    TEXT: THE SHARP RISE ON THE TOKYO EXCHANGE WAS CITED BY ANALYSTS AS THE KEY FACTOR IN PUTTING EUROPE IN A BUYING MOOD. FRANKFURT, LONDON AND PARIS ALL CLOSED HIGHER MONDAY. THE FRENCH "CAC 40" INDEX ENJOYED A NEARLY THREE-PERCENT GAIN, ADDING ALMOST 77-POINTS AT THE CLOSE. IN LONDON, THE "FINANCIAL TIMES" 100 STOCK INDEX ADDED 125-POINTS A GAIN OF MORE THAN TWO-AND-ONE-HALF PERCENT. THE GERMAN "DAX 30" WAS UP 64 POINTS -- A GAIN OF JUST LESS THAN TWO-PERCENT. BUT AFTER-HOURS COMPUTER TRADING IN FRANKFURT DROVE THE DAX UP MORE.

    THE U-S DOLLAR STAYED EVEN AGAINST THE BRITISH POUND AND GERMAN MARK.

    INTRO: FIVE NEW JUDGES HAVE BEEN SWORN-IN AT THE YUGOSLAV WAR CRIMES TRIBUNAL AT THE HAGUE, MARKING THE END OF ITS FIRST FOUR-YEAR TERM. ESTABLISHED BY THE U-N SECURITY COUNCIL IN 1993, THE TRIBUNAL BEGAN WITH NO INFRASTRUCTURE OR RULES, BUT SINCE THEN HAS ISSUED MORE THAN 70 WAR CRIMES INDICTMENTS. IT NOW HAS DETAILED RULES OF EVIDENCE, IT HAS ISSUED 77 PUBLIC INDICTMENTS AND HAS 20 PEOPLE IN CUSTODY, ALTHOUGH THE MAJOR FIGURES INDICTED FOR WAR CRIMES REMAIN FREE.

    PARTICULARLY AS MORE INDICTEES COME INTO CUSTODY, AS THE BUDGET PROCESS BECOMES MORE REGULARIZED AT THE UNITED NATIONS, AS THERE IS MORE CONFIDENCE IN THE WORK OF THE TRIBUNAL, AS MORE JUDGMENTS ARE HANDED DOWN, SO THIS EVOLUTION IN THE WORK OF THE TRIBUNAL IS BEGINNING TO PAY OFF. THIS TRIBUNAL IS VERY MUCH ON TRACK.
