  • [01] LOCAL GOVERNMENT SECRETARIAT ASKS INTERNATIONAL ORGANISATIONS ASSISTANCE ON ELECTIONS

    TIRANA, AUGUST 13 (ATA)- By R.Floqi, The Local Government Central Secretariat has taken all technical measures to attain European standards and avoid irregularities in the upcoming local elections, but it is asking financial assistance to attain these standards.

    "The elections' technical parameters are at the center of the attention of the Local Government State Secretariat", says the head of the Local Government Department, Ferdinant Poni, who explains that the secretariat has studied the whole western experience in this direction, also bearing in mind the necessary expenditures.

    Poni holds that "if we are required to attain European standards of elections, which the Albanian government is as well interested in, an international financial assistance is needed".

    "We are ready to reach a consensus on the electoral law and for this the Secretariat has assimilated all western practices of the local government election law and of the U.S., to attain their parameters", Poni says.

    However, in order to secure the necessary material basis and provide information, the government has accorded the necessary fund for a proper functioning of the electoral commission, beginning with the Central Electoral Commission down to the polling stations in communes and municipalities.

    Unlike the May 26 elections, for the local elections the number and extension of the local commissions will be in accordance with the division in villages, communes and municipalities. Albania is divided into 12 prefectures, 36 districts, 57 municipalities and 304 communes.

    The secretariat suggests that the electors first vote in communes and municipalities for the respective chairman choosing the name they like, secondly for the electoral subject and thirdly under the proportional system for the district council. kei/lm/z/

    [02] EX COMMUNIST SENIOR OFFICIAL RELEASED FROM THE COURT HALL

    TIRANA, AUGUST 12 (ATA) By A Frasheri - A former senior official of the PLA and the communist state, charged of crimes against humanity in collaboration was released Monday in the court hall and sentences for four others were reduced.

    The Appeal Court in its Monday session, headed by judge Mergim Dragoshi, issued its verdict for six former senior officials of the Albanian communist regime. In its verdict the panel of judges declared, all the six defendants, guilty and granted a five-year suspended sentence to Foto Cami, one of the highest officials of the communist dictatorship.

    It sentenced Prokop Murra to 20 years in jail, Muho Asllani and Zef Loka to 18 years, Gaqo Nesho to 16 years and 12 years for Dilaver Bengasi and left in power the sentence of the Tirana Court for the qualification of the penal case.

    The prosecutor of the case, Teodor Mosko, in his pretence asked from the jury 25 years in jail for Prokop Murra and Muho Asllani, 20 years for Foto Cami, 18 years for Zef Loka, 16 years for Gaqo Nesho and for Dilaver Bengasi.

    The Prosecutor's Office in Tirana charged the defendants after the denouncement of the Forum of Independent Intellectuals which accused them for "genocide and crimes against humanity in collaboration." They all, while in office in their high party and state posts have proposed, approved and realised massive internments of the Albanian citizens, only for opposing the communist regime and for political motives.

    The Appeal Court in three previous trials against 14 former senior communist officials under the same charge has granted five years suspended sentence for four of them, who were according the Code of the Penal Procedure were immediately released. It also had granted lenient sentences compared with those of the Tirana Court for all the other defendants.

    A previous statement of the Forum of Independent Intellectuals considered juridically irregular ". . . the lenient sentences for these criminals."

    Some 100000 people are thought to have been interned, during fifty years of dictatorship, in the country's most remote villages for political motives or for a single word. The figure for those who were killed, interned or hunted down for the above motives is alleged to be some 500000 people. ksh/fh/Z/

    [03] MUSICAL GROUP "LA BOUCHE" IN TIRANA

    TIRANA, AUGUST 12 (ATA) By F Nikolla - The well-known musical group of techno-rap "La Bouche" arrived Monday afternoon in the Albanian capital Tirana.

    The Albanian company Vefa Holding which initiated and realised their arrival had taken all the the security measures for the stars' arrival.

    The protagonists of the group Melany Thorton and Lenny Mackrey accompanied by their 13 people were received by President of Vefa Holding Vebi Alimuca and his deputy president, 21-year old Artan Alimuca.

    La Bouche will hold a live concert Tuesday in the national stadium "Qemal Stafa" in Tirana in the presence of some 20 thousand people.

    Melany Thornton said before coming to Tirana: "We are looking forward to the concert and hope the Albanian fans will enjoy it." eva/fh/Z/

    [04] NUMBER OF SARANDA-CORFU SERVICE FERRIES INCREASED

    SARANDA, AUGUST 13(ATA)-By Sh.Hajno: The increasing free movement of citizens between Albania and Greece, especially during summer, has necessitated the increase of the number of the Saranda-Corfu service ferries.

    Besides the existing ferries "Kamela", "Harikla", "Petraqis" and other ferries, three other ferry boats have been added to this line, such as "Kaliopi", "Mimosa", and "Oleg Volvac".

    Sources of the Saranda port (southern Albania) say that two other ferry lines bound to Saranda-Corfu-Igumenice and return are being examined for approval by the two countries' state instances.

    Meanwhile, besides the regular service linking the Greek island of Corfu with Saranda other ferries or boats with tourists arrive during the week, according to contracts of the Saranda tourist agencies with those in Corfu. a.m/kei/lm/Z/

    [05] PRESS REVIEW

    TIRANA, AUGUST 13 (ATA) - Rilindja Demokratike entitles its editorial "Boycott and negation - alternatives of the swamp party" which says that the SP deputy chairman Namik Dokle said that his party will not send the list of its candidates for the permanent Election Commission for the local elections decreed by president Sali Berisha some days ago. This paper also writes "SP has no other alternative besides boycott."

    Zeri i Popullit editorial is entitled "We will not agree to enter a new electoral farce" regarding the future elections in Albania. It also carries the article "Reformation a necessity" regarding the SP conferences in the Fieri district.

    Republika's editorial is entitled "Socialists in a deep crisis" and writes that "The SP continues its conferences in districts." It carries another article under the title "The Appeal Court for the third time against Tirana Court" regarding the trial against six senior officials of the communist regime.

    Poli i Qendres in its article entitled "Albania is in a political desert" writes that the Albanian opposition is now in the role of a reserve player.

    Albania writes "Socialists betrayed", "Strasbourg closes doors for Fatos Nano" and "La Bouche, lands in Tirana."

    Rilindja highlights a meeting of the President of Kosova Ibrahim Rugova with representatives of the Democratic League of Kosova branches. It also carries an article about Albanian Army's participation in the military exercises of NATO troops in North Caroline, US.

    With regard to the killing of two policemen in Tirana Koha Jone says "Crime hits again, police soaked with blood."

    Gazeta Shqiptare writes "Massacre in Tirana: two policemen brothers killed." On the same page it writes "The Appeal Court "forgives": Cami goes home" regarding trial of former communist officials.

    The paper also writes "Pellumbi: Let us renovate the old" regarding a debate on the reformation of the SP.

    Dita Informacion covers an interview with one of the SP presidency Kastriot Islami entitled "Competition in equal conditions" regarding the criteria to be elected in the SP leading bodies.

    [06] KILLERS OF TWO POLICEMEN IDENTIFIED

    TIRANA, AUGUST 13 (ATA) - Homage were paid to the bodies of two policemen Gezim Neziri, 26, agent of crime police in the No 1 Police Commissariat and Besim Neziri, 32, policeman in the Public Order Academy, who were killed last night at 21.00, in Tirana suburbs.

    Also homage were paid by the Interior Minister Halit Shamata, deputy minister Agim Shehu, and others.

    After an intensive work, police identified the killers, they were six, and most of them were wanted by police for other crimes. The killers have left to unknown direction and work is going on to catch them. ksh/xh/

    [07] SIGNS OF IMPROVEMENT IN TALKS ON KOSOVA - John Cornbloom

    TIRANA, AUGUST 13 (ATA) - After the meeting with Milosevic on Friday, U.S. emissary for former Yugoslavia John Cornbloom told reporters in the talks on Kosova today that there are signs of improvement, Information Centre of Kosova reports.

    "Regarding Kosova we repeated to him (Milosevic) that human rights in Kosova are being violated. This question needs a solution and we are trying since long ago to improve the situation," said Cornbloom.

    U.S. envoy for former Yugoslavia said that in the talks for Kosova being conducted far from the public opinion, "there are signs of improvement" but he gave no details about them. aca/xh/

    [08] 600 THOUSAND ECU FOR RESTRUCTURING OF PUBLIC HEALTH LABORATORIES - EU

    TIRANA, AUGUST 13 (ATA)- By A Milo: European Union has accorded 600 thousand ECU in the context of the Phare Program for the consolidation of the laboratories in protection of public health in Albania, spokeswoman of the Health and Environmental Protection Ministry said. The project, started in the recent months, will be realised in two years.

    Consultant of the project is the German form Kitec, which, together with Albanian specialists, has studied the situation in the laboratories in the districts and has drafted the masterplan.

    "The project aims to increase the efficiency of work in the field of hygiene and to fight contagious diseases," said the spokeswoman. jz/xh/

    [09] TIRANA FOUNDERS TO BE COMMEMORATED

    TIRANA, AUGUST 13 (ATA) - By M Kora: Monuments for the founders of the capital of Albania, Tirana, Sulejman Pashe Bargjini and Afiz Ibrahim Dalliu, will be erected in Tirana. This was decided in the latest meeting of the Municipal Council of Tirana after suggestions made by specialists of the section of culture in the Tirana Municipality.

    "The monuments have been made time ago by various sculptors," said Valter Gjoni, specialist in the municipality.

    The work of art to honour the founder of Tirana since 1614, Sulejman Pashe Bargjini, is thought to be placed in the small square in front of bar- restaurant Hollywood.

    The other monumental work devoted to the distinguished patriot and teacher Afiz Ibrahim DFalliu will be placed in front of the Medrese religious school.

    Tirana, which was a small urban centre, became capital of Albania by a decision of the Lushnja Congress in 1920. jz/xh/
