ELECTIONS WERE TO HAVE BEEN HELD LAST YEAR, BUT THE ELECTION COMMISSION FOUND CONDITIONS WERE NOT RIGHT FOR VOTING. THE COMMISSION CITED A LACK OF FREEDOM OF MOVEMENT AND PROBLEMS WITH MEDIA ACCESS.
