  • [01] ALBANIAN INTERIOR MINISTER MEETS SECRETARY GENERAL 0F "EUROPE 2000" ORGANIZATION

    TIRANA, NOV 15 (ATA) - Albanian Interior Minister Halit Shamata met Thursday the Secretary General of "Europe 2000" organization, Tjerd Slesvijk Viser, Interior Ministry spokesman reports.

    Viser expressed Minister Shamata the approval of "Europe 2000" organization that Tirana to be next year the welcoming country of the Conference on the Fight against the Organized Crime, participating 31 European countries. Minister Shamata expressed the engagement of the Ministry he leads and other Albanian authorities for the progress and complete success of this conference. Viser asked Shamata that a representative of the Interior Ministry to be in the leading board of this organization.

    Secretary General of "Europe 2000" organization met on the same day the Minister of Justice, Kristofer Peci, as well as the Attorney General Alush Dragoshi. /a.ke/kled/mt/sh/

    [02] TRITAN SHEHU MEETS TIMOTHY WIRTH

    TIRANA, NOV 14 (ATA) - Chief of the Albanian diplomacy Tritan Sehu met Thursday morning the U.S. deputy State Secretary Timothy Wirth, by request of the latter, at the hotel where the Albanian delegation was accommodated, Foreign Ministry press and information office reports.

    During the meeting they discussed on the development of the bilateral relations between Albania and USA, as well as on the clear perspective and good will to strengthen them in the future.

    The American deputy secretary Wirth stressed that USA are attentively following the developments of democratic processes in Albania and ensured Minister Shehu on the support that USA will give to Albania in the bilateral aspect, as well as on its integration into Euroatlantic structures. Further on, Wirth stressed once again the role of Albania as a factor of peace and stability in the region. /a.ke/mt/sh/

    [03] EUROPEAN INVESTMENT BANK GIVES 12 MILLION ECU FOR 220 KW SUBSTATION OF VLORA AND FIER-VLORA LINE

    TIRANA, NOV. 15 (ATA) - By N Mano: Yesterday, the Mining and Energy Sources minister Abdyl Xhaja held a working meeting with Panagnotis Gennimatas, deputy president of the European Investment Bank (EIB) and specialists of this bank. The meeting followed the negotiations held in Luxemburg last month between EIB, the Albanian Government and the Energy Corporation for a credit of 12 million ECU for the 220 kW energy substation in Vlora and the line fier-vlora (220 kW.)

    Minister Xhaja briefed the EIB specialists of the Albanian energy system at this stage and the 5 year program of the Albanian government for the development of this sector.

    Gennimatas spoke of the cooperation on the basis of a three-year program which starts with the signing of the Albanian Energy Corporation estimated at 12 million ECU. kled/xh/sh/

    PRISTINA, NOV 7 (ATA)- The Serb police arrested in Pristina this morning the secretary of the Democratic League of Kosova Youth Forum, Jetish Jashari. The reason of his arrest is not yet known.

    Jashari has carried out postgraduate studies for international relations in the Prague and Budapest universities. lind/lm/sh/

    [04] OFFICIAL TALKS BETWEEN ALBANIAN AND AUSTRIAN DELEGATIONS

    TIRANA, NOV. 15 (ATA) - Official talks were held in the Austrian Foreign Ministry between the Albanian delegation led by Deputy Premier and Foreign Minister Tritan Shehu and the Austrian delegation led by Deputy Chancellor and Federal Foreign Minister Wolfgang Schussel.

    Shehu expressed once more the objectives of the Albanian Government to carry democracy ahead and for its complete integration in the Euroatlantic structures.

    Schussel appreciated the rapid and resolute rates of Albania on the road of democracy and said that Austria will unreservedly support Albania and will be its advocate for its integration into the European Union. "Albania is the main factor for the safeguard of peace and stability in the region," said Schussel.

    At the end of the meeting, Shehu proposed that an agreement for the removal of double taxation be signed as soon as possible. ake/eva/xh/sh/

    [05] ROAD ACCIDENT FOR TURKISH AMBASSADOR IN ALBANIA

    TIRANA, NOV. 15 (ATA) - Ambassador of Turkey in Albania Ahmet Okcin was gravely injured yesterday afternoon, after his car which was going to Rinas diverted from the main road on the Vore-Fushe Kruje road.

    Also injured by the car accident were Ambassador's wife, the translator of the embassy and the car-driver.

    The injured were taken immediately to the Tirana Military Hospital whose sources said they are out of danger.

    Police are investigating to find out the reasons of the accident. kled/xh/sh/

    [07] GENOCIDE 5: OTHER FAMILIES ARE SENTENCED AND INTERNED

    TIRANA, NOV 14 (ATA) By Eva Allushi: The third sitting to examine the evidence of "Antigenocide no 5" for crimes against humanity against the defendants P. Miska, H. Shahu, E. Halili, R. Iftica, M. Kola, M. Bushati, Q. Bregasi, L. Bardhi and J. Mihali was held Thursday in the Tirana Court.

    Only three of the defendants, respectively Pali Miska, Raqi Iftica and Hysen Shahu, were present in the sitting, while all the others were abroad.

    The sitting was opened by examining the testimony of the Attorney General's Office which threw light on the internments and sentences of many families during 1982-1985, signed by P. Miska and Q. Bregasi.

    The court listened the declarations of defendants Rraqi Iftica and Hysen Shahu, who did not accept the indictment.

    The other sitting will be held on November 21. /kled/mt/sh/

    [08] DEPUTY PREMIER AND FOREIGN MINISTER OF ALBANIA IN DIPLOMATIC ACADEMY OF VIENNA

    TIRANA, NOV. 15 (ATA) - Deputy Premier and Minister of Foreign Affairs of Albania Tritan Shehu yesterday held a speech in the diplomatic Academy of Vienna, where many young Albanian diplomats have studied.

    "One of our priority objectives along the development of the bilateral relations and the relations of good neighborliness with the Balkan countries is the membership of Albania in international and regional organizations," said Shehu.

    "The European Union is for Albania the most reliable organization, the pattern of rapid development, the example of multilateral cooperation. The foreign policy of Albania aims its integration in the structures of euroatlantic security," said Shehu.

    He focused especially on the Kosova issue.

    "We hold that the Kosova question is the first excellent case for the application of a preventive diplomacy so that the international diplomatic activity proceed and prevent events and not be a slave of them."

    Shehu hailed the opening of the U.S. information office in Prishtine and wished that this act be followed by European countries. ake/eva/xh/sh/

    [09] ODHIR MISSION IN TIRANA WAS MANIPULATED FOR SET INTERESTS AND BY SET GROUPS - Shehu

    TIRANA, NOV. 15 (ATA) - "The ODHIR mission in Tirana was manipulated for set interests and by set groups," said Albanian Foreign Minister Tritan Shehu in the OSCE Permanent Council in Vienna yesterday. Analysing ODHIR's mission in the May 26 parliamentary elections in Albania and the relations created afterwards between Tirana and this office, Shehu underlined that "the relations reached a delicate point, without a wayout."

    Shehu declared that Albania attaches a special importance to the relations with OSCE. It has manifested its readiness for the solution of the crisis between it and the ODIHR. In the mean time, Shehu called for more attention to the Kosova question. kled/xh/k

    [10] FLAVIO COTTI CONSIDERS FULLY LEGITIMATE REQUESTS OF ALBANIANS IN EASTERN KOSOVA

    PRISTINA, NOV 14 (ATA) - OSCE chairman Flavio Cotti considers fully legitimate the requests by the Albanians in Presheve, Bujanoc and Medvegje.

    Answering a message of the chairman of the party "For the democratic action", Riza Halimi, who also is chairman of Presheva commune, regarding the difficult situation of Albanians in Eastern Kosova, Cotti writes that he considers fully legitimate the requests of Albanians in Presheve, Bujanoc and Medvegje, to maintain their identity and enjoy equal rights.

    Cotti stressed that FYROM has been suspended by OSCE and it is made clear to Belgrade the impossibility for it to become again a member of this organization if it does not fully respect the identity of the Albanian population.

    The 100 000 Albanians of the Eastern Kosova region, although included in the Serbian political institutions, are deprived of their rights, and even of those which are guaranteed by the constitution of FYROM and of the Republic of Serbia.

    The centralized state system, pressures and threats by the Serbian Socialist Party in power, make a local self administration impossible even there where the Albanian parties reached a convincing victory in the local elections before the last ones, as was the case in Presheva commune, over 90 per cent of which is inhabited by Albanians.

    Albanian language is not used officially in the state structures in these three communes where the Albanians are denied of the right to use national symbols, although this right is sanctioned in the Constitution of the FYR.

    This region has 4-5 times lower national income as compared with the average of this index in Serbia. There is lack of medical institutions there and infantile death rate is several times higher than other places (in Presheva it is over 40 deaths per thousand.) In Presheve, Bujanovc and Medvegje, the laws prevent the transaction of real estate and the use of hired objects when the contracting parties are of different nationalities.

    This situation of the Albanians in Eastern Kosova, where they are included in the system of the Serbian state, shows clearly of the falsity of the declarations of Serbian officials, who try to justify the very grave situation of the Albanians in Kosova with "the boycott of the Serbian state by the Albanians."

    100 000 ethnic Albanians of these communes, through a referendum held on March 22, 1992, have pronounced themselves for a political-administrative autonomy towards a unification with Kosova. On November 2, 1996, they took part only in the local government elections, not in the federal ballot. The division of these zones from the administrative unit of Kosova, with which they form a compact ethnic-cultural and economic part, has been made for strategic aims on the part of the former-Yugoslavia. pta/pas/xh/mt/sh/

    [11] ALBANIAN PRESIDENT MEETS VICE-PRESIDENT OF EUROPEAN BANK OF INVESTMENT

    TIRANA, NOV 15 (ATA)-The President of the Republic of Albania, Sali Berisha, met on Friday morning with the Deputy-President of the European Bank of Investment (EBI), Panagiotis Gennimatas.

    Berisha appreciated the assistance and very good cooperation of the European Bank of Investment with Albania and stressed that the intensification of bilateral cooperation was of priority.

    Berisha said he was glad Gennimatas came at a moment when Albania was offering numerous chances to foreign investors and asked him to find the economic sectors he found beneficial for him and of interest for the development of the Albanian economy.

    Gennimatas considered Albania the country of great and fast changes and expressed optimism that investment could be carried out in many sectors including infrastructure, energy, tourism and other sectors.

    He appreciated Albania's efforts to meet the criteria for the association agreement with the EU and assured Berisha that "The European Bank of Investment is engaged in supporting you and contributing to this direction". kled/lm/Z/

    [12] EUROPEAN BANK OF INVESTMENT FINANCES ENERGY PROJECTS

    TIRANA, NOV 15 (ATA)- By M.Noti,

    Some 12 million ECU will be used for the project of the Vlore 220 kw substation and the Fier-Vlore 220 kw line", after the agreement signed Friday between the Albanian Finance Ministry and the European Bank of Investment.

    The agreement was signed by the Finance Minister, Ridvan Bode, and the deputy president of the European Bank of Investment, Panagiotis Gennimatas, in the presence of the Executive Director of the Albanian Electric Energy Corporation, Nako Hobdari.

    The agreement reached with EBI is the first in the Albanian energy sector with a three year programme.

    Friday's agreement brought to ten the number of Albania's agreements with the European Bank of Investment over the last two years.

    In this cooperation, which has began since the end of 1994 with this bank, the agreements reached so far record a financing of 46 million ECU.

    Gennimata said the number of agreements will increase further also opening credits for private businessmen.

    "The aim of the agreements reached between the European Bank of Investment and the Albanian government has been to identify projects of the perspective", Bode said.

    All procedures regarding the signing of the agreements are expected to be completed by the end of this year and during next January the release of credits will begin. kei/lm/Z/

    [13] PRESIDENT BERISHA TO TAKE PART IN FAO SUMMIT

    TIRANA, NOV 15 (ATA) - President of the Republic Sali Berisha left for Italy this noon to take part in the FAO World Summit, being held in Rome.

    Berisha will speak at this summit on Saturday.

    [14] ALBANIANTRADE UNIONISTS TAKE PART IN SEMINAR IN TURKEY

    ELBASAN, NOV 15 (ATA)-By P. Zekthi, A 29 member trade union delegation of the metallurgical plant in Elbasan took part in the seminar: "Trade Unions' problems in the market economy", organised in Turkey by the Eur. Asian Federation of metals.

    Their participation in this seminar, which intends an exchange of experience in the bilateral trade union mission, was enabled by the UITUA relations with this federation and that of the Turkish-metal in Turkey. s.sh/jz/lm/Z/

    [15] TRITAN SHEHU CONDUCTS MEETINGS IN AUSTRIA

    TIRANA, NOV 15 (ATA)-In the course of his diplomatic activity in Austria, Deputy Premier and Foreign Minister Tritan Shehu met with the Austrian President of Parliament and Deputy Chairman of the Social-Democratic Party of Austria, Henz Fischer.

    Shehu appreciated the successful cooperation between the two countries' parliaments.

    Fischer expressed readiness for cooperation and confirmed that every activity of Albania has been welcomed by all the political forces in the Austrian parliament.

    As regards the Association agreement Albania is preparing to sign with the European Union, Fischer said that Albania will never lack Austria's aid and support.

    Fischer showed special interest in the situation in Kosova.

    Shehu commented the parliamentary and local elections in Albania and stressed that their result, nearly the same, reconfirmed the will of the Albanian people for democracy and integration.

    In the course of his meetings Shehu was received at the Austrian Ministry of Education and Culture by the Federal Minister, Elisabeth Gehrer, who is at the same time President of the Austria-Albania Friendship Association.

    The meeting stressed the need of intensifying cultural relations between the two countries.

    Later, Shehu met with the vice-Director General of the largest Austrian company, OMV, Wolfgang Ruttentorffer. Shehu assured him that his company would find full support to successfully realise projects in Albania.

    Afterwards, Shehu visited the Diplomatic Academy of Vienna where he read the report "On Albania's integration into the EU and Eur.- Atlantic security structures as a contribution to peace and stability in the region and broader". a.ke/jz/lm/Z/

    [16] FAIR "TIRANA TRADE '96" TO OPEN IN TIRANA SATURDAY

    The fair "Tirana Trade '96", organised by the Chamber of Commerce and Industry in Tirana opens in Tirana on Saturday.

    Some 40 firms and companies from Albania, "VEVE Group", "M.LEKA", "USLLUGA", "DYPLEREX", "INSIG", "Dinamo" Plant, "Kondakci", as well as foreign firms from Italy, Greece, Former Yugoslav Republic of Macedonia and other countries will participate in the fair.

    The fair will display various confection commodities, pharmaceutical productions, furniture and other productions of this kind, food productions, building material, alcoholic drinks, detergents, and other items. a.ke/eva/lm/Z/

    [17] FURTHER STEP IN THE INTENSIFICATION OF ALBANIAN-AMERICAN RELATIONS - Shehu

    TIRANA, OCT. 4 (ATA) - "This visit marked a further step in the intensification of bilateral relations with a number of countries of the world, especially with the United States of America," said Foreign Minister of Albania Tritan Shehu in a news conference today.

    According to Shehu, the visit to the United Nations and the meetings he had in New York, Boston and Washington, were another possibility to extend the contacts and the interests of Albania as well as the interests of others towards Albania."

    "The perspective of the Albanian-American relations will be very good, and it has taken a very important place in the Albanian foreign policy," said Shehu. He thanked for "the U.S. assistance and support for the opening of the representation office in Prishtine and asked a further U.S. commitment to this aspect."

    "I think that the visit served the consolidation of Albania's relations with the U.S. and was a manifestation of the mutual understanding and will to prmote these relations in the future." jz/xh/Z/
