[01] KONTIC RESUMES CONSULTATIONS ON NEW YUGOSLAV GOVERNMENTYugoslav Prime Minister designate Radoje Kontic resumed on Wednesday consultations with representatives of parliamentary parties, a Government statement said.In a meeting with head of the Democratic Party of Socialists of Montenegro parliamentary grouping Zeljko Sturanovic, Kontic said the new Government's strategic goal would be the constituting of Yugoslavia as a modern democratic and welfare Federation. Priority goals will also be the country's reintegration into international financial, trade and other organizations, and the normalization of relations with the former Yugoslav republics and other neighbours, according to Kontic. He said the new Government would as part of economic reforms work to create a modern market economy, quickly restructure the economy, and achieve dynamic economic development. Kontic set out that the envisaged measures would help improve the living standards and social security of citizens. The Prime Minister designate met also with head of the Yugoslav Left (JUL) parliamentary grouping Zivko Sokolovacki, the statement said. Kontic set out in the meeting that the new Government's program of development and economic and social reforms called for expert ministers who would hold no other posts. Yugoslav Daily Survey, 1997-02-27 ; Tanjug, 1997-02-26[02] TALKS ABOUT COMPENSATION FOR IRAQ'S AGGRESSION ON KUWAITYugoslav delegation members and the UN Commission for compensation reviewed in Geneva on Wednesday key issues related to compensation claims of Yugoslav citizens and firms, as damages suffered due to the Iraqi aggression on Kuwait.Yugoslav delegation members were informed about compensation payments, and possibilities for claims to be valorized. The Commission has divided all claims in five groups (a,b,c,d,e). There is a lot of work to be done because there a 2.6 mil. registered claims from 97 countries and three international organizations. The total value of the claims is put at 175 billion dollars. During its work so far the Commission has positively solved 354,000 compensation claims. The value of those claims is 1.4 billion dollars. But so far only 2.7 million dollars have been paid out. It has been learnt from Commission circles that compensation payments would be intensified in the next few months and that all cases from group 'a', under which individuals would be paid 2,500 dollars would be solved. Claims from groups 'b' and 'c' are also expected to be solved by the end of the year. Then it would be the turn of companies for compensation. Yugoslav Daily Survey, 1997-02-27 ; Tanjug, 1997-02-26[03] YUGOSLAV MINISTER RADULOVIC RECEIVES GERMAN AMBASSADORYugoslav minister of development, science and ecology Janko Radulovic discussed on Wednesday with German ambassador in Belgrade Wilfried Gruber the renewal of cooperation between the two countries in science and technology.The need was stressed in the talk for the renewal of contacts between scientific institutes and the exchange of scientists as part of projects of joint interest to the two countries, a Government statement said. The question of the updating of inter-state agreements relating to science and technology was raised. Minister Radulovic placed accent on Yugoslavia's development as part of the development of the Balkans into a prosperous region and the region's integration into European processes. He set out that priority was being given to medium and small enterprises in the restructuring of the Yugoslav economy. Ambassador Gruber noted that visits to Yugoslavia of representatives of medium and small German companies had earlier been agreed. The two sides decided that ministries of the two countries should intensify contacts in the scientific and technological domains with a view to renewing Yugoslav-German cooperation in the realization of joint projects, the statement said. Yugoslav Daily Survey, 1997-02-27 ; Tanjug, 1997-02-26[04] SERBIAN MUNICIPAL AND CITY COUNCILS CONSTITUTED ON BASIS OF SPECIAL LAWThe constituting of 19 municipal and three city councils in Serbia on the basis of a Special Law which proclaimed as final the preliminary results of the November 17 elections in keeping with a report of an OSCE mission was completed on Tuesday.The 23 councils are the municipal councils of Pirot, Kraljevo, Uzice, Smederevska Palanka, Vrsac, Sokobanja, Pancevo, Jagodina, Zrenjanin, Lapovo, Sabac, the Belgrade municipalities of Stari Grad, Vracar, Savski Venac, Zvezdara, Rakovica, Palilula, Cukarica and Vozdovac, and the city councils of Belgrade, Nis and Kragujevac. The constituent sessions were set by Assembly of Serbia speaker Dragan Tomic in keeping with the Special Law, after the election of each individual councilmen was established by the municipal and city election commissions again in keeping with the Special Act. The constituting of the 19 municipal and three city councils has ended the election crisis in Serbia, which has delayed the normal functioning of the newly elected local self-governments throughout the Republic. Yugoslav Daily Survey, 1997-02-27 ; Tanjug, 1997-02-26[05] SOKOLOVACKI (JUL): GOVERNMENT SHOULD GIVE PRIORITY TO STRENGTHENING YUGOSLAVIAHead of the Yugoslav Left (JUL) party club in the Federal Parliament Zivko Sokolovacki said on Wednesday that the new Federal Government should give priority to strengthening the Federal Republic of Yugoslavia and its reintegration in the international community and its political, financial and other institutions as soon as possible.Following consultations with the Prime Minister*designate, current Federal Prime Minister Radoje Kontic, Sokolovacki told the press they had discussed mainly the composition and structure of the future Government and its program. Sokolovacki noted that agreement had been reached during consultations that the goals of the new Federal Government should be the strengthening of the Federal Republic of Yugoslavia and coordinating the legal systems of the Republics of Serbia and Montenegro with the Federal legal system, as since the Federal Constitution was adopted, no prerogatives envisaged by the Constitution have been transferred to the Federation. Another goal is Yugoslavia's reintegration in the international community and its political, economic and financial organizations as soon as possible and the strengthening of the authority of the Federal State and Federal Government both internally and abroad, Sokolovacki underlined. JUL has underlined during the consultations that as soon as it is constituted, the Government should draw up a program of comprehensive reforms, including material and moral social recovery, a reform of the economic system, restructuring of the economy and the political system and renaissance of spiritual values, Sokolovacki said. As regards personnel, JUL has reiterated its stance that the new Government should be very different in the future, and should comprise young, ambitious, competent, courageous and honest people, Sokolovacki said. He said he expected the new Government to have several more ministries and less ministers without portfolio, and more deputy prime ministers without however increasing the number of cabinet members. Yugoslav Daily Survey, 1997-02-27 ; Tanjug, 1997-02-26[06] MONTENEGRIN OFFICIAL AND FEDERAL PREMIER-DESIGNATE AGREE ON CABINET AIMSThe Yugoslav Republic of Montenegro's Parliament Speaker said on Wednesday that consultations with the Yugoslav Federal Premier-designate about the Government's programme targets had brought to light a high degree of accord.'Montenegro wants a democratic, modern and open Yugoslavia,' speaker Svetozar Marovic, who is also Secretary General of Montenegro's ruling Democratic Party of Socialists (DPS), told reporters after meeting with Premier-designate Radoje Kontic. Marovic added that he and chief of the DPS club in the Yugoslav Federal Parliament Zeljko Sturanovic had urged for the new Federal Government to be truly the body that would make the country's internal and foreign policies. He said they had further insisted on the Government defining its position on democratisation and guaranteeing the implementation of this process, and on radical economic reforms on the principles of privatisation and modern laws prevalent in Europe. According to Marovic, the DPS officials had urged that the future Government do everything to eliminate from this side the reasons which had been preventing the Federal Republic of Yugoslavia's speedy reintegration in international financial and political institutions. He stressed a need for dealing expeditiously with the problems of succession to the former Yugoslav state and of the Yugoslav Republic of Serbia's southern province of Kosovo-Metohija. Marovic said that Kontic had the Montenegrin ruling party's full support to take into the cabinet a team of capable men, regardless of political differences, and to apply criteria other than the merely political one. He said that Montenegro had no reservations about strengthening the Federal State, and urged to greater efforts for democratisation and reforms, because 'Yugoslavia can not be defended by declarations of patriotism, but by the Government's sensible and firm policies.'
