RESTRICTING THE OPERATION OF RADIO AND TELEVISION STATIONS IS A STEP AWAY FROM DEMOCRATIZATION. SECRETARY OF STATE MADELEINE ALBRIGHT STRESSED TO PRESIDENT MILOSEVIC THAT HIS GOVERNMENT MUST ALSO MAKE PROGRESS ON OTHER ISSUES BEFORE THERE CAN BE ANY IMPROVEMENT IN RELATIONS WITH THE U.S. MR.
