    SPECIALIST IN THE FIELD OF CONFLICT RESOLUTION ABOUT THE IMPLICATIONS OF THIS HUMANITARIAN CRISIS. HERE'S ____ WITH A REPORT.

    TEXT: DAVID PHILLIPS, DIRECTOR OF THE INTERNATIONAL CONFLICT RESOLUTION PROGRAM AT COLUMBIA UNIVERSITY IN NEW YORK, SAYS THE HUMAN DIMENSION OF THE FIVE-MONTH-OLD CRISIS IN KOSOVO IS STAGGERING. MOST OF THE HOMELESS, HE SAYS, HAVE BEEN INTERNALLY DISPLACED, IN OTHER WORDS, PEOPLE ON THE MOVE WITHIN THE BORDERS OF A COUNTRY.

    TEXT: MR. PHILLIPS SAYS MACEDONIA HAS BEEN PLACED IN A PARTICULARLY DIFFICULT SITUATION AS THE RESULT OF THE CRISIS IN KOSOVO.

    TAPE: CUT TWO -- PHILLIPS (0:55) "MACEDONIA HAS DEVELOPED A PROGRAM TO PROVIDE REFUGE FOR THE PERSONS WHO ARE FLEEING THE CONFLICT IN KOSOVO. THEY ALSO HAVE ESTABLISHED REFUGEE CORRIDORS. THEY'RE HOPING TO TRANSIT REFUGEES THROUGH MACEDONIA INTO OTHER COUNTRIES. THE OVERALL IMPACT ON MACEDONIA'S SECURITY, HOWEVER, IS SIGNIFICANT. THE ALBANIAN POPULATION IN MACEDONIA HAS SEVERAL GRIEVANCES REGARDING THE HUMAN RIGHTS CONDITIONS THERE. GIVEN WHAT'S HAPPENING ACROSS THE BORDER AND THE CLAN STRUCTURE OF ALBANIAN FAMILIES, THERE'S GREAT ALARM IN MACEDONIA AND A CONSIDERABLE RISK THAT THE CONFLICT COULD SPREAD TO THAT COUNTRY. IT'S BEEN A CLEAR AND PRESENT DANGER FOR SOME TIME. IT'S PARTICULARLY PROMINENT AS A RESULT OF THE RECENT SETBACKS FOR THE K-L-A IN ORAHOVAC AND THE OCCUPATION OF MALISEVO BY THE SERBIAN FORCES."

    TEXT: MORE THAN 20,000 CIVILIANS WHO HAVE FLED FROM KOSOVO TO MONTENEGRO, MR. PHILLIPS SAYS, ARE INCLUDED IN THE FIGURES FOR INTERNALLY DISPLACED PERSONS. THESE DISPLACED PEOPLE, SAYS MR. PHILLIPS, HAVE NOT RECEIVED NEED ASSISTANCE.

AND IN HUMANITARIAN LAW AND IN MORAL TERMS THIS IS AN UNTENABLE POSITION FOR BELGRADE."

    TEXT: "THE NEW YORK TIMES" REPORTED [THURSDAY, JULY 30] THAT ABOUT 20,000 CIVILIANS WHO FLED [JULY 28] THE ETHNIC ALBANIAN STRONGHOLD OF MALISEVO ARE UNACCOUNTED FOR. THESE ARE PEOPLE, MR. PHILLIPS SAYS, WHO WERE TERRORIZED WHEN YUGOSLAV TROOPS OVERRAN THE TOWN.

    IT IS DIFFICULT TO IMAGINE A WIDESPREAD RETURN OF REFUGEES. THE DIPLOMATS TOURED THE AFFECTED AREA WEDNESDAY, AND THEY DESCRIBED IT AS A WASTELAND. MR. JONES-PERRY SAID IT APPEARED THERE WAS AN "OVERZEALOUS" USE OF FORCE BY SERB TROOPS.

    LARGE NUMBERS OF CIVILIAN HOUSES, BARNS, AND SHOPS HAVE BEEN DAMAGED IN FIVE MONTHS OF KOSOVO FIGHTING. THE SERBS SAY THEY HAVE USED ONLY APPROPRIATE FORCE TO FIGHT THE REBELS, BUT CRITICS SAY THEIR TACTICS RECALL THE ETHNIC CLEANSING OF THE BOSNIA WAR.

    THE GERMAN ENVOY, WOLFGANG ISCHINGER, SAID BELGRADE WOULD HAVE TO OFFER SOME CONFIDENCE-BUILDING MEASURES TO PERSUADE THE REFUGEES TO RETURN HOME.

    MR. ISCHINGER ALSO SAID THE FIGHTING IN KOSOVO IS TAKING A MAJOR TOLL ON THE YUGOSLAV ECONOMY, AND INDICATED THIS SHOULD MOTIVATE PRESIDENT MILOSEVIC TO SEEK A NEGOTIATED RESOLUTION OF THE CRISIS AS QUICKLY AS POSSIBLE.

    HOW IS THIS COUNTRY GOING TO SUSTAIN ITS ECONOMY IF THIS KIND OF DEVELOPMENT AS WE HAVE SEEN IT YESTERDAY IN KOSOVO CONTINUES TO SPREAD. THE COST OF ALL OF THIS TO THE ECONOMY IS GOING TO BE STAGGERING, AND PRESIDENT MILOSEVIC KNOWS THAT PRECISELY. SO HE AGREES WITH US: TIME IS RUNNING OUT.

    INTRO: A U-S BASED ADVOCACY GROUP SAYS THE NUMBER OF REFUGEES IN THE WORLD DECLINED LAST YEAR DUE PRIMARILY TO A SMALLER NUMBER OF ARMED CONFLICTS. HOWEVER, AS V-O-A'S CORRESPONDENT DAVID DYAR REPORTS THE PRIVATELY FUNDED U-S COMMITTEE FOR REFUGEES SAYS THE PROBLEM OF DISPLACED PERSONS IS STILL A SERIOUS ISSUE.

    TEXT: THE COMMITTEE ESTIMATES THERE WERE 13 MILLION-600 THOUSAND REFUGEES IN THE WORLD AT THE END OF 1997 AND ANOTHER 17 MILLION INTERNALLY DISPLACED PEOPLE FLEEING CONFLICTS IN THEIR OWN COUNTRY.

    THE ESTIMATES WERE CONTAINED IN AN ANNUAL SURVEY CONDUCTED BY THE COMMITTEE, WHICH IS ONE OF THE MOST WORLD'S MOST COMPREHENSIVE STUDIES OF THE INTERNATIONAL REFUGEE POPULATION. IT SAID THERE WERE NEARLY A MILLION FEWER REFUGEES IN THE WORLD LAST YEAR THAN IN 1/9/9/6.

    THE COMMITTEE'S REPORT (RELEASED THURSDAY) SAYS MOST OF THE MOVEMENTS OF NEW REFUGEES LAST YEAR WERE IN AFRICA, WHERE THERE WERE AN ESTIMATED THREE MILLION REFUGEES LAST YEAR.

    REPORT EDITOR BILL FRELICK SAYS DESPITE THE LOWER NUMBER, THERE IS STILL A HUGE REFUGEE PROBLEM IN THE WORLD.

    HE SAYS THE SITUATION IN KOSOVO IS OF PARTICULAR CONCERN. HE NOTED THAT ONE OF THE NEW PROBLEMS IN KOSOVO IS THE USE OF FOOD AS A WEAPON. MR. FRELICK SAID ACTIONS BY SERBS TO RESTRICT FOOD SUPPLIES IN KOSOVO WILL CAUSE SERIOUS PROBLEMS DURING THE COMING WINTER.

    IN ADDITION TO SPECIFIC PROBLEMS SUCH AS KOSOVO, THE COMMITTEE NOTED SEVERAL TRENDS MAKING THE SITUATION FOR REFUGEES MORE DIFFICULT. THESE INCLUDED A TREND AGAINST PROVIDING ASYLUM FOR REFUGEES IN THIRD COUNTRIES AND INCREASINGLY UNSAFE CONDITIONS FOR REFUGEES WHO HAVE BEEN GRANTED ASYLUM. OTHER TRENDS INCLUDE A LACK OF COMMITMENT BY THE INTERNATIONAL COMMUNITY TO HELP INTERNALLY DISPLACED PERSONS AND A LACK OF SAFE REPATRIATION FOR RETURNING REFUGEES.

    THE GROUP CALLED ON THE INTERNATIONAL COMMUNITY TO INCREASE ITS COMMITMENT TO HELPING REFUGEES AND PREVENTING THE TYPES OF CONFLICTS THAT GENERATE REFUGEE FLOWS IN THE FIRST PLACE. (SIGNED)

    CRITICS CHARGE THE PROPOSAL WOULD TIE COMMANDERS' HANDS, POSSIBLY PLACING AMERICAN LIVES IN DANGER. REPUBLICAN SENATOR DAN COATS SAYS HE TOO WANTS THE MISSION TO END - BUT DECISIONS ON TROOP STRENGTH SHOULD BE LEFT TO THE PRESIDENT AND THE PENTAGON.

ELECTIONS ARE NOT TECHNICALLY DUE BEFORE THE YEAR 2000, BUT AMBERIN ZAMAN REPORTS FROM ANKARA THAT MOUNTING POLITICAL INSTABILITY HAS FORCED TURKEY'S RULING COALITION TO ACCEPT OPPOSITION DEMANDS FOR EARLY POLLS.

    MR BAYKAL HAS STEPPED UP THREATS TO WITHDRAW HIS BACKING FROM THE GOVERNMENT IN RECENT MONTHS. HE SAYS IT HAS FAILED TO HELP SOLVE TURKEY'S PROBLEMS. THESE RANGE FROM CHRONIC THREE-DIGIT INFLATION TO PERVASIVE STATE CORRUPTION, AND FROM THE 14-YEAR KURDISH REBELLION IN THE SOUTHEAST TO THE RISE OF ISLAMIC FUNDAMENTALISM.
