SADLY, SOME ETHNIC ALBANIANS, RETURNING TO SHATTERED HOMES AND VILLAGES, HAVE SOUGHT RETRIBUTION AGAINST ETHNIC SERBS. SUCH ACTION WILL ONLY PERPETUATE THE CYCLE OF TENSION AND VIOLENCE THAT HAS ALREADY COST MANY LIVES AND CAUSED MUCH SUFFERING IN KOSOVO. RATHER THAN CHOOSING REVENGE, THE PEOPLE OF KOSOVO HAVE AN OPPORTUNITY TO DEVELOP SELF-GOVERNMENT AND CREATE CONDITIONS FOR A NORMAL LIFE. THE UNITED NATIONS MISSION IN KOSOVO WILL PROVIDE AN INTERIM ADMINISTRATION UNDER WHICH THE PROVINCE CAN ENJOY SUBSTANTIAL AUTONOMY WITHIN YUGOSLAVIA.
