HOWEVER, MANY JOURNALISTS REMAIN SKEPTICAL THAT TALKS BETWEEN THE TWO SIDES, WHICH WILL NOT MEET EACH OTHER FACE TO FACE, HAVE LITTLE LIKELIHOOD OF BEARING CONSTRUCTIVE FRUIT.

    TEXT: REPUBLICANS APPEAR TO BE DIVIDED ON THEIR PROPOSAL FOR A TAX CUT BECAUSE OF THE FEDERAL BUDGET SURPLUS, WHICH IS PROJECTED TO CONTINUE INTO THE FUTURE. "THE WASHINGTON POST" IS AGAINST A LARGE CUT, EXPLAINING:

    VOICE: THEY [CONGRESS] OUGHT NOT TOSS AWAY A SURPLUS THAT DOES NOT YET EXIST AND THAT THE GOVERNMENT NEEDS FOR A LIST OF OTHER PURPOSES THAT ONLY BEGINS WITH THE BABY BOOMERS' RETIREMENT. BUT THE POLITICS ARE SUCH THAT THERE PROBABLY WILL BE A TAX CUT OF SOME KIND.
