EUROPE HAS NEVER HAD A SINGLE COMMON CURRENCY. THE EUROPEAN UNION'S EFFORTS TO CREATE ONE HAVE BEEN UNDER WAY FOR 20 YEARS. A SPECIFIC PLAN FOR MONETARY UNION IS THE KEY COMPONENT OF THE DECEMBER 1991 TREATY E-U LEADERS SIGNED IN MAASTRICHT (NETHERLANDS). UNDER THE TREATY'S PROVISIONS, THIS YEAR IS CRITICAL FOR DETERMINING WHICH OF THE E-U'S 15 MEMBERS WILL MEET THE STRICT CONDITIONS FOR LAUNCHING THE EURO AT THE START OF 1999. PRESIDENT CHIRAC TOLD THE NEW PRIME MINISTER LIONEL JOSPIN AND HIS 26 MINISTERS AT THEIR FIRST CABINET MEETING THAT HE HOPED THEIR ENFORCED COOPERATION WOULD PASS OFF IN WHAT HE CALLED "DIGNITY AND MUTUAL RESPECT, WITH A CONSTANT CONCERN FOR THE INTERESTS OF FRANCE." V-O-A'S KYLE KING REPORTS FROM BONN, THE (EDS: DIE WOCHE NEWSPAPER) POLL FINDINGS ARE JUST ONE OF SEVERAL SETBACKS FOR THE GERMAN GOVERNMENT, WHICH IS STRUGGLING TO REACH ITS LONG-SOUGHT GOAL OF A COMMON CURRENCY.
