[01] ALBANIA SHOOTING (S/L VER) BY DOUGLAS ROBERTS (TIRANA)DATE=9/22/98TYPE=CORRESPONDENT REPORT NUMBER=2-239054 CONTENT= VOICED AT: /// DROP OPTS FOR SHORTER, 50 SECOND VERSION ///INTRO: A LEADER OF THE ETHNIC ALBANIAN REBELS FIGHTING FOR THE INDEPENDENCE OF THE SERB PROVINCE OF KOSOVO HAS BEEN SHOT-DEAD IN NEIGHBORING ALBANIA. VOA'S DOUGLAS ROBERTS IN TIRANA REPORTS FEW DETAILS OF THE KILLING ARE YET KNOWN. TEXT: THE INTERIOR MINISTRY HERE HAS IDENTIFIED THE DEAD MAN AS AHMET KRASNIQI. ALBANIAN COMMENTATORS DESCRIBE HIM AS A LEADING FIGURE IN THE KOSOVO LIBERATION ARMY -- THE K-L-A. THE INTERIOR MINISTRY SAYS MR. KRASNIQI WAS SHOT DEAD OUTSIDE HIS HOME IN TIRANA LATE MONDAY. //OPT// THE GUNMAN ESCAPED AND NO ONE HAS YET YET CLAIMED RESPONSIBILITY FOR THE KILLING. //END OPT// THE K-L-A ENJOYS MORE OR LESS COMPLETE FREEDOM OF MOVEMENT IN ALBANIA. THE GUERRILLA ARMY USES THE MOUNTAINOUS NORTHERN PART OF THE COUNTRY AS ITS MAIN SUPPLY BASE, SENDING MEN AND ARMS ACROSS THE FRONTIER TO BATTLE SERB FORCES. BUT THE ALBANIAN GOVERNMENT DOES NOT BACK THE GUERRILLA'S
DEMAND FOR THE INDEPENDENCE OF KOSOVO. //OPT// PRIME MINISTER
FATOS NANO HAS PUBLICLY CALLED FOR A SETTLEMENT THAT WOULD
MAINTAIN KOSOVO'S STATUS AS PART OF SERBIA. //END OPT// THAT
STAND HAS PROVOKED OUTRAGE AMONG ALBANIAN OPPOSITION GROUPS, AND
COMMENTATORS HERE SAY THE ISSUE WAS A FACTOR IN THE POLITICAL
CRISIS THAT ERUPTED INTO VIOLENCE HERE LAST WEEK. (SIGNED)
[02] EDITORIAL: VIOLENCE RETURNS TO ALBANIADATE= SEPTEMBER 23, 1998TYPE= EDITORIAL NUMBER= 0-07971 CONTENT=PLEASE CHANGE THE NAME "NANOS" TO "NANO" AS SHOWN IN GRAPH ONE. ANNCR: THE VOICE OF AMERICA PRESENTS DIFFERING POINTS OF VIEW ON A WIDE VARIETY OF ISSUES. NEXT, AN EDITORIAL EXPRESSING THE POLICIES OF THE UNITED STATES GOVERNMENT. VOICE: THE ALBANIAN CAPITAL OF TIRANA HAS AGAIN BEEN THE SITE OF VIOLENCE -- THE WORST SINCE A CIVIL UPRISING EARLY LAST YEAR AFTER THE COLLAPSE OF FRAUDULENT SAVINGS AND INVESTMENT SCHEMES. THE VIOLENCE WAS TRIGGERED BY THE RECENT SHOOTING DEATH OF AZEM HAJDARI, A LEADING OPPOSITION FIGURE. OPPOSITION LEADER SALI BERISHA HAS BLAMED THE DEATH ON PRIME MINISTER FATOS NANO. ON SEPTEMBER 13TH, BERISHA SUPPORTERS ATTACKED THE PRIME MINISTER'S OFFICES, SETTING FIRE TO THE BUILDING AND SEVERAL CARS. THEY BRIEFLY TOOK OVER THE STATE TELEVISION STATION AND LOOTED SOME SHOPS. AT LEAST THREE PEOPLE DIED AND SCORES WERE INJURED. SINCE THEN, THOUSANDS OF PROTESTERS HAVE HELD PEACEFUL RALLIES IN TIRANA, DEMANDING THE RESIGNATION OF THE CURRENT GOVERNMENT. THE PARLIAMENT HAS VOTED TO STRIP SALI BERISHA OF HIS PARLIAMENTARY IMMUNITY. THE VOTE COULD PAVE THE WAY FOR MR. BERISHA'S ARREST ON CHARGES OF INCITING VIOLENT UNREST. THE UNITED STATES CONDEMNS THE USE OF VIOLENCE FOR POLITICAL ENDS. ALBANIA'S POLITICAL LEADERSHIP IN THE GOVERNMENT AND THE OPPOSITION ARE RESPONSIBLE FOR RESOLVING THE CRISIS. MEMBERS OF ALL PARTIES MUST WORK TOGETHER TOWARD A PEACEFUL SOLUTION THAT RESPECTS THE DEMOCRATIC PROCESS. THE LEADERS OF ALL POLITICAL PARTIES IN ALBANIA MUST TAKE RESPONSIBILITY FOR THE BEHAVIOR OF THEIR FOLLOWERS. THOSE WHO CHOOSE VIOLENCE MUST BEAR THE CONSEQUENCES. ANNCR: THAT WAS AN EDITORIAL EXPRESSING THE POLICIES OF THE U.S.
GOVERNMENT. IF YOU HAVE A COMMENT, PLEASE WRITE TO EDITORIALS,

[04] KOSOVO REFUGEES BY DOUGLAS ROBERTS (SHKODRA, ALBANIA)DATE=9/22/98TYPE=BACKGROUND REPORT NUMBER=5-41426 CONTENT= VOICED AT: INTRO: THERE IS NO SIGN OF AN END TO THE FIGHTING IN THE SERB PROVINCE OF KOSOVO, WITH GOVERNMENT TROOPS CONTINUING THEIR OFFENSIVE AGAINST ETHNIC ALBANIAN GUERRILLAS OF THE KOSOVO LIBERATION ARMY. THE WARFARE HAS DISPLACED HUNDREDS OF THOUSANDS OF CIVILIANS -- SOME, THE LUCKY ONES, HAVE MANAGED TO REACH THE RELATIVE SAFETY OF NEIGHBORING ALBANIA. VOA'S DOUGLAS ROBERTS FILED THIS BACKGROUND REPORT FROM THE NORTHERN ALBANIAN TOWN OF SHKODRA. TEXT: /// ACT OF CHILDREN PLAYING -- IN FULL AND FADE /// A GROUP OF CHILDREN PLAYS BALL IN THE DUSTY COURTYARD OUTSIDE A COMPLEX OF LOW BUILDINGS BEHIND SHKODRA'S CATHOLIC CHURCH. THEY SEEM HAPPY ENOUGH AS THEY FROLIC IN THE WARM AUTUMN SUNSHINE. SERB SECURITY FORCES AND UNITS OF THE YUGOSLAV ARMY HAVE BEEN ON THE OFFENSIVE AGAINST THE GUERRILLAS FOR THE PAST SEVEN MONTHS, CONDUCTING A SCORCHED EARTH CAMPAIGN, DESTROYING COUNTLESS VILLAGES AND FORCING UPWARDS OF 300-THOUSAND CIVILIANS TO FLEE THEIR HOMES. ///OPT////// PERVER ACT IN ALBANIAN -- ESTABLISH AND FADE ///EFIGA DJELI AND HER FAMILY ARE NOW LIVING IN A SMALL DORMITORY ROOM WITH BUNK BEDS AND TWO PLASTIC CHAIRS. THEY ARE TOTALLY DEPENDENT ON AID AGENCIES FOR FOOD AND OTHER SUPPLIES. THERE ARE AN ESTIMATED 25-THOUSAND KOSOVAR REFUGEES IN ALBANIA NOW, AND IN SOME WAYS, THEY ARE THE LUCKY ONES. MOST OF THOSE DISPLACED BY THE FIGHTING REMAIN INSIDE KOSOVO WITH TENS OF THOUSANDS CAMPED ON MOUNTAIN TOPS OR HIDING IN THE FORESTS WITH AID AGENCIES UNABLE TO REACH THEM. ALESSANDRA MORELLI OF THE U-N REFUGEE AGENCY SAYS UPWARDS OF 100-THOUSAND KOSOVARS DISPLACED BY THE WARFARE ARE NOW CAMPED IN THE OPEN AROUND THE TOWN OF DJAKOVA, JUST NORTH OF THE ALBANIAN BORDER. AND IF THEY SUDDENLY MOVE ACROSS THE FRONTIER, SHE SAYS, AID WORKERS HERE WILL BE OVERWHELMED. /// OPT// // MORELLI ACT ///IF DJAKOVA OPENS... WHAT CAN WE DO? THE ONLY WAY TO SOLVE THIS AND TO ALLOW THE INTERNATIONAL COMMUNITY TO MOVE FREELY AND REACH THESE PEOPLE IS REACHING A CEASE FIRE, AND THIS ON THE U-N-H-C-R SIDE IF VERY CLEAR AND THAT IS WHAT WE ARE CONTINUING TO PURSUE. /// END ACT ///WESTERN ENVOYS PRESSING BELGRADE TO END ITS OFFENSIVE IN KOSOVO SAY IT IS VITAL FOR THE REFUGEES TO RETURN TO THEIR HOMES BEFORE THE FULL FORCE OF THE BALKAN WINTER SETS IN. BUT AID WORKERS HERE SAY THAT IS SIMPLY NOT GOING TO HAPPEN. THESE PEOPLE HAVE NOTHING TO GO HOME TO, SAYS ONE AID AGENCY
OFFICIAL. THEIR HOMES ARE DESTROYED, THEIR FIELDS BURNT AND
THEIR LIVESTOCK SCATTERED AND THE CONTINUING SERB ATTACKS HAVE
GENERATED REAL TRAUMA AND HATRED AMONG THE KOSOVARS, HE SAYS, AND
FEW WILL DARE RETURN TO THEIR VILLAGES ANY TIME SOON. (SIGNED)
[05] KOSOVO RESOLUTION (L) BY GIL BUTLER (NEW YORK)DATE=9/22/98TYPE=CORRESPONDENT REPORT NUMBER=2-239096 CONTENT= VOICED AT: INTRO: THE UNITED NATIONS SECURITY COUNCIL IS REPORTED TO BE NEAR AGREEMENT ON A NEW RESOLUTION DEMANDING A CEASE FIRE IN THE YUGOSLAV PROVINCE OF KOSOVO. A SERB OFFENSIVE AGAINST ETHNIC ALBANIANS THERE CONTINUES TO CREATE REFUGEES FACING THE ONSET OF WINTER. V-O-A'S GIL BUTLER HAS MORE ON THE STORY FROM NEW YORK. TEXT: AN IDEA RAISED BY BRITAIN AND FRANCE IS SAID TO BE CLOSE TO A VOTE THIS WEEK AT THE UNITED NATIONS SECURITY COUNCIL. THE RESOLUTION COULD BE VOTED ON AS EARLY AS WEDNESDAY AFTERNOON. THE RESOLUTION WOULD BE UNDER WHAT IS CALLED U-N CHAPTER SEVEN, WHICH IMPLIES THE POSSIBLE USE OF FORCE--THOUGH SOME SECURITY COUNCIL MEMBERS ARE KNOWN TO OPPOSE THAT. A SENIOR AMERICAN OFFICIAL SAYS CONSULTATIONS AMONG SECURITY COUNCIL MEMBERS ARE NOW UNDERWAY--AND THERE IS AGREEMENT IN PRINCIPLE AMONG KEY COUNTRIES, INCLUDING RUSSIA. AT THE SAME TIME, THE UNITED STATES HAS RECOMMENDED THAT NATO TAKE THE NEXT STEP TOWARD PREPARING FOR POSSIBLE MILITARY ACTION IN KOSOVO. THAT IS WHAT IS CALLED FORCE GENERATION, IN WHICH NATO MEMBER COUNTRIES ARE ASKED TO SUPPLY THE NEEDED FORCES FOR THE PLANS WHICH ARE ALREADY IN PLACE. OFFICIALS SAY THE REQUEST WOULD PRIMARILY BE AIR RATHER THAN GROUND. A NATO DECISION ACTUALLY TO USE FORCE HAS --NOT-- BEEN MADE YET. /// REST OPTIONAL ///THE UNITED STATES HAS SAID IN THE PAST A SECURITY COUNCIL RESOLUTION AUTHORIZING ACTION IN KOSOVO IS DESIRABLE BUT NOT NECESSARY. SENIOR OFFICIALS NOW SAY THEY WANT TO HIGHLIGHT THE FEELING OF THE INTERNATINAL COMMUNITY THAT YUGOSLAV PRESIDENT SLOBODAN MILOSEVIC MUST STOP HIS OFFENSIVE AGAINST THE KOSOVAR ALBANIANS, LET HUMANITARIAN WORKERS AND INTERNATIONAL OBSERVERS HAVE FREE ACCESS IN KOSOVO AND BEGIN TO NEGOTIATE WITH THE KOSOVARS. THE OFFICIALS MAKE A POINT THAT THE RESOLUTION WILL BE UNDER UNITED NATIONS CHAPTER SEVEN WHICH AUTHORIZES THE USE OF FORCE WHEN A SITUATION IS A THREAT TO INTERNATIONAL PEACE. AMERICAN OFFICIALS SAY ANOTHER TEN THOUSAND KOSOVARS HAVE
RECENTLY BEEN MADE HOMELESS BY THE SERBIAN OFFENSIVE--JOINING
THOUSANDS OF OTHERS. SNOW HAS BEGUN TO FALL IN MOUNTAINOUS
AREAS WHERE THE DISPLACED PEOPLE ARE LIVING IN HUTS AND THERE IS
FEAR OF A MASSIVE HUMANITARIAN TRAGEDY IN THE MAKING.(SIGNED)

V-O-A'S JIM RANDLE REPORTS, NATO DEFENSE MINISTERS GATHER WEDNESDAY IN PORTUGAL TO DISCUSS WAYS TO STOP THE VIOLENCE IN THE SERBIAN PROVINCE. TEXT: PENTAGON SPOKESMAN KEN BACON SAYS TOP NATO OFFICIALS HAVE APPROVED TWO CONTINGENCY PLANS, ONE FOR AIR OPERATIONS AND A SECOND FOR GROUND TROOPS TO MONITOR AND MAINTAIN A CEASE FIRE IN KOSOVO. HE SAYS NATO HAS INFORMALLY POLLED MEMBERS TO SEE WHICH ONES ARE WILLING TO CONTRIBUTE TROOPS AND EQUIPMENT TO SUCH OPERATIONS. HE WOULD NOT SAY SPECIFICALLY HOW MANY TROOPS OR WHAT KIND OF FORCES THE UNITED STATES WOULD BE WILLING TO PROVIDE. MR. BACON SAYS NATO MEMBERS HAVE TO TAKE SEVERAL FORMAL STEPS BEFORE MILITARY ACTION IS UNDERTAKEN. /// BACON ACT ///WE ARE IN FAVOR OF HAVING NATO MOVE TO THE NEXT STAGE, THE SO CALLED 'ACTIVATION-WARNING,' TO COME CLOSER TO THE USE OF MILITARY FORCE IF NECESSARY. /// END ACT ///MR. BACON SAYS WASHINGTON'S GOAL IS TO GET THE TWO SIDES TO BEGIN SERIOUS NEGOTIATIONS. HE SAYS YUGOSLAV FORCES AND THE KOSOVO LIBERATION ARMY WILL NOT RESOLVE THEIR DIFFERENCES UNTIL THEY STOP SHOOTING AT EACH OTHER AND START TALKING TO ONE ANOTHER. LAST FEBRUARY, YUGOSLAV MILITARY AND POLICE FORCES BEGAN A MAJOR OFFENSIVE AGAINST THE KOSOVO LIBERATION ARMY. THEY ARE STRUGGLING FOR CONTROL OF KOSOVO, A PROVINCE OF SERBIA, WHICH IS THE DOMINANT REPUBLIC IN YUGOSLAVIA. NINE OUT OF TEN RESIDENTS OF KOSOVO ARE ETHNIC ALBANIAN MUSLIMS, AND MANY HAVE JOINED THE K.L.A. THE YUGOSLAV POLICE AND ARMY ARE DOMINATED BY CHRISTIAN OTHODOX SERBS, WHO HAVE STRONG CULTURAL AND HISTORIC TIES TO THE PROVINCE OF KOSOVO. YUGOSLAV FORCES HAVE MOUNTED A STRONG OFFENSIVE IN RECENT DAYS. SINCE THE FIRST OF THE YEAR, FIGHTING HAS KILLED NINE-HUNDRED PEOPLE, AND FORCED PERHAPS 300-THOUSAND PEOPLE TO FLEE THEIR HOMES. THOUSANDS CROSSED BORDERS INTO NEIGHBORING ALBANIA, THE YUGOSLAV
REPUBLIC OF MONTENEGRO, AND ELSEWHERE. THOUSANDS MORE ARE TAKING
SHELTER WITH FRIENDS AND NEIGHBORS IN KOSOVO. BUT THE UNITED
NATIONS HIGH COMMISSION FOR REFUGEES SAYS THE HARSH BALKAN WINTER
IS ARRIVING IN KOSOVO AND THAT COULD BE DEADLY CHARTER THAT
ALLOWS POSSIBLE USE OF MILITARY ACTION. (SIGNED).

JULIAN NUNDY REPORTS FROM PARIS. TEXT: FRENCH ENVIRONMENT MINISTER DOMINIQUE VOYNET NAMED TUESDAY "A DAY WITHOUT MY CAR." THE MINISTER, THE FORMER HEAD OF FRANCE'S GREENS PARTY, ORGANIZED IT TO DRIVE HOME TO FRENCH CITY-DWELLERS THAT THEY CAN LIVE WITHOUT THEIR AUTOMOBILES. IRONICALLY, ALTHOUGH MRS. VOYNET IS ONE OF THE MOST PROMINENT MEMBERS OF THE SOCIALIST-RUN GOVERNMENT, IT WAS PARIS, A CITY RUN BY CONSERVATIVES, THAT RESPONDED TO THE CHALLENGE MOST ENTHUSIASTICALLY. SOME SOCIALIST-RUN CITIES LAGGED FAR BEHIND. IN PARIS, A TOTAL OF 62 KILOMETERS OF ROADS WERE ENTIRELY CLOSED OFF TO MOTOR TRAFFIC. THE AUTHORITIES SAID THIS RESULTED IN A 20 PERCENT DROP IN THE NUMBER OF CARS AND TRUCKS IN THE CITY. THE GESTURE WAS ACCOMPANIED BY THE ARRIVAL OF FLEETS OF BICYCLES TO RENT OUT TO THOSE PARISIANS WHO DID NOT WANT TO TAKE A BUS OR SUBWAY. IN THE EASTERN CITY OF NANCY, WHERE THERE IS ALSO A CONSERVATIVE MAYOR, AUTHORITIES REPORTED THAT THE DROP IN TRAFFIC REDUCED THE USUAL POLLUTION LEVELS BY SOME 30 PERCENT. IN THE FRENCH ALPS, THE TOWN OF CHAMONIX USED TWO SNOWPLOWS TO BLOCK A ROAD LEADING TO THE TUNNEL UNDER THE MONT BLANC MOUNTAIN. ONE-HUNDRED TRUCKS WERE FORCED TO WAIT WHILE THEIR DRIVERS WERE TREATED TO A FREE LUNCH BY LOCAL AUTHORITIES. THEY ENDED THE BLOCKADE IMMEDIATELY AFTER LUNCH. HOWEVER, TWO CONSERVATIVE-RUN SOUTHWESTERN CITIES -- BORDEAUX AND TOULOUSE -- BOTH CHOSE TO HOLD THEIR DAYS WITHOUT MOTOR TRAFFIC ON SUNDAYS. THIS RUNS COUNTER TO THE SPIRIT OF THE ENVIRONMENT MINISTER'S INITIATIVE. THE MINISTER'S AIM IS TO DEMONSTRATE THAT NORMAL BUSINESS CAN BE CARRIED ON WITHOUT CARS. ACCORDING TO OPINION POLLS, THE ENVIRONMENT MINISTER, MRS. VOYNET, IS ONE OF FRANCE'S MOST POPULAR POLITICIANS. ALTHOUGH SHE IS AN ALLY OF THE RULING SOCIALIST PARTY, HER POPULARITY DID NOT HELP HER IN SOME LEFT-WING TOWNS. IN THE ATLANTIC PORT OF NANTES, THE SOCIALIST COUNCIL CHOSE A
TINY AND SYMBOLIC 400-METER STRETCH OF ROAD TO CLOSE OFF FOR THE
DAY. IN THE CITY OF PAU, IN THE PYRENEES, THE SOCIALIST MAYOR
REFUSED TO COOPERATE AT ALL. IN HIS WORDS, THE CAR-LESS DAY WAS
BOTH "USELESS AND EXPENSIVE." (SIGNED)

EVEN THE CONSERVATIVE "TIMES" NEWSPAPER FEATURED FRONT PAGE PHOTOS OF MR. CLINTON AND MONICA LEWINSKY UNDER A MORE SUBDUED HEADLINE, "SECRETS EXPOSED TO THE WORLD". IRELAND'S "IRISH TIMES" SPICED UP COVERAGE BY COMPARING IT TO A BOXING MATCH. THE PROSECUTOR'S TEAM LANDED SOME GLANCING BLOWS ON MR CLINTON, THE NEWSPAPER SAID, BUT THERE WAS NO KNOCKOUT PUNCH. GENERALLY THOUGH, EUROPEANS SAY THEY ARE FED UP WITH THE BLANKET GLOBAL COVERAGE. THE LEFTIST FRENCH DAILY "LIBERATION" DID NOT MINCE WORDS IN A HEADLINE THAT READ, "AD NAUSEUM." GERMANY'S CHANCELLOR HELMUT KHOL SAID COVERAGE OF THE SCANDAL IN SUCH GRAPHIC DETAIL MADE HIM WANT TO VOMIT. ON MOSCOW STREETS, RUSSIANS ARE PUZZLED BY ALL THE FUSS. /// RUSSIAN ACT - FADE UNDER ///THIRTY-SIX-YEAR-OLD SERGEI SAYS HE DOES NOT UNDERSTAND WHY AMERICANS ARE SO UPSET. THEY JUST TORMENT THEIR POOR PRESIDENT, HE SAYS, AND HUMILIATE HIM FOR SOME SILLY REASON. IN THE WESTERN ENCLAVE OF KALININGRAD, WHICH HAS BEEN HARD HIT BY
RUSSIA'S ECONOMIC CRISIS, THE MOOD IS MUCH THE SAME. THEY (THE
AMERICANS) SHOULD HAVE OUR TROUBLES, COMPLAINED ONE YOUNG MAN.
