  • [01] PCEC ANNOUNCES FINAL RESULTS OF THE SECOND ROUND OF POLLS IN ALBANIA

    TIRANA, NOV. 1 (ATA) - The Permanent Central Election Commission today announced the winners of the second round of local ballot for communes and town-halls.

    The runoff was conducted on October 27, 1996 in 118 constituencies, 22 city halls and 96 communes.

    In this round the Democratic Party won 21 more municipalities, whereas the post of the mayor in the northern city of Shkodra was taken by a coalition of right wing parties (The United League of Shkodra, an alliance of Balli Kombetar Party and the Legaliteti Movement Party.)

    The Democratic Party also won 72 communes of 96 that had the runoff, while the rest of the communes were won respectively: 3 communes by SP, 3 by Balli Kombetar Party, 3 by Human Rights Union Party, 6 by the Republican Party, 1 by Christian Democratic Party, 2 by the Social Democratic Union Party, 1 by Legality Movement Party and 5 communes by independent candidates. xh/sh/

    [02] FROM THE VISIT OF DEFENCE MINISTER SAFET ZHULALI TO THE U.S.

    TIRANA, NOV. 1 (ATA) - A bilateral meeting between U.S. and Defence Secretary William Perry and the Defence Minister Safet Zhulali was held in Pentagon yesterday.

    They discussed bilateral cooperation in the field of defence, the situation in the Balkan region, the application of the Peace Plan, Albania's participation in IFOR, the situation in Kosova, etc.

    Minister Zhulali stressed once more the readiness of Albania to continue the military cooperation between the two countries in the field of defence.

    Secretary Perry congratulated Mr Zhulali on the October 20 local ballot. He said the elections were free, correct and fair, hailed DP's victory in them and stressed that continuous steps towards democracy "will bring Albania to the fore as a leader of democracy in the Eastern European countries." Further on he stressed that U.S. will continue its support for the Albanian Army.

    After the meeting, in the presence of senior officials of the Pentagon, a ceremony was held for Mrs Perry who was awarded the decoration "Mother Teresa" accorded by the President of the Republic of Albania, Sali Berisha.

    On the same day, another meeting was held in the Department of State between the Defence Minister Safet Zhulali and the U.S. Assistant Secretary of State, Wirth. During the friendly meeting the talk focused on the situation in the region, the local ballot and the political situation after the polls in Albania, etc. ake/jz/xh/sh/

    [03] ALBANIAN PRESIDENT MEETS REPRESENTATIVES OF EDUCATION IN KOSOVA

    TIRANA, NOV 1 (ATA) - Albanian President Sali Berisha met Friday the representatives of education in Kosova, Muharrem Bicaj, Minister of Education in Kosova, Iliaz Ramajli, Speaker of Kosova Parliament, Avdulla Vokrri, Director of Pristina Publishing House and Xhevat Shyla, Chief Editor in Pristina Publishing House, President press and information office reports.

    They congratulated President Berisha for the victory in local polls.

    The delegation briefed on the work done in drafting the Albanian text books for Kosova and gave him a copy of each.

    President Berisha told them that the Albanians in the Republic of Albania voted in the elections of May 26 and October 20 not only for themselves, but also for the aspirations and democratic feelings of Albanians in Kosova, Macedonia, Montenegro, USA, Germany and elsewhere. They voted to confirm their western identity, to take their own place in Western Europe.

    Berisha congratulated the delegation for the great job done by all cooperators and employers of the Publishing House in Pristina to publish the text books in Albanian language for the pupils of Kosova. He stressed that he had supported the agreement on education between President Rugova and President Milosevic as an important step in improving the teaching methods for the Albanian pupils in Kosova.

    "I hope President Milosevic will apply the agreement on education and will understand that the Parliament elected by the free vote is an institution which should be respected", said Berisha. He asked Ramajli to congratulate all the parliamentarians of Kosova and stressed that the functioning of parliament elected by the free vote not only hinder, but will also be a powerful factor of stability which will contribute in the peaceful solution of Kosova issue. /a.ke/kled/mt/k

    [04] EU PREDISPOSED TO RAISE ITS LEVEL OF RELATIONS WITH ALBANIA - EU Commissioner, Papoutsis

    TIRANA, NOV. 1 (ATA) - By A Lazaj: "European Union is predisposed to raise its level of relations with Albania and appreciates especially its economic successes," said Christos Papoutsis, EU Commissioner for Energy, Tourism and SME, in a news conference in Tirana today.

    Papoutsis pointed out that soon the European Union will start talks with Albania on another kind of cooperation which will be of a higher level than the existing one. "This kind of cooperation will bring Albania nearer EU and will help more the Albanian economy and its political stability," stressed Papoutsis.

    He added that EU appreciates Albania's relations with EU members and particularly with its neighbouring countries. "Here we cannot but mention the great role of Albania during the Yugoslav crisis," said Papoutsis. He considered as very important the latest local vote in Albania which he described as "an encouraging sign" for the EU-Albania cooperation.

    This cooperation, said Papoutsis, should reach higher levels especially in the field of energy because Albania is an important state in this field, mainly for the production of oil, gas and coal, and has a very great water potential for energy. EU Commissioner also highlighted the favourable geographic position of Albania.

    Some weeks ago, upon a proposal of the EU, the EU Council of Ministers approved the supplementary catalogue of the projects included in the European energy systems. "It also included a study for gas pipeline from Greece to Albania," said Mr Papoutsis.

    He appreciated the role that SME play for EU and Albania in the efforts to create new jobs. Papoutsis invited Albanian authorities to increase cooperation for more information about European SME so that the latter help in their cooperation with Albanian SME. pas/xh/sh/

    [05] PRESS REVIEW

    TIRANA, NOV 2 (ATA) - Rilindja Demokratike reports on the meeting of President Berisha with the European Commissioner on Energy, Tourism and Small and Middle Enterprises, Christos Paputsis. The paper also publishes the information of the Permanent Central Election Commission regarding the winners of the second round local elections for municipalities and communes. After the major victory of the democratic union of Shkodra mayor, the President of Democratic Alliance, Neritan Ceka, has declared that "from now and on he and his party will be left wings", writes the paper.

    The Envoy of the U.S. State Department, Stephen Coffey, estimates the performance of PCEC for local elections, writes the paper under the title "Elections were free and fair".

    Zeri i Popullit carries the editorial "The potential of confidence", with regard to the today's meeting of the SP leading Committee, which focuses on the analyses of local polls of October 20 and 27. "U.S. State Department gives final estimation for the conduct of local elections in Albania", reports the paper under the title "New constitution, new parliamentary elections".

    Republika paper publishes the article "Petitions and anti petitions in SP", which underlines the fact that in front of the fight between the SP leaders, the socialist electorate will find it reasonable to mind his own affairs and to drop the anchor somewhere else. The paper also carries an article entitled "Dismissal of SP Presidency is requested".

    Lajmi i Dites publishes the list of winners in the second round of local elections. The paper publishes the address of colonel Asllan Bushati in the multinational military exercise "Rescuer '96" in FYROM under the title "The partnership has brought us near and befriended with each other".

    "To whom will remain the receipt of loss", reports Albania paper regarding the meeting of the SP Leading Committee. In the yesterday's paper, Koha Jone publishes an article by Kastriot Islami, who quotes the letters of Angjeli addressed to Nano, which inform that Nano petition on the verge of the SP second Congress, was a petition abetted by Greek lobby of America, writes the paper in the editorial "This is who divided the socialists".

    Rilindja paper highlights the news conference of President Rugova under the title "Kosova in the center of the international attention". The paper carries the article "The Albanian energy in the European focus"

    In the heading "Analyses", Dita Informacion carries the article "Although topless the pyramid still remains a pyramid", while Bashkimi paper entitles the editorial "Kadare and the genius of the nation". The paper also carries the article "The problem is not whether we have opposition, but how will it be reconstructed?"

    "Socialists under the circle of fault", writes Koha Jone with regard to the meeting of the SP Leading Committee. Nano and the Presidency under accusation, underlines the paper.

    "Usuries shock the market of foreign currencies", reports Gazeta Shqiptare. The request for money is increased in the market, at the time when the waves of currencies have turned it down, writes the paper. The paper also writes: today in SP, the big quarrel after the elections. /kled/mt/k

    [06] SHKODRA UNDERGROUND EXPLORERS PRESERVE CAVES FROM TOURISTS

    TIRANA, NOV 2 (ATA)- By M. Kora,

    The Shkodra underground explorers, members of the "Ylber" environmental club, promise to preserve the numerous caves of Shkodra, Northeastern Albania, from damages and thefts by local and foreign tourists.

    The villagers fill up the vertical corridors inside the caves to prevent cattle from falling while the tourists break the stalactites and stalagmites and obtain the rare objects of these caves.

    The explorers, after noticing these phenomena, have decided to organize excursions to seven caves of the Shkodra region, during which the professor and chairman of the association for Shkodra, Trifon Ziu, will speak of their importance and values and well as the need to protect them.

    A guide will be prepared for the visit to these caves and leaflets will be distributed to the inhabitants of the areas nearby the caves.

    "In this way the training of the participants will start with the ascending and descending technique of the vertical caves, down to the encouragement of the local government structures to administer the caves' environment, to turn them into tourist spots", said the coordinator of the project Elvis Ziu.

    The caves regarded by "Ylber" as monuments of nature have also been considered as an economic source for the tourism of the areas they are located.

    The caves of Malagjia, Zyla, Muriqi, Jubani, Pellumba, Gura and Reci will be visited by "Ylber" every Saturday for seven weeks in succession, a time set for the project financed by the Budapest based Regional Environment Centre, REC, through a special fund offered by the Netherland's embassy for the first aid programme and released by the REC local office in Tirana. kei/lm/Z/

    [07] NINE THOUSAND DOLLARS GRANTED BY NETHERLANDS EMBASSY FOR ALBANIAN ENVIRONMENT

    TIRANA, NOV 2(ATA)- By M.Kora,

    In the context of the special aid programme, the Embassy of Netherlands has granted for the Albanian environment nine thousand dollars, released of late by the Budapest based Regional Environment Centre, REC, through its local office in Tirana.

    According to the members of the REC board in Tirana, the Dutch aid will enable the realisation of eight projects of various non governmental environment associations, which won the right of application following the meeting of the REC board in Tirana, by the beginning of the past month. s.sh/jz/lm/z/

    [08] SEMINAR "ALBANIAN ENERGY POLICY FOR A COMMON FUTURE" ENDS

    TIRANA, NOV 2 (ATA)- By N. Mano,

    The two day seminar under the topic: "Albanian energy policy for a common future", held by the National Energy Committee and the Foundation "The Albanian-EU Energy Efficiency Centre", ended on Saturday.

    The seminar treated topics that have to do with the development of the energy sector in Albania, the strategy to be pursued in the future for a convergence with the European energy policy.

    The seminar also treated issues dealing with Albania's integration with the Trans-European networks of electric energy, natural gas, the European Charter of Energy and the up-to-date technology for the coal exploitation in Albania.

    A special sitting was also reserved to problems dealing with the development of the renovating energy sources in Albania and with the EU aid programmes in the energy sector and other issues. jz/lm/Z/

    [09] AGREEMENT BETWEEN ALBANIAN, FINNISH CHAMBERS OF COMMERCE SIGNED

    TIRANA, NOV 2 (ATA)- By A.Keko,

    A delegation of the Tirana Chamber of Trade and Industry, headed by its chairman, Arben Shehi, recently paid a visit to Helsinki, at the invitation of the Finnish Central Chamber of Commerce and with the midiation of the Finnish Firm "INTERFARMA".

    An agreement of cooperation was signed during the meeting with the delegation of the Finnish Chamber, headed by the Director General, Sampsa Saralehto.

    The agreement will serve as an institutional basis for the encouragement and development of business relations of mutual interest.

    During its stay in Finland, the Albanian delegation was extended a special reception in various companies.

    The Albanian delegation also met with representatives of several export- import firms, which showed interest in the import of the Albanian cognac "Skenderbey" as well as of various kinds of Albanian wines. a.ke/jz/lm/Z/

    [10] ROUTINE MEETING OF SOCIALIST PARTY - FRESH

    TIRANA, NOV 2 (ATA)-By Agim Baci,

    The Secretary General of the Socialist Party, Rexhep Mejdani, has considered today's meeting of the SP Steering Committee a lively meeting with an active participation while to the chairman of the Eur.Socialist Youth Forum of Albania, FRESH, the meeting has been a routine.

    "A complete analysis of the Party will help us to cope with the pending challenges", said Mejdani, commenting today's meeting.

    On the other hand, Meta and Hajdaraga (one of the former SP leaders), the SP presidency today deliberately avoided the debate about the responsibilities regarding the results of this party in the October 20 local elections.jz/lm/Z/
