  • [01] KOSOVA SHOULD NOT REMAIN PERMANENT COLONY OF SERBIA - Heider

    PRISHTINE, DEC 1 (ATA)- The Chairman of the Austrian Party of Freemen, Dr. Jorg Heider, stressed that his party has been against the diplomatic recognition of the "FRY" by the Austrian government, without the solution of the Kosova issue, and has openly criticised this recognition, the Kosova Centre for Information reports.

    "Kosova should not remain a permanent colony of Serbia", Heider said in a meeting with the deputy chairman of the Kosova Parliamentary Party, Dr. Rifat Blaku, who is on a visit to Vienna.

    Heider stressed that the Austrian Party of the Freemen will continue to insist on the non recognition of former-Yugoslavia in the international financial structures without the correct solution of the Kosova issue.

    He said that in the Austrian Parliament he would concern himself about the right to self-determination of the Kosova people as the only way to a standing solution of the Kosova issue.

    "Self-determination is a right of all the Balkan people for the solution of their political destiny", said Heider. He said that in the first meeting of the parliament, in its foreign policy commissions, they would discuss the political solution to the Kosova issue. p.ta/kled/lm/sh/

    [02] ORGANISERS OF FAIR '96 HOLD NEWS CONFERENCE

    TIRANA, DEC 2 9ATA)- by S. Sharrexhi, The Fair '96, held at the International Cultural Centre in Tirana between November 24-30 closed Sunday with a news conference, organised by the organisational committee of Fair '96.

    The signing of agreements between the participating local firms and companies as well as foreign ones (from more than 16 countries of the world, also including Liechtenstein) was one of the most specials of this fair.

    The Fair's director, Luan Muhameti, responding to reporters' questions spoke of the contracts reached by the "Ekspo-Klik" association, organiser of this fair, with the organising associations of other countries' fairs as well as that of Bari or the chambers of Commerce of Rome, Greece, Slovenia and other countries.

    At the end an agreement was signed between "Ekspo-Klik" and the Hungarian association "Pecseks", which has invited all Albanian firms to take part in the Pecs fair, to be held next June. a.ke/kled/lm/sh/

    [03] DISABLED PEOPLE TO BE INTEGRATED IN THE SOCIAL LIFE

    TIRANA, DEC 1 (ATA) - By Keida Kostreci Integration of physically and mentally sick people is a subject of continuous discussions and attention for the Albanian Government, various non-government organizations and for the society in general, as an indispensability for their full or partial rehabilitation.

    These people defined as "handicapped" because of their limited abilities have frequently been left aside, forgotten within the house or the institutions for them.

    In fact, it is a rare phenomenon in Albania for such people to go on streets freely as others, putting aside their hesitation for a non-existed guiltiness. It is precisely for this reason that sometimes, a wrong idea is formed that these people are not so many as to create a social problem.

    Perhaps one of the obstacles in this regard is the lack of some elementary conditions which would create them some facilitation which are a little or not at all difficult for the society or competent bodies to accomplish.

    "Suffice some glide paths in parts of streets to be made for the disabled to pass from the street to the pavement and vice-versa," said to ATA the directress of the Foundation "God loves Albania," Gesina Blaaw. She suggested an easy solution which facilitates the movement of invalids who use wheelchairs.

    But most important is that concrete hindrances are those created in the mentality and the difficulties encountered while disabled are growing up, beginning with the parents, especially when their economic conditions are difficult.

    Father beats Flamur Kavaja, 11 years old, from Fushe-Kruja, who is mentally sick. Flamur's father and mother think that their son, Flamur, becomes worse when they treat him tenderly. They underestimate him and take greater care of their other healthy children.

    A joint project of Albanian Woman Independent Forum and the Christian Children Fund, which will last two years, will assist 100 disabled children. It is also helping the parents of these children, both materially and from the point of view of their mentality. Social workers and doctors have offered their assistance in houses and institutions of the disabled, along with an information report which has been distributed.

    Facing the fact of a mental delayed development in a child is more difficult for the mother, especially when this fact is noticed right after the child is born.

    "Mothers should be convinced that the society does never punish them for these children, but on the contrary they should be convinced that by rearing such a child (first of all by accepting him) they are challenging the society," says the vice-directress of the disabled children rehabilitation school in Tirana, Dhurata Bakalli.

    Most of these children love music and TV programs and according to specialists, there are cases when their aggressive behaviour is a result of the lack of entertainment, society and special activities for them.

    In fact, some of them, who are talented in certain things, such as painting, poetry etc., feel themselves more accepted by the society.

    The law on employment, included in the Code of Labour, gives possibilities to disabled people to be employed in various work centres. Hence, the people who employ handicapped people profit from a considerable reduction of taxes.

    A centre for embroidery for handicapped girls is expected to start experimentation in Shkodra.

    Rehabilitation centres for people with a delayed mental development have been set up in various districts of the country. Besides, various seminars serve the sensitization of the people on this issue.

    All these and other efforts are promising for the rehabilitation of a group of people who must not feel themselves neglected any more. xh/sh/

    [04] LOCAL GOVERNMENT LEADERS IN ELBASAN LEAVE FOR ITALY FOR WORKING VISIT

    ELBASAN, DEC 2 (ATA)- By P. Zekthi: A working group of the Elbasan prefecture left for Italy Monday, at the invitation of the senior officials of Emilie Romagne region.

    The Elbasan Prefecture has established relations of cooperation with the region since last year.

    The two sides will discuss a series of agreements signed several months ago between the two regions.

    Elbasan has been defined of late as one of the top priority areas in Albania for planning investment.

    Several joint firms have been set up in this district, including that of "Italdruri", in which some eight million dollars have been deposited for timber productions and in which some 300 workers have been employed.

    With the declaration soon of the "free zone" near the metallurgical plant, the cooperation between these two regions is expected to recognise a greater influx of Italian capitals for the zone's development. a.ke/jz/lm/Z/

    [05] PJETER ARBNORI MEETS AMBASSADORS OF RUMANIA AND RUSSIA

    TIRANA, DEC 2 (ATA) - Albanian Speaker Pjeter Arbnori met Monday the Ambassador of Rumania George Miku, on the occasion of his departure from Albania.

    "During my stay in Albania, the relations between our countries are intensively developed in all the fields, in the parliamentary, trade and cultural fields," said the Rumanian Ambassador. The favourable climate, existing in the relations between our countries, will undoubtfully serve to the extension of relations in the future," stressed Ambassador Miku. For this, he thanked the good understanding of the Albanian government and particularly of the Albanian Speaker Pjeter Arbnori.

    The Albanian Speaker met on the same day the Ambassador of Russia Victor Neruballjo, on the occasion of his departure from Albania.

    "We hope during my stay in Tirana to have done a lot to orientate the relations between Russia and Albania towards the way of friendly development, " said the Russian Ambassador.

    Pointing out the role of Russia in solving the issues in the region to the good of peace, Speaker Arbnori underlined that "Kosova issue in former Yugoslavia is an issue still unsolved. We are not against Serbia and the Serbian people, but we request a fair solution of the Albanian problem, thus, Russia being a traditional friend with Serbia, and also having good relations with Albania, may have a positive influence on its solution", ended Arbnori. /s.sh/jz/mt/

    [06] ALBANIAN GOVERNMENT APPROVES DECISIONS

    TIRANA, DEC 2 (ATA) - The Council of Ministers convened Monday and took a series of decisions, such as: The decision on establishing a special government commission to negotiate the new agreement with the European Union.

    The decision on appointing the deputy mayors in the municipalities.

    The decision on approving the instruction on the criteria of using the incomes from the levies on constructions, by which it is defined that for 1996 this levy will be divided into 57 per cent for the independent budget of the local power and the other part for the state budget.

    The decision on the reorganization of the state commission of radio communication.

    The decision on the progress of work in the federations of football and basketball, making invalid the orders of the state bodies for discharges in the structures of the basketball and football federations, as well as respective recommendations for the progress of work in these federations.

    The government also took several decisions on transference of the budget funds. /s.sh/jz/mt/k
