HAYSTACKS AND HOMES WERE SET ABLAZE. A FEW HUNDRED METERS FROM THE BURNING HOMES, RESIDENTS OF A SERB VILLAGE, PRILUZJE, STOOD WATCHING THE FIRES AND SHELLING. THOUSANDS OF ETHNIC ALBANIAN VILLAGERS HAVE BEEN DRIVEN FROM THEIR HOMES IN THE PAST TWO WEEKS AS THE YUGOSLAV ARMY HAS MOUNTED WHAT IT CALLS "WINTER MILITARY EXERCISES" ACROSS THE TROUBLED PROVINCE. MEANWHILE, OFFICIALS IN THE MONITORING MISSION CHARGED WITH OVERSEEING KOSOVO'S SHATTERED CEASEFIRE SAID THAT TWO SERBIAN TANKS AND TWO LARGE SELF-GUIDED MISSILE CARRIERS ARRIVED TUESDAY IN KOSOVO. THE FRENCH AND BRITISH FOREIGN MINISTERS ARE DELAYING THAT SIGNATURE WHILE THEY TRY TO GET THE SERBS TO SIGN TOO. BRITISH FOREIGN SECRETARY ROBIN COOK HAS WARNED THE SERBS THAT TIME IS RUNNING OUT. THE SERBS STILL OPPOSE THE PRESENCE OF NATO TROOPS IN KOSOVO TO GUARANTEE ANY PEACE AGREEMENT. ///OPT THE REST FOR SHORT VERSION ///NATO HAS THREATENED AIR STRIKES IF THE SERBS DO NOT APPROVE THE FULL PEACE PACKAGE, WHICH INCLUDES THE PEACEKEEPERS. THE INTERIM AGREEMENT FOR KOSOVO CALLS FOR THREE YEARS OF AUTONOMY, WITH A NEW CONSTITUTION, AN INDEPENDENT JUDICIARY AND POLICE FORCE FOR THE MOSTLY-ETHNIC ALBANIAN PROVINCE. THE PEACE PACKAGE RELIES ON A NATO-LED PEACEKEEPING FORCE TO GUARANTEE ITS IMPLEMENTATION. EVEN THOUGH THE NEGOTIATORS HAVE NOT SET A DEADLINE FOR THIS

AS JOHN FRASER REPORTS FROM BRUSSELS, THE PRESENT COMMISIONERS RESIGNED AFTER A REPORT CONDEMNED THEM FOR FAILING TO PROPERLY DEAL WITH FRAUD AND CORRUPTION.
