ONE REFUGEE WHO HAS JUST RETURNED HOME IS FOURTEEN YEAR OLD AFRIFE ZENELI. SHE IS SWEATING AND OUT OF BREATH AS SHE PUSHES A WHEELBARROW PILED HIGH WITH THE CHARD REMAINS OF HER HOME. SHE EXPLAINS, "I AM TAKING THE GARBAGE OUT." THE TOP TWO FLOORS OF HER HOME HAVE BEEN BURNED BEYOND RECOGNITION. HER 18 YEAR OLD SISTER BUKURIGE ZENELI IS ALSO BUSY SCRUBBING A RUG. FILLED WITH HATE, THE YOUNG GIRL SAYS ANGRILY, "I AM CLEANING AWAY THE FILTH OF THE SERBS." LIFE IS SLOWLY RETURNING TO SOME OF THE OTHER ALBANIAN VILLAGES IN SOUTHERN KOSOVO. SMALL GROUPS OF REFUGEES, MOSTLY MEN, CAN BE SEEN EVERY FEW KILOMETERS WALKING ALONG THE HOT AND DUSTY ROADS WITH THEIR SHIRTS OVER THEIR HEADS TO BLOCK THE SUN. INTERNATIONAL AID WORKERS SAY THEY ARE CONCERNED THE REFUGEES ARE
COMING BACK BEFORE ANYONE IS PREPARED FOR THEM. MANY AREAS HAVE
