to Albania for three months and which will consist mainly of medicine and food articles. jz/xh

    [07] 40 CHILDREN INJURED BY EXPLOSIVE MATTER IN TIRANA

    TIRANE, MARCH 21 (ATA) - By P Shuteriqi: Many children and teenagers have been hospitalized recently in Tirana with wounds caused mainly by uncontrolled explosions.

    According to a doctor in the University hospital Centre, 40 children had been there for medical treatment today. Twenty of them are hospitalized and receving the necessary treatment, and their health state is out of danger. jz/xh

    [08] PARLIAMENTARY GROUP OF CHANCELLOR KOHL SUPPORTS SENIOR INSTITUTIONS OF ALBANIA

    TIRANE, MARCH 21 (ATA) - The Parliamentary Group of Chancellor Kohl in Bundestag supports the senior institutions of the Albanian state and the territorial integrity of Albania. In a debate on the situation in Albania held yesterday in the German Bundestag, deputy Klaus Francke, speaking in the name of the CDU/CSU parliamentary group of Chancellor Helmut Kohl, said that the aim of the German and European policy towards Albania should be the safeguarding of the territorial integrity of Albania as a sovereign state.

    "We are not allowed not to see that the conflict, along with the attacks by former officers of the regime of Hoxha and the Mafia influence, aims a division between the north and south of the country. All the parties must conduct a constructive dialogue. President Berisha and Prime Minister Fino, supported by the European Union and the OSCE, must continue their cooperation. Additionally, the authority of the elected local government should be restored.

    Further on Mr Francke said that the European Union must offer a greater aid than that given so far, by undertaking other steps as well. Mr Francke has visited Albania several times. In October 1996 he led the EDU observers in Albania's local poll. xh

    [09] PRESIDENTI BERISHA MEETS WITH AMBASSADOR OF FRANCE

    TIRANE, MARCH 21 (ATA) - Today President of Albania Sali Berisha had a meeting with the Ambassador of France and discussed with him the situation in the country. The French Ambassador confirmed once more to President Berisha the stand of France voiced yesterday by the Adviser of the French President Chirak and by the French Foreign Minister that France supported completely the Platform of the National Reconciliation, the activity of the President and the Government for National Reconciliation, the political solution in the framework of the legal institutions of Albania and Albania's integrity. xh

    [14] PJETER ARBNORI MEETS WITH U.S. AMBASSADRESS IN ALBANIA

    TIRANA, MARCH 21 (ATA) - The Chairman of the Presidency of the People's Assembly of Albania Pjeter Arbnori today met, with her request, the U.S. Ambassadress in Albania, Mariza Lino. Mr Arbnori said that in the present situation, of vital importance for Albania, is the defence of Albania's sovereignty and integrity respecting the legitimate institutions and the Main Constitutional Provisions.

    "We have a government of National Reconciliation which works on the basis of a platform which was agreed upon in the round table of the political parties with the President of the Republic, which the Parliament has supported and will continue to support in the implementation of all the points of the political agreement with the aim of realising the national reconciliation, restoring the public and constitutional order and carrying the country towards fresh elections.

    He said "we recognize only the local government structures elected freely and not the military committetes which like Soviets in 1917 seek to impose themselves on legitimate institutions through violence.

    Ambassadress Lino voiced her full support for all what Mr Arbnori told her and added that especially in the present situation, the respect for the institutions was very important. She also voiced her support for the Parliament.

    "We," she said, "in all our declarations have been against violence and violent imposition on legitimate institutions, always insisting in political solutions. In our line we have backed up the Government of National Reconciliation and its platform. Today, more than ever, all the parties should contribute to the realisation of this platform. To this end would also serve the participation of all political forces in the sessions of the Parliament. The Parliament is an important institution which must be protected in this difficult period," said Mrs Lino.

    Thanking Mrs Lino for the support, Speaker Arbnori said that the Parliament was resolute to make its contribution to overcome the situation. "The political solution may be reached only by respecting the legal institutions, the Parliament, the Government of National Reconciliation and the President. If these institutions are not observed, there may be only chaos and further destabilization." xh

    [15] PRESS RELEASE

    TIRANA, MARCH 21 (ATA) - Albanian President Sali Berisha today had a meeting with the Ambassador of Germany in Tirana, Hans Peter Disdorn and talked with him on the developments in Albania.

    Ambassador Disdorn said to President Berisha that in case Germany would not take part with troops or police units in Albania, it will not oppose such an act by other European Union member countries.

    He confirmed to President Berisha that Germany supports the political solution in the context of the Platform of National Reconciliation and of the legal institutions of Albania alone, and in this direction it considers as very important the immediate beginning of preparations for elections under a full international observation. xh

    [16] TELEPHONE TALKS BETWEEN DEPUTY FOREIGN MINISTER OF GREECE AND ALBANIAN PREMIER

    TIRANA, MARCH 21 (ATA) - The deputy Foreign Minister of Greece Janos Kranidhiotis had today a telephone talk with Albanian Premier Bashkim Fino, says a report of the information office of the Greek Foreign Ministry. The talk was very friendly and both agreed that the latest little diplomatic misunderstanding was considered closed by the two sides.

    The two parties laid the stress on the continuous cooperation between the two countries and the unshaken progress of the Greek-Albanian relations. In this context, Greece will support the efforts of the Albanian Government of National Reconciliation to overcome the crisis, says the report. xh
