  • [01] CONSTRUCTION OF TWO ROAD SEGMENTS START IN TIRANA

    TIRANA, AUGUST 30 (ATA) By P Shuteriqi - Construction of a new segment in the new "ring" road of Tirana was inaugurated Thursday.

    It is 2.2 km long and 50m wide with three lanes and will serve to connect Kavaja road with Durresi road. A bridge some 20m long will be part of this road. So, Tirana will have easier traffic, which for lack of roads moves through the centre of the capital.

    Prime Minister Aleksander Meksi, who attended the inauguration ceremony, said that, we are today witnesses of one of the biggest road project in Albania. The infrastructure will improve a lot in Albania because Programme PHARE and CROSSBORDER are engaged in the road project realisation. Besides the Albanian government even the European Union with its banks will be support the project.

    Mr Nazifi, general director of Alb-asphalt construction in Tirana, said at the inauguration ceremony of this object that about USD60 million will be used for the first phase. During 1996 they would realise the main works and be ready for the asphalt layer. We are engaged to end this phase in three months.

    The same day started the works at the connection point in entering Tirana in cars, via Durres-Tirana highway. Robert Huta, director of "Egnatia construction" company, which will realise this project said it had a value of USD2.5 million and by adding the money used for the land reparations given to farmers its value will be some USD3.5 million and will be covered by the state budget.     [02] ALBANIAN STUDENTS END GERMAN SUMMER UNIVERSITY

    TIRANA, AUGUST 31 (ATA) By P Shuteriqi - It is the second year that Institute Goethe organises in Tirana Summer University on teaching of the German language.

    Concretization of this initiative was realised after an official visit of Federal President Herzog to Albania in 1995. The above mentioned institute sent six teachers of the German language.

    One hundred Albanian students attended this four-week course and certificates were afforded to them at the end. Special activities were organised besides the courses to acquaint the students of the Faculty of Economics with terminology of their science, while for the students of the Faculty of Philology was organised a methodic seminar in German teaching. fh/Z/

    [03] "ALL ISSUES OF KOSOVA, EVEN POLITICAL ONES TO BE DISCUSSED" - Rugova

    PRISTINA, AUGUST 30 (ATA) - By B. Jashari Albanian-Serbian talks with the presence of international negotiators about education in Kosova in the Albanian language and their possible results, were the main items discussed in a press conference held Friday by President of Kosova, Ibrahim Rugova in Pristina.

    "No comments for the present", said the president of the Republic of Kosova, adding that "we will discuss all issues on Kosova, even political ones."

    Talking about the opening of the new school year on September 2, Rugova said that "it will be another year of efforts for the independent Kosova school trying to meet western standards." He added: "Our aim is to return in our school buildings and we would like to solve this problem by political means. Meanwhile, the teaching process will continue as until now."

    Asked whether the provocations of the armed civil Serbs against Albanians in Kosova might be directed by any centre, Rugova answered that "they might be organised on purpose and try to increase tension in Kosova". He called on Serbs of Kosova to keep calm and not abuse with Albanian tolerance and peaceful resistance, by which even Serbs who are in Kosova will win." pta/mt/z/

    TIRANA, AUGUST 31 (ATA) - Rilindja Demokratike highlights today a press conference of the Ad hoc commission of the CE Parliamentary Assembly under the title "CE: Boycott of Socialists - unacceptable act for democracy." It also carries the articles "The SP becomes Nano party" and "Ex-counselor of President Alia, the SP General Secretary." The article "Ramizists make SP their own" reports on the last developmets inside the SP.

    Zeri i Popullit highlights yesterday's meeting of the SP General Leading Committee (GLC) and carries a list of the new SP presidency. It also carries a letter of the SP leader Fatos Nano to the GLC of his party and an article entitled "Finsberg warns possible Albania's expulsion from the CE." Another article of the paper is "Ambassadors of America."

    Poli i Qendres carries an article entitled "Finsberg: 'Deputy chairmen of election commissions from the opposition'" and with subtitle "Boycott is unacceptable, while vote manipulation is acceptable!", another article comments on the visit of the CE Ad hoc commission to Albania.

    Lajmi i Dites carries an article entitled "Boycott - unacceptable act for democracy." Rilindja's editorial is entitled "New school year in Kosova on the same conditions of the last year" and another article "CE does not support opposition boycott."

    Albania carries the article "The road to Europe passes through parliament" and the editorial "The West fractions the socialists". It also carries an article entitled "Nano wins Rexhep Mejdani and loses his Party".

    Another article writes about a statement of Ilir Meta, former SP deputy chairman, entitled: "We towards the 21st century, Nano towards year 1991".

    Gazeta Shqiptare carries an article entitled "Nano's broom sweeps socialists" and another one entitled "Albanian beggars hunted down by pedophiles".

    Dita Informacion writes "Nano offers compromise, Meta declares war" and "Cleansening in Durresi customs house."

    Koha Jone writes: "Greek Foreign Minister Pangallos in Albania". It also carries the articles "Rexhep Mejdani number two in the SP" and "CE: Berisha, leader of the table".

    Koha Jone writes at the economical issues an article entitled "Urban service in complete collapse".

    Tribuna carries an article "Boycott is not a democratic act", while Sindikalisti's editorial is entitled "Serious disorder in the giving of credits." jz/fh/mt/E

    [05] GREEK FOREIGN MINISTER IN ALBANIA

    TIRANA, AUGUST 31 (ATA) - Theodoros Pangallos Foreign Minister of Republic of Greece arrived today in a visit to Albania.

    He was received in Gjirokastra by his Albanian counterpart Tritan Shehu and met journalists there. During his stay he will visit the Greek Consulate in Gjirokastra. He is expected to be meet the Albanian President Sali Berisha in Vlora. fh/E

    [06] ALBANIAN FOREIGN MINISTER MEETS HIS GREEK COUNTERPART IN GJIROKASTER

    Gjirokaster, Aug 31 /ATA/ By F.Vladi, Sh.Hajno - Greece's Foreign Minister Theodoros Pangalos, who came on Saturday in Albania, after participating at the inauguration ceremony of the new building that would serve as the Greek Consulate in Gjirokastra, was received by the Albanian Deputy Prime Minister and Minister of Foreign Affairs Tritan Shehu.

    Shehu and his Greek counterpart Pangalos had a tete-a-tete discussion. At the end of the meeting Albanian minister said:" it was a very successful meeting and will continue with the Albanian President Sali Berisha meeting in Vlora town. We discussed on issues of cooperation in all fields and of promotion Greek investments in Albania."

    The visit's aim is to bring closer the cooperation between Albania and Greece, as two neighbour countries, which need one another, said he.

    Shehu added that the cooperation will also serve for a broader stability in the region. Shehu said that both agreed to solve many problems within a very short period of time. /kled/gen/sh/

    [07] PRESS CONFERENCE OF GREEK FOREIGN MINISTER, PANGALOS

    Gjirokaster, Aug 31 /ATA/ by F.Vlasi, Sh.Hajno "The relations between the two countries are very good and now can go deeper in the economic field, infrastructure, free movement of people and exchanges in all levels," said Greek Foreign Minister, Theodoros Pangalos in a press conference at the hall of Gjirokastra Municipality.

    After he mentioned that he is visiting Albania for the third time, Pangalos said that "he is happy for the long and positive path the relations between the two countries have gone through," adding "the period of misunderstanding is over and with a strong will the relations between the two countries will make further progress."

    These relations emanates from our history, ancient culture and the presence of the Greek minority in Albania, said he.

    In relation with a question of an Albanian reporter on the status of the Albanian immigrants in Greece, pangalos said "legislation allowing seasonal work by Albanian immigrants would be ratified by parliament after general elections in Greece." This law would also cover 30 percent of illegal immigrants, for the rest we will try to issue visas, compared to many other countries, Albania is a priority for Greece, added he.

    Pangalos welcomed Albania's government decision to set up Greek schools in towns of Gjirokastra, Delvina and Saranda. Answering a question of an Albanian TV reporter regarding the place of Albania in Greek foreign policy, he said " After the end of the Cold War, the ties with Albania are given priority in all fields, including free movement of people, infrastructure, cooperation between various companies etc.'

    On the question, what is Greek government doing in swiftly turning Albanian citizens of Greek origin back to Albania, Pangalos said "we can't tell where to live and work," explaining that in a democratic society free movement of people is a common knowledge.

    Later pangalos said that the relations with Albania will be strengthen further more and in his meeting with President Sali Berisha in Vlora town they will disccus on many issues of mutual interest. kled/gen/sh/

    [08] ORGANIZED SERB GANGS BEAT ALBANIANS -Demaci

    PRISHTINA, AUG 31 /ATA/ - The U.S. Embassy First Secretary, in Belgrade, Robert Norman, met on Thursday with Adem Demaci, the chairman of the Council for the Protection of Human Rights and Liberties (CPHRL), in Prishtina and voiced the American Government's concern "for the general situation in Kosova" reports the Centre for Information of Kosova.

    Demaci informed the American diplomat that "there is no sign of appeasement of the oppression towards the Albanians," on the contrary "it is hardened" compared to the previous year.

    CPHRL's chairman pointed out that organized serb gangs, armed with clubs and chains attack and beat the Albanians recently ."

    The fact that the police have not taken any preventive measures towards such acts, said Demaci "raises doubts that police forces or paramilitary groups are behind them."

    After the explosions, which are not explained yet, added he, terror is being conducted towards the Albanians. That is a collective revenge, outburst of hate, where all pedestrians are beaten, regardless of age and sex. There are cases, where entire families are multreated, quarters and villages surrounded said Demaci.

    The culprits are never discovered and the Albanians have no where to complain, added he./P.Ta/kled/gen/sh/

    [09] JOINT ALBANIAN-TURKISH MILITARY EXERCISE "MAREKS 96" ENDS

    TIRANA AUG 31 /ATA/ - Joint Albanian-Turkish military exercise "Mareks 96' ended on Saturday.

    Organized in the context of the Partnership for Peace Program, the exercise achieved all its targets defined by both naval forces.

    During the second stage of the exercise, joint complex maneuvers were conducted in the sea, equal to those carried out by other navies of NATO member countries.

    "Mareks 96' was the third joint naval exercise with the Turkish navy in the context of Partnership for Peace program.

    Turkish frigate "Turgut Reis" Saturday left Albania. kled/gen/sh/

    [10] FORMER POLITICAL PERSECUTEES PROTEST COURT OF APPEAL DECISION

    TIRANA, AUG 31 /ATA/ - Anti communist association of Former Political Democrat Persecutees, in collaboration with Lushnja branch (Central Albania) staged a protest on Friday against the court of Appeal's decision towards the persons responsible for instigating genocide in Albania.

    Former Political Persecutees gathering in Lushnja from various Southern districts vehemently protested on "soft decisions" by the court towards high ranking officials of ex-communist regime.
