MEANWHILE, INDIA AND GERMANY HAVE RE-ASSERTED THEIR INTEREST IN PERMANENT SEATS ON A NEW, REFORMED COUNCIL. VOA CORRESPONDENT ELAINE JOHANSON REPORTS:

    TEXT: MACEDONIAN PRESIDENT KIROV GLIGOROV POINTED OUT THE UNITED NATIONS -- IN ONE WAY OR ANOTHER -- WILL BE INVOLVED WITH THE BALKANS FOR A LONG TIME. HE SAID IT MAKES SENSE THAT A BALKAN COUNTRY -- HIS OWN, PREFERABLY -- BE GIVEN A SECURITY COUNCIL SEAT.

    MACEDONIA IS CONSIDERED A SUCCESS STORY IN THE CONTINUING SAGA OF BALKAN DISORDER. THE YUGOSLAV WARS NEVER SPILLED OVER INTO MACEDONIA. A SMALL PEACEKEEPING FORCE -- MOSTLY AMERICAN AND NORDIC TROOPS -- ARE DEPLOYED THERE PREVENTIVELY TO MAKE SURE.

    ONLY THE EAST EUROPEAN SEAT IS UNCERTAIN. MACEDONIA IS VYING WITH SLOVENIA AND BELARUS FOR THE PRIVILEGE OF SITTING FOR TWO YEARS ON THE U-N'S MAIN ORGAN FOR PEACE AND SECURITY.
