    FIELD OFFICERS WITH THE UNITED NATIONS HIGH COMMISSIONER FOR REFUGEES SAY THAT RELIEF AGENCIES ARE MEETING ONLY FIVE PERCENT OF THE NEEDS OF OVER 200-THOUSAND REFUGEES AND DISPLACED PERSONS. THEY SAY THAT CHILDREN ALREADY SUFFER FROM SEVERE DEHYDRATION.
